【明報專訊】港鐵繁忙時間「迫爆」，迷你倉價錢不過港鐵早前仍稱繁忙時間載客率只有七成。運輸及房屋局在立法會議員追問下，昨提交文件解開「載客率」之謎，原來港鐵一直以每列車可坐340 人及每平方米可站6 人去計算最高載客量，變相「做大」基數，在相同乘客數字之下，令載客率相對減低。運房局以每平方米站4 人的較寬鬆標準改變計算基數，結果將軍澳線的載客率跳升至100％或以上，達到「超載」水平。局方促港鐵研究推出「早晨特惠計劃」及拆除車廂部分座位，改善擠迫情�。政府促研早晨優惠拆座位對於運房局解開「載客率」之謎，立法會交通事務委員會副主席范國威炮轟港府早前發表的《香港承受及接待旅客能力評估報告》，是以數字遊戲誤導公眾，以過時標準計算載客率，迴避鐵路系統因被自由行旅客迫爆而超負荷的事實，質疑能否應付2017 年多達7000 萬的旅客。運輸及房屋局昨提交立法會的文件，詳細交代載客率的計算方法。文件指出，現時所有港鐵列車車廂，是以業界標準設計，以平均每平方米可容納最多6 人考慮車廂內最高可載客量。運房局指出，每列車現可有座位340 個，以每平方米平均站立最多6 人計，可以有2160 個企位，若以此推算，最高載客量有約2500 人。以現在每日繁忙時間乘客量達每小時4 至5 萬人計算，多條路線的載客率只有約七成，最擠迫的將軍澳線亦只有72％。政府指港鐵標準過時運房局指出，實際營運時，加上乘客的乘車習慣轉變，如在車上使用平板電腦或智能電話，會佔用較多個人空間，都會令實際載客量打折扣，每平方米6 人的情�，只可於1980、90 年代做得到，現已不合時宜。若以外國如紐約、柏林或新加坡的每平方米4 人標準去推算，每列列車實際可載客會減至1780 個（座位連企位），在相同載客人次下，將軍澳線每日繁忙時間實際載客率會由72％升至100.6％，達「超載」水平（見表）。4 新鐵路以新標準計算政府指出迷你倉最平已要求港鐵研究新措施紓緩載客率，包括鼓勵乘客在繁忙時段以外乘搭港鐵的早晨特惠計劃，以及拆除車廂內若干座位以增加可載客量。港鐵公司亦已委託海外大學研究是否有其他可行措施。另外4 條鐵路包括西港島線、南港島線（東段）、西鐵線和馬鞍山線，將以每平方米4人標準衡量乘客服務水平。學者:拆座位作用有限理大土木及環境工程系副教授熊永達認為，拆除座位以增載客量作用有限，近年不少乘客佔用更多私人空間，例如使用電話或平板電腦，再加上自由行旅客拖篋，令每平方米載客量下跌，認為實施早上優惠時段或推廣彈性上班時間，才能有效疏導人流。立法會鐵路事宜小組委員會主席田北辰認為， 港鐵應馬上推行「早晨優惠計劃」，認為是雙贏做法，但他不建議拆除座椅，建議仿效巴黎地鐵做法，把部分座椅改做「摺椅」，在繁忙時間把椅摺起，騰出車廂空間。田北辰又指出，每平方米4人的密度標準也未考慮現時不少旅客拖行李坐港鐵的實�。每平方米4.62 人港鐵列車在繁忙時段十分擠迫，本報記者量度車廂兩邊車門之間的企位，左右車門相距3 米、車門闊約1.8 米，面積約5.4 平方米的車廂空間（見圖）。昨午5 時半抵達金鐘的列車上，該空間站滿25 人（照片顯示其中22人，另有3 人站在邊緣未有入鏡），即每平方米站了4.62 人，十分擠迫。（郭慶輝攝）港鐵早上繁忙時段每小時載客率（部分）現時港鐵載客率定義以一列行走市區的列車為例，港鐵指每平方米車廂可容納6 人計算，一列列車載客量為2500 人（座位連企位）。若某時段載客2000 人，載客率為2000÷2500 ×100%=80%新鐵路載客率定義若按新鐵路定義，以每平方米站立4 人計算最高載客量，每一列車載客量減至1780 個（座位連企位）；若某時段同載客2000 人，載客率為2000÷1780×100%=112%運輸及房屋局表示，4 條新鐵路線服務水平會以每平方米4 人基準計算迷你倉

「澳門明愛2014年度慈善餐會」為澳門明愛每年一度的籌款活動。慈善餐會於二零一四年二月廿二日(星期六)晚上假澳門旅遊塔四樓宴會廳舉行，迷你倉旺角活動主題為「心懷謙善　愛澤千里」。餐會除了為澳門明愛籌募社會服務經費外，還藉此讓參與的善長加深對明愛各項社會服務的了解及未來發展。澳門教區黎鴻昇主教、檢察長代表檢察長辦公室鄭幸捷副主任、台北經濟文化辦事處盧長水主任、社會工作局黃艷梅副局長、社會保障基金行政管理委員會葉炳權主席、房屋局郭惠嫻副局長、郵政局趙鎮昌副局長、警察總局資源管理?陳思敏?長、民政總署管理委員會關施敏委員，以及多位捐贈機構代表和各界善長出席了餐會。席間，羅志國先生捐款二十萬澳門元、金沙中國有限公司捐款十五萬澳門元，有關善款支票由澳門明愛潘志明總幹事代為接收，並向捐贈代表頒贈紀念品。另外，超然國際集團有限公司捐款澳門幣五萬元、區華焜建築公司捐款港幣三萬元，鄺達財先生、三友發展有限公司各捐款澳門幣三萬元，劉藝良先生和李漢基先生各捐款澳門幣兩萬元，高富地產公司、麥淑貞女士、梁嘉鴻先生、新域城市規劃暨mini storage程顧問有限公司、澳門娛樂博彩業中介人協會和捷成顧問工程有限公司各捐款澳門幣一萬元，以支持澳門明愛各項社會服務經費。餐會筵開21席，逾200人參與。席間設有競投環節及節目表演，並由澳門司儀專業協會派出司儀協助。澳門明愛總幹事潘志明在致詞時表示，明愛今年計劃為獨居長者、有困難的家庭開設傢俱支援服務。一方面收集二手傢俱，另一方面尋找善長贊助，以約一萬元的經濟價格，購買一套傢俱贈予他們，計劃預期有100個或以上家庭及長者受惠。另外，明愛今年亦正積極籌辦“澳門明愛學院”，目的為本澳及中國內地培訓能掌握專業知識和技能的社會工作者。課程已在有關部門審批中，目前，需要籌募一筆起動經費。澳門明愛植根澳門六十二年，轄下三十多個服務單位為貧困無依，老弱病患及有需要的人提供不同類型的社會服務，給予他們支持、鼓勵與關懷。明愛的服務得以穩步發展，確實有賴社會各界的支持。踏入2014年，澳門明愛期望把現有的各項服務維持及優化，同時也會緊貼社會發展拓展新服務，讓更多人士受惠。澳門明愛呼籲社會各界繼續支持，讓服務走得更遠、更廣。迷你倉
