記者周萃2013年5月，mini storage牛錫明履新交通銀行董事長，“百年交行”迎來新“主帥”。當前，國際國內經濟金融形勢複雜多變，銀行業風險防控壓力不斷加大，而交通銀行也處於其“二次改革”的關鍵期，下半年，面對錯綜複雜的經濟金融形勢以及交行自身艱巨的轉型任務，這位新“主帥”有何戰略規劃與經營計劃?為此，本報特別專訪了交行董事長牛錫明。記者：李克強總理最近提出，要通過激活貨幣信貸存量來支持實體經濟發展，相關管理部門近期也出台了一系列支持經濟結構調整和轉型升級的具體措施，落實相關政策，下半年交行將採取哪些措施?牛錫明：國辦發佈的金融支持經濟結構調整和轉型升級的十條指導意見，其核心是“盤活存量、用好增量”。下半年，對交行來說，我們要把貫徹宏觀政策、服務實體經濟與防控信貸風險有機聯繫起來，堅持真實貿易背景，堅持信貸資金與客戶資金的緊密結合，提高金融資源配置效率，為實體經濟提供高質量的金融服務。做到“用好增量”，交行將利用信貸杠杆促進產業結構調整。具體而言，將大力支持創新驅動發展戰略，在擴大內需、惠及民生、產業結構轉型升級、綠色信貸及循環經濟、支持城鄉統籌、完善境內外聯動支持“走出去”等領域，積極增加信貸投放。根據產業梯度轉移態勢，主動優化信貸布局，支持中西部分行加快發展並承擔更多存款任務。加快發展消費金融和產業鏈金融，繼續發展好個人住房按揭業務和信用卡業務。切實做好小微企業金融服務工作，在有效防範風險的前提下，重點支持科技型小企業和500萬元規模以下小微企業的發展，確保小微企業貸款增速不低於貸款平均增速、增量不低於往年。“盤活存量”，交行將持續優化資產業務結構。要特別強調做好存量資產的移位管理，通過移位管理加強信貸結構的調整，優化資產結構。要加強信貸資產的貸後管理和非信貸資產的存續期管理，利用持續排查、減退加固等手段，全面動態優化存量信貸資產。要更加均衡地擺布行業信貸結構，不能“把雞蛋放在一個籃子里”。行業信貸政策只能加強，不能削弱，貸款不能只投不收，不能只進不退，對信貸政策限制投放的領域和潛在風險客戶，要及時堅決退出。要繼續嚴格執行對融資平台、房地產、“兩高一剩”等重點領域風險管控要求。同時，要優化業務結構，積極發展貿易融資和消費金融，拓展新的業務領域。記者：經濟增速放緩、利率市場化加速、互聯網金融突起，這些新情況、新問題已經對銀行發展形成挑戰，未來交行將如何應對這些新變化?牛錫明：未來一段時間，中國銀行業面臨的經營大環境主要表現為經濟增速趨緩和利率市場化加速推進兩大基本特徵。此外互聯網金融也加速了金融脫媒，並正在撼動傳統銀行的穩固地位。隨著經濟增速趨緩，金融資產大幅膨脹掩蓋下的金融風險開始釋放。同時，政府對經濟減速的容忍度提高，不再出台大的刺激政策，而是要倒逼金融“去杠杆化”和經濟結構調整。商業銀行“發展、轉型、風險”三者關係已經發生變化，一味做大規模，向規模要利潤的時代已經過去。對交行來說，當前的工作重心已經轉變為“防控風險、穩健發展”。我們既要看眼前，保持盈利合理增長，不能讓存貸比、不良率等指標滑出底線；更要抓長遠，扎實打好基礎，積蓄後勁，持續推動轉型發展。“穩步推進利率市場化”是業已確定的金融改革方向。未來存款利率放開意味著存款成本上升、利差縮小進而影響利潤增長，造成盈利能力下降。這種盈利性與流動性的平衡是利率市場化帶來的新挑戰。面對新挑戰，交行將大力提高跨境、跨業、跨市場的經營能力，實現從存量管理向流量經營，從持有型資產向交易型資產轉變，才能保持盈利性與流動性新的平衡。互聯網以其“開放、平等、協作、分享”的平台服務特徵，正深刻改變人們的生產、生活方式，並對以中介服務為本質的傳統銀行業帶來巨大衝擊。目前絕大部分金融產品都可以實現網上銷售，互聯網金融已經在交易成本、服務效率方面表現出很大優勢。更重要的是，互聯網金融還在逐步取代銀行的“看家本領”———支付結算功能，通過商務平台、生活self storage台將銀行與客戶的關係切斷，取代銀行的基礎性結算平台地位。互聯網將顛覆傳統商業銀行的經營模式、盈利模式和服務模式，未來商業銀行有可能演變成為一個以個性化金融服務為特色、以客戶自服務為特徵的網絡平台。目前，交行正在積極推進電子化平台業務建設，使得傳統的線下業務向線上發展，逐漸打破物理網點的局限性。與此同時，銀行未來經營模式也要從過去的以網點為主向通過網絡提供服務轉變。記者：您提出，未來交行應實現由“資產持有型銀行”向“交易型銀行”轉變，請您具體闡釋一下這一轉型路徑。牛錫明：當前經濟正處於下行期，國家在宏觀總量、調整結構等方面出台了許多新的舉措。在此背景下，商業銀行一味做大規模並不可取，而應該由“加快發展”向“穩健發展”轉變。站在交行的角度，我認為可以由資產持有型銀行向交易型銀行轉變，從做存量向做流量轉變，這也是未來最有可能體現交行特色的經營領域。交行應通過積極介入貨幣、債券、外匯及衍生產品交易等各個市場，擴大非信貸資金運作渠道和規模，優化資金投向與資產配置，在保證流動性的同時，讓資產在流動中分散風險，擴大利潤增長源。實現上述轉變，交行將面臨巨大的挑戰。目前在金融界，幾乎所有的金融創新都圍繞著銀行，證券、基金、信托、保險的創新產品只有把銀行拉上，才能賣出去。因此，銀行怎樣做到是“風險的有限承擔者”而不是“風險的全部承擔者”，是轉型中的重大考驗。在推動“創新驅動、轉型發展”中，我認為，一是要提升跨境、跨業、跨市場的經營能力，這實際上是國際化、綜合化經營問題。銀行依托企業走出去而國際化，依托人民幣國際化而國際化。銀行應全面提升跨境跨業的規模和層次，由布局階段進入業務發展階段，努力實現盈利收入多元化。二是應鼓勵商業銀行更好地、規範地發展理財業務。現在有兩點需要完善，第一個是建立“表外的資產負債表”，代客戶管理的資產也要有資產負債表，是表外的資產負債表。第二個是改進銀行的營銷方式，提高信息透明度，清晰告訴客戶理財風險的自擔方式或分擔方式。三是穩步推進資產證券化。資產證券化有利於增強資產流動性，減少利率波動風險，有利於縮減表內資產規模，提高資本使用效率。在推進資產證券化的過程中，商業銀行可以通過持有一定比例的資產，加強銀行管理風險的責任，通過杠杆率管理來有效控制衍生金融產品的泛濫。記者：下半年，銀行風險防控任務依舊艱巨，交行就此有何措施?牛錫明：下半年，交行全行上下要把風險管理放到更加突出的位置，穩定利潤增長，管控好資產質量。“全覆蓋、全流程、責任制、風險文化”的風險管理要求必須貫穿到經營管理的全過程，要把發展建立在風險管理的基礎上，築好風險防洪堤。當前，銀行信貸風險3年暴露、5年暴發、7年損失的“357效應”已進入風險集中暴露期。風險指標已經成為影響銀行經營與市場股價的關鍵因素。這種形勢下，資產質量管控既是攻堅戰也是持久戰。下半年，交行將繼續推進全面風險管理體系真正落地。全面風險管理體系的核心，就是“全覆蓋、全流程、責任制、風險文化”。董事會、高管層要強化風險管理的決策領導職能，明確風險偏好，強化限額管理和名單制管理，加強考核引導與責任落實，完善體系架構，做好風險形勢研判與效果評估。要深入推進統一授信管理體制建設，推動表內、表外信用風險評審全覆蓋。完善零售信貸風險管理體系，做好頂層設計，優化體制機制。建立規範透明、獨立核算的理財業務資產負債表管理體系。要牢固樹立“流程為本、程序至上”的管理理念，嚴禁逆流程審批，嚴禁用簽報審批貸款及有風險的資產業務。此外，要將風險管理覆蓋到所有創新業務。無限制可創新，但創新必須有規矩。對新型業務要堅持依法合規、有章可循；流程清晰、風險可控。必須進行詳細的風險評估，找准風險點，建立規範的審批流程與規章制度，細化操作辦法，明確風險責任，防範各類風險隱患。實踐證明，誰能平衡好“發展與風險”的關係，誰就是贏家；誰能把握好“利潤與質量”的關係，誰就能笑到最後。迷你倉

掛失後仍可辦銀行卡 可能被不法分子用于洗錢和詐騙 在我國，存倉居民生活中丟失身份證後，即使做補辦（掛失）處理，但由於目前沒有任何注銷措施，導致原身份證仍可正常使用。新華社記者近期在調查中瞭解到，大量遺失、被盜身份證正通過網絡進行非法交易，並被廣泛用于開辦銀行卡、信用卡，掩護詐騙、洗錢活動。更令人憂慮的是，由於我國現行二代身份證缺乏必要的密碼等基本防偽功能，若不法分子掌握與自己外貌相近的他人真實身份證，則可“分身兩人”，加大公安機關打擊犯罪的難度。網絡公開叫賣掛失身份證身份證是我國居民目前最重要的身份證明，而記者近日暗訪瞭解到，這一重要證件竟在網上被公然叫賣。通過百度搜索，記者聯繫到一位自稱金老闆的人，他在自己的QQ空間貼出了156張女性身份證照片和112張男性身份證照片，以中青年人為主。金老闆表示，他的身份證都是真的，每張400元，價格可以商量，但最低不會低於280元一張。另一名身份證販子同樣手握大量“貨源”。記者告知對方需要年齡30歲左右的一男一女兩張身份證，對方立即通過QQ傳來男女各數十張符合條件的照片供記者挑選。身份證販子稱，身份證的照片本來就和真人有差距，只要不相差太多一般看不出來。這些身份證都是偷來的，確保是真的，即使丟身份證的人到派出所做掛失，這些身份證仍然可以用。記者調查瞭解到，丟失的身份證之所以成為不法分子的牟利工具，是因為我國現行二代身份證存在“先天缺陷”。天津市南開區戶籍管理中心工作人員告訴記者，二代身份證沒有密碼功能，不能通過修改密碼的方式停止卡片使用。根據有關規定，公民丟失居民身份證後應當向常住戶口所在地派出所申報丟失補領，公民辦理丟失補領證件的行為本身就告知了公安機關證件丟失的事實，不需要再辦理掛失。如有相關要求，公安部門可以開具一個掛失證明以進行免責維權。據瞭解，因為升學、居住地變更、留作紀念等原因，很多人都持有多張本人身份證，這些身份證確實可以使用。違法冒用身份證產生多重危害記者採訪瞭解到，通過“身份證交易黑市”，大量被盜身份證被違法冒用，產生多重危害。危害一：三五百元買證卡，為詐騙、洗錢提供掩護。案例：長期從事銀行卡交易的徐某告訴記者，自己從黑市購買了大量被盜身份證，他拿著本人身份證和被盜身份證可以方便地“代開”銀行卡，然後將被盜身份證、銀行卡一起賣給需要的人。工行、農行、建行帶網銀、身份證的銀行卡，一套500元，只帶身份證的銀行卡一套300元。據瞭解，相當一部分“被代辦”的銀行卡被用于詐騙活動，部分代辦的銀行卡可能被用于官員“洗錢”。資料顯示，沈陽市皇姑區警方曾破獲一起銀行卡犯罪案，詐騙團伙以每張80元的價格購進110張身份證，在兩周之內，用這些身份證辦理了288張銀行卡，至案發時已賣出130張。危害二：部分被盜身份證被騙領信用卡，從事詐騙。案例：天津市日自存倉即審理一起利用他人身份證騙領銀行卡進行出售的案件。2012年5月下旬，犯罪嫌疑人李江偉使用非法獲取的多張他人身份證，多次到天津市的多家銀行騙領銀行信用卡，後以人民幣4800元的價格向犯罪嫌疑人王下山、王玉華出售上述信用卡共計29張。其後，王下山、王玉山複制該信用卡並加價出售，被警方查獲。危害三：“分身兩人”，坐車、上網、買房不會被發現。案例：據瞭解，通過“身份證交易黑市”，確實可以買到與自己體貌特徵相近的“真身份證”。如持有該身份證，就可以“分身”成形式上完全合法的兩個人，如此在酒店登記住宿、乘坐長途客車、乘坐火車、在網吧上網時均不會被發現。現有偵破的案件中，一人持有多個身份證借以逃避抓捕的現象非常常見，如陝西房姐“龔愛愛”即持有多個身份證。■專家觀點加大涉身份證犯罪打擊力度目前，身份證在公民的日常生活中扮演著極其重要的角色，因此，它身上的“先天缺陷”確實會給個人和社會帶來天大的危險，這提醒有關方面對此必須引起足夠的重視和警惕。專家認為，對策之一是加大涉身份證犯罪的打擊力度。相關法律規定，冒用他人居民身份證或者使用騙領的居民身份證的，由公安機關處二百元以上一千元以下罰款，或者處十日以下拘留，有違法所得的，沒收違法所得。天津萬華律師事務所律師李琳認為，這個懲處相對於違法帶來的利益來講仍然太輕，很難起到應有的威懾作用，應加大懲罰力度。此外，身份證技術升級更是迫在眉睫。儒法律師事務所律師孫沫認為，通過技術升級讓我國公民的身份證具有更強的防偽、防盜功能，比如使丟失後的身份證失去磁卡功能，或在讀取舊身份證信息時可以通過系統顯示已注銷，給相關部門以提醒，才能從根本上截斷身份證買賣市場的利益鏈條。據新華社■權威回應加快推進登記指紋信息工作晨報訊（記者 何欣） 針對近日有媒體報道稱互聯網上存在遺失、被盜身份證非法買賣問題，昨天，公安部治安管理局有關負責人表示，一切買賣、冒用他人身份證的行為都要受到法律追究。公安機關將繼續加大打擊買賣、冒用他人身份證違法犯罪活動的力度，並加快推進年初開始�動的居民身份證登記指紋信息工作，採取多種措施保證居民身份證的安全可靠。公安部治安管理局有關負責人表示，經過10餘年的努力，全國累計制發二代證逾12億張。公安部也開展了多次身份證管理專項清理整治行動，較好解決了身份證重號問題。新修訂的《居民身份證法》規定了公民申領、換領、補領居民身份證應當登記指紋信息。居民身份證登記指紋信息，能進一步增強證件防偽性能，同時社會用證單位能夠快速、準確地進行人、證一致性認定，可以有效防止冒用他人身份證等違法犯罪行為的發生。目前，全國已有16000余個派出所�動居民身份證登記指紋信息工作，到今年年底將在全國全面鋪開。廣大群�有自願提前換領身份證的，可到本人戶口所在地派出所換領登記指紋信息的身份證。迷你倉新蒲崗

證券時報記者 朱凱中國人民銀行昨日公告稱，儲存倉未來2年內將暫停包商銀行在銀行間市場的債券結算代理業務資格。央行對外公佈一家商業銀行相關業務的處罰決定，迄今為止還是首次。這份由中國人民銀行辦公廳8月7日印發的通知，要求暫停包商銀行銀行間市場債券結算代理業務資格，為時兩年。並要求包商銀行不得發生新的債券結算代理業務，存量業務應逐筆自然退出。暫停期滿後，根據專項現場檢查評估結果，決定是否恢複包商銀行此項業務資格。此外，公告中並未披露暫停該行上述業務資格的原因。證券時報記者致電包商銀行總行辦公室，工作人員稱對此事並不知情。而設于北京的包商銀行新聞中心人士則告訴記者，他們也是昨天下午才知悉此事，目前相關負責人士正在進行內部溝通，暫不對外置評。根據央行昨日公告，包商銀行此次被暫停的業務主要與銀行間市場的同業拆借及債券的交易、結算、清算等有關。對此，華南某股份制銀行相關人士告訴記者，如果包商銀行的這類業務占比本來就不高，此次資格暫停所造成的直接影響不會太大。迷你倉沙田是，與兩年前另一家受罰銀行的“遭遇”類似，對於其自身的市場聲譽將帶來不利衝擊。兩年多前，由於相關負責人涉嫌暗箱操作及利益輸送，央行暫停了國內某家商業銀行的債券結算代理業務。證券時報記者近日瞭解到，該行相關業務權限至今仍未放開。這家銀行內部人士還告訴記者，當初相關監管部門僅僅是以口頭通知的方式，對該行的這些業務實施了凍結及暫停的處罰，並未有公開的告示。除央行行事風格日益透明化外，市場人士猜測，此次及時對外公開處罰決定，可能還與包商銀行具體涉事人員的級別較高有關。另有業內人士表示，由於暫停的是債券結算代理資格，包商銀行此次事件或許還與丙類戶有一定關聯。因某債券基金經理“黑幕”被曝光，今年3、4月份有關債市丙類戶的報道曾不絕於耳。據瞭解，作為一個群體，現在市場上的丙類戶已基本不存在了，相當一部分已轉為乙類戶。截至記者發稿，包商銀行相關部門還未對記者給出正面答複。此次處罰究竟是什麼原因所致，對於包商銀行具體業務會產生什麼影響等疑團，還有待進一步觀察。迷你倉價錢

本地華資銀行股，迷你倉沙田一向是賣盤的熱門對象，近日創興銀行（01111）證實獲數個潛在買家洽購，令一眾本地銀行股水漲船高，而事實上，近年中資資金不斷的在本地市場尋寶，包括銀行、證券、電訊股等，全部均是有策略上重要性的板塊。 根據過往的經驗，購併潮出現，不是在股市最低潮時，就是在大牛市的時期。道理很簡單，在股市低迷時，股價經過一輪大跌後，估值變得低殘，很容易變為執平貨的對象；至於在大牛市時，上市公司估值變得好貴，為了要繼續給予市場憧憬的價值，藉收購來提高盈利增長是最容易的手段，但往往也要付出高昂的溢價。 金融股併購大熱門 今次創興的買家之中，最盛傳的是越秀集團，消息指收購價為創興銀行市帳率（PB）約1.5至2倍，作價約66億至88億元，現時創興的PB約為1.5倍，不過比起2008年招商銀行（03968）收購永隆銀行時付出3倍PB的代價，現時估值難復當年勇。 中資金融機構對本地金融股一向興致甚濃，主要原因是香港金融機構包括銀行、證券行等發展成熟，在業務拓展及經驗上可有助中資機構，而且香港是國際金融中心，對中資機構而言是最容易走出去的第一步。 近年不斷有這類收購出現，如招行收購永隆、海通證券收購大福證券、信達入股亨達等，而現時本地銀行股中餘下可選擇的不多，大新銀行（02356）、永亨銀行（00302）及東亞銀行（00023），當中以大新及永亨機迷你倉價錢比較大，因兩者股權較集中，及部署第二代接班未及東亞的積極。 電訊股具戰略意義 電訊行業在任何國家或地區而言，都是具有很重戰略地位的行業，2000年大東電報局出售香港電訊時，原本大熱門的收購者是新加坡電訊，但市傳在中央暗地發功下，結果由小小超控制的盈科數碼動力以蛇吞象的姿態爭贏了，當然往後電訊盈科（00008）股價的故事讀者也是耳熟能詳。 2005年盈科獲內地第二大固網公司中國網通（後來被中國聯通集團兼併）入股20%股權，在2006年李澤楷曾計劃拆售盈科旗下的電訊業務資產予澳洲麥格理銀行及美國新橋資本，但最終在信息產業部及網通反對並施壓下無疾而終。 另一單則是中移動（00941）在2006年收購當時的萬眾電話，其後撤銷萬眾的上市地位，並改名為中移動香港。事實上，當時萬眾只屬於規模細小的流動電訊商，也沒有3G牌照，但中移動仍收購，主要是看中本地電訊市場的發展經驗。到了近日，港府有意收回部分現有3G頻譜再作拍賣，市場普遍認為是有利中移動香港取得在港的3G牌照，因中移動資金雄厚，在港競投3G牌照僅屬九牛一毛。 要捕捉這些購併浪潮，既考驗投資者的眼光，更大程度是考驗投資者的耐性，以創興銀行為例，2008年時已曾傳出收購消息，當時股價亦炒上20元以上，可是在金融海嘯後，2009年股價曾跌至7.8元水平，到2011年才重上20元以上，可見當中的風險。迷你倉庫

Source: Jordan Times, AmmanAug.存倉 13--A departure from a tradition of an exclusively four-wheel-drive line-up (barring tiny Japanese domestic market "kei" cars) for Subaru, the long-awaited and much-feted Subaru BRZ is the car that Toyota have desperately need for some time to shake off a less-than-exciting image that has developed around the conventional, conformist and "safe pair of hands" values that have served them so well.A back-to-basics naturally aspirated rear-drive sports car with restrained power and weight, the BRZ is designed with the fun-factor and classic handling traits firmly in focus and is an altogether different proposition that Subaru's legendary rally bred turbocharged four-wheel-drive Impreza WRX STI.Developed mainly by Subaru in cooperation with Toyota -- who are shareholders -- the BRZ is more widely sold in the guise of a Toyota 86, and also under Toyota's Scion value brand as the FR-S exclusively in North America.Light, balanced and involving the BRZ uses a front-engine and rear-drive platform, and is smaller, lighter and less muscular than the GT-leaning Hyundai Genesis Coupe, with which it is tempting to draw parallels. Without a four-wheel-drive differential, the BRZ's flat, compact and well-packaged Subaru horizontally opposed or "boxer" engine is mounted yet lower, while Toyota's contribution mainly includes a direct fuel injection system adopted for the Subaru engine and the design.Handsome proportionsVirtually identical in appearance to its Toyota and Scion sister models, the Subaru BRZ however receives a more handsome, upright and bold fascia.In fact, it is essentially a different bumper design, with a trapezoidal grille/air intake that is wider on top in addition to more horizontal running and fog light housings. Shark-like and low with swept-back headlights with a semi-circular outside kink, the BRZ is a handsome machine with classic rear-drive proportions including a low and long hood, and low sloping roofline, which extends to a fastback-like rear with a small boot-lid rather than hatchback. Sporting details include front air splitter, side ports and dual exhaust pipes.Defined side haunches lend the BRZ presence and tone, while with its engine mounted especially low and a correspondingly low bonnet, front visibility is terrific.Rear light clusters are shaped nicely but would look better if they weren't clear cased. The BRZ's matt grey alloy wheel design looks better than its sister models, but larger rear footwear would have better filled out the somewhat muscular rear haunches and offered better rear grip -- perhaps Subaru's trademark gold alloys would have worked well with the beautiful traditional blue paint, but that is something we might see on a more powerful Subaru BRZ STI version in the future.Delicate and connectedSitting low and upright in an alert driving position in the BRZ's six-way adjustable and supportive body-hugging sports seat one feels hunkered down and cozy but not uncomfortable. With a small but chunky steering wheel and stiff, stubby and precise short-throw gear lever falling nicely to hand, one enjoys a distinctly sporty and connected experience, which is enhanced by the fact that the BRZ's cabin isn't overly insulated and one can steel hear the throbbing "boxer" engine and gearbox linkages at work. With shoulder pressed slightly to the door and compact dimensions, the BRZ is easy to manoeuvre and place on the road.Controls, vents, buttons and dials are clear and user-friendly, while styling is pleasant but not over-stated or obsessed with heavy and expensive luxury materials.The BRZ feels well assembled but somewhat delicate, but isn't quite a stripped-down racer, and includes safety and convenience features like six-speaker stereo with USB connectivity, dual-zone climate control, keyless entry, brake assist, numerous airbags and even Isofix child seat mounts for the somewhat occasional-use rear twin bucket seats. Driven in GCC-spec with full-size spare wh自存倉el rather than space saver or re-inflation kit, the BRZ's 243-litre boot space is limited in size and opening and not flat, but folding rear seats expand luggage capacity.Eager to revThe BRZ features a light but precise clutch pedal with delicate biting point, which takes a few minutes to adjust to, as well as accurate crisp brakes and throttle, and a general un-fussed, sporty and pragmatic business-like sensibility.Thumbing the ignition button, the BRZ's charismatic Subaru flat-four engine comes to life, and with a staccato rumble of sorts, is eager to be revved hard and high into rev range.Designed to be a revvy engine with precise throttle control for delicacy and precision, the BRZ's engine not just rewards more in high revs, but needs to be thrashed mercilessly for it to deliver.A different proposition to the Impreza STI's meatier, more brutal and surging turbocharged cousins, the BRZ's engine is progressive and revvy, and delivers its maximum potential at lofty engine speeds. With power building up to 197BHP at 7,000rpm and 151lb/ft torque peaking at 6,400-6,600rpm, the BRZ isn't exactly a muscle car, and can feel under motivated in low- and mid-range speeds.Dispatching the 0-100km/h sprint in 7.6-seconds and topping out at 225km/h, the BRZ is quick enough, but with hot family hatchbacks like the Ford Focus ST and VW Golf GTI coming delivering sub-seven-second acceleration, the BRZ could do with more firepower.Balance and precisionA light, balanced and eager drive that is reasonably priced, rear-drive and handsome, the Subaru BRZ is a car best enjoyed when driven hard, but with only 151lb/ft on offer, some will be baying for a possible STI version, while for others this is a prime candidate to be tuned to 250BHP or even 300BHP with the addition of a turbo.After a short test drive however, one is happy to report that the BRZ isn't nearly as tail-happy and drifter-oriented as some gushingly report about its' Toyota sister. Perhaps it is a case of exaggeration, or more likely that Subaru's suspension tuning takes a more mature approach.With rally and four-wheel-drive heritage, where grip is important to cover ground effectively, quickly and safely, Subaru hasn't succumbed to a trendy and overtly drifty set-up, even with modest 215/45R17 rear tires. A fun and precise car, the BRZ has a nice balance between crisp handling, intuitiveness and decent rear grip. No rookie has claimed a starting outside linebacker job with the Steelers in the previous 31 years they've run the 3-4 defense and, barring injury, Jones might not be the first. What his coaches would like to do is rotate him into the defense the way they did in 2007 with the rookie LaMarr Woodley.As with a young bronco, first they have to break Jones of certain habits, like doing whatever it was he felt like doing in Georgia's 3-4 defense."He has a great inside move," said Keith Butler, who is in his 11th season coaching the Steelers linebackers. "He is as quick as anybody and, when he gets that inside move on you, it's very hard to stop him from getting to the quarterback. He's very good at that."But ... we have a lot of things going on inside him with stunts and games and things like that, that if he does go inside he's going to run into somebody. And so we don't want to put him in a position where he's running into someone else's rush lane. We want to keep him outside."It's not just all him doing what he wants to all the time. He's got to do what the defense requires more than anything else."Even those who have played as long as Butler has coached must fight that. Troy Polamalu admittedly guessed wrong Saturday night, and it cost the Steelers a touchdown. Sometimes, the freelancing works, too."James Harrison did it in the Super Bowl and gets a touchdown," Butler recalled. "Then, two years later, he does the same and gets a touchdown scored on him by Tom Brady. Those are great when they work. Just make sure you're doing it at the right time."Not only is Butler working with Jones on being in the right place, he wants to see a variety of pass-rush moves. Jones made a few good plays Saturday, recovering a fumble and tackling a tight end on third down, but no New York Giants quarterback felt his breath.Jones, most of all, was drafted because he is a pass rusher, and fans want to see, oh, 15-16 sacks from him."I'm hoping for 15-16 sacks, too," Butler said. "We talked about this [Monday]. He has to have a couple of rushes. You can't have all hand slaps, all getting on the edge of people. He has to get down and what we call walk the dog -- collapse the pocket, taking the big, freaking, 350-pound guy, getting right in his face and walking him back to the quarterback."He's capable of doing that, his coach said, and he has been working on his hands with Steelers broadcaster Tunch Ilkin, their former Pro Bowl offensive tackle."You look how heavy his hands are, he has real strong hands," Butler said.The Steelers plan to move him around inside as well in their nickel pass defenses and let him rush from there. Southern California recruited him as a middle linebacker, and Butler said he has the instincts to play that position, but ..."He is where we want him," Butler said. "He fits us like a lot of people don't fit us."They felt lucky to draft him with the 17th overall pick. Their doctors discounted the neck problem that doctors at Southern California supposedly discovered and led to him not playing thself storagere. The Steelers also pooh-poohed the 4.9-second 40-yard dash he ran for the scouts at his pro day."I think he plays plenty fast at that position," Butler said. "I don't think he's 4.9 by any means."Everybody wants the 40 time. Coaches want to see him play. Scouts want to see all the measurables, so, if they don't have a 40 time, they're freaking out going into the draft room: 'We don't have a 40 time on this guy.' So we're constantly looking for that."So we go down to his workout and his hamstring is still bothering him, so he runs the 40 and he pulls up right at the end and they take a 4.9 from it, so everybody puts a 4.9 on him."He doesn't play at 4.9. You look at the film, it doesn't show a 4.9."What would he run without the hamstring problem?"I don't know," Butler said. "I think he probably runs a 4.7, 4.8."Plenty fast, Butler said. "You want your guy out there all the time. We'd like to have seen him make a couple plays in the passing game when he touched the ball, and that didn't happen. But he's a capable receiver, and we expect him to perform a little bit better in that area."--Wilson and Butler said special-teams coach Danny Smith could decide who the final roster spots go to in the backfield and at linebacker, and maybe wide receiver and defensive back."Your backup guys have to be great special-teams players," Butler said. "It will come down to who Danny Smith likes because the competition will be that close."Said Wilson, "That's the key for a lot of them. Your competition is not really in my room, it's the extra DBs, the extra linebackers. Source: The Daily Item, Sunbury, Pa.存倉Aug. 12--DANVILLE -- A Northumberland area woman will be spending three months in jail and six months in home confinement for stealing $15,841 from her elderly aunt to use for college tuition for her son.Elizabeth "Betsy" Stump Petersen, 47, of 454 Bulk Plant Road, was also ordered to pay a $100,000 fine. That fine is mandatory for a charge of dealing in proceedings of unlawful activities, according to Judge Gary Norton who sentenced her Monday in Montour County Court. The statute states the minimum fine is $100,000 or twice the amount stolen whichever is greater.In addition to jail time for theft by deception, Norton sentenced her to pay a $500 fine, undergo supervised probation for 15 months and to do 30 hours community service. He also ordered her to pay back the $15,841 stolen.Petersen, who at one time served as executive director of the Danville Area Red Cross and had worked in public relations for a nursing home, will begin serving her sentence at 9 a.m. Aug. 31 in the Columbia County Jail. Montour County doesn't have facilities for women prisoners.Petersen previously pleaded guilty and averted a trial on a day prospective jurors were called in June.For the unlawful activities charge, Norton also imposed a concurrent term of three months in jail and six months' electronic monitoring.For theft, he ordered her to pay a $300 fine and placed her on probation for a two-year concurrent term.Petersen told the judge she "was truly sorry" and planned to pay back the money from her Aunt Elenora Conrad's accounts. "She relied on her niece for power of attorney. The victim owes $12,000 to the nursing home and by the grace of Emmanuel, she hasn't been evicted," Warren said.When asked about her ability to pay for the electronic monitoring program, Middleton said Petersen's husband has a full-time job.Warren said he believed incarceration was necessary. The judge also noted Petersen hadn't paid anything back yet.Middleton said Petersen was trying to obtain a loan to pay back the money but the Petersens don't have a credit history but they do have equity.About September 2011, Petersen assumed control of Conrad's financial affairs through January 2012.
