A staff employee pops in. Lasorda asks about the soup of the day."Split pea," is the response."Sweet pea?" Lasorda repeats. "Bueno, muy caliente. Muchos gracias, Jesus."With a Sprite, please. No ice.Wobbling at times on two replaced knees, depending on a ticker that may pump Dodger blue blood into his veins but has been under surveillance for the past two decades, the 85-year-old Hall of Fame manager insistshe's under absolutely no restrictions on what he can eat these days.Well, sorta, as only Lasorda can explain."I'm losing weight because, that's what the doctor told me," he says, tucking the white napkin into the front of his shirt and beginning the process of spooning up as much of the murky green soup as he can get."He didn't say how. He just said to cut down."Slurp."I was told to stay away from pasta and bread for two weeks. Not eating pasta? That'll kill me. Anything else, but why pasta?"It's food for thought. Soon would arrive a side of cottage cheese, a scoop of tuna and a bowl of fresh peaches. That which doesn't kill you will supposedly make you stronger.Lasorda needs the strength to keep up with a still-demanding schedule that could grind up someone much younger and less willing to travel.He admits his life has been full of blessings, and plenty of cursing. During a break in his calendar, we fed Lasorda a breadbasket full of questions during a three-hour-plus sit-down.Here are some of the crumbs:Q: With all this construction done at the stadium over the last few months, they still haven't installed a Tommy Lasorda restaurant in Dodger Stadium?A: (Holding his finger and thumb inches apart) It's that much short of a miracle what they've done to this place. How do you build that much underground? They took tons of dirt away. It's gotta be a new way of doing things. When they said they wanted to make all these changes to the stadium, I said, "They can't do it." They couldn't increase the clubhouse. There was this huge wall next to it, and all this hillside dirt behind it. Never thinking this engineer could come up with idea. Damn it, it's great.I'm waiting for them to build a restaurant here. A guy comes to the park early, beats the crowd, then after the game, goes back in, has a drink or something to eat. You'd clean up. They're going to do it. Frank McCourt said he was going to do one and name it after me.Q: The new ownership team -- would they impress you more if they put in that restaurant?A: They've been great. I knew many of them before. They're good people. All they want is to bring a championship to L.A., and they've put their money where their mouth is. They're all good, successful people in their own right. They've done everything they said they were going to do. And they want to see a championship.Q: Even if you can't just go out and just buy one as it looks like they're trying to do?A: Well, they've told the general manager, "We'll give you anything you want as long as you win." That's their attitude. They've lived up to it. I'm so proud of them and just hope we can win for them.Q: Have they given you any special job title?A: Who needs a title? I might have one (special adviser to the chairman), but I don't need it. I just do everything they ask.Q: Don't you have any vacation time saved up? Why do you always have to be on the go somewhere?A: Vacation time? I'm on vacation every day. I love what I'm doing. I've never taken a vacation, so to speak. I mean, if I were to quit, I don't know how many years of vacation time I've got saved up.If you'd see my schedule, you'd know I have no time to slow down. I'll tell you why. I think I've been put on this earth for something. I have right now 10 honorary doctorate degrees. That's unbelievable. I never set foot in college. Caltech honored me -- they named an asteroid after me. There's only two of them up there with names. One of them is Walter Cronkite. The other is Tommy Lasorda. I've got a portrait in the Smithsonian. Who ever thought that would happen?Q: And your energy comes from ... where?A: Loving what I do. My wife said, "Don't you ever say no?" "A lot of times." "When?" "When they've asked me if I've had enough to eat."ON PUBLIC SPEAKING AND CURSING:Q: This is the time of year when you get booked for commencement addresses. Do you have a prepared speech to give?A: I just wing it. Last week, my good friend Mitch Modell, from the sporting goods company, I spoke to his group. About 1,000 people. I was eating first with the senior vice president. He asks me, "What are you going to talk about?" "I don't know." "What, are you bull (bleeping) me? There's 1,000 people and you don't know what you're going to say?" "No, I don't." "Any idea?" "No." "C'mon, you're telling me you're about to speak to all these people and you don't know." "That's right." But when I do get up there, then I know what I'm going to say.Q: A prayer first?A: No, you look at the crowd and get the feeling of what they want to hear. Then I just do it.See, when I first started (bleep), I was so nervous about public speaking. I couldn't eat. I was afraid I'd forget what I wanted to say. But now, I don't give a (bleep) how many are out there now. I feel comfortable up there talking.Q: Just like when you're up on the stadium video screen before the game telling people in the park the rules of fan conduct -- Don't run on the field, don't interfere with a ball in play, and don't use profanity.A: That's when the fans start laughing, right?But you know, when I was asked to do a book recently, the author wanted to include all the profanity. I didn't want that. "But that's how you speak," he said. "I don't give a (bleep), I don't want no profanity in the book." I want my granddaughter to read the book. I would hope it would be in libraries. No profanity. If you don't want it my way, we don't do it.But ... I've been married 63 years. I've never used one word of profanity in front my wife, or my daughter, or my granddaughter ... or anybody else's wife.My God, look at the words people use today. They use profanity like it's nothing. Christ almighty. When I was growing up, I never heard people swear the way they do today.Hey, I know, when I'm in the clubhouse or on the field, I'm bad. I know that. One time Billy Buckner (with the Chicago Cubs) beat us on a Friday night with a double off Tommy John. He beat us Saturday with a homer off Mike Garman. Sunday, I hold a team meeting. I got really (bleeping) mad. "I want him (bleeping) drilled when he comes up. ... I went on and on. Finally, Don Sutton jumps up with a counter and says, "You just used the F-word 144 times and this meeting isn't even over."I admit it, I'm bad on the field. But never when I speak to a group. Never. Not even a men's club. You never know who's in the crowd -- a priest or preacher or rabbi. Just don't do it.Q: Then people must try to egg you into it. How many times do you get asked about "your opinion of Dave Kingman's performance?"A: They still bring it up! They do. You'd think they'd forget it. I know I haven't forgotten it. It's quite often.But you know what gets me? They've got a recording of that out there on the Internet. People hear that? My wife, who's never had a computer, I hope she never hears me on that.Q: On my computer, it says you're big on social media and the Internet -- 90,000 followers on Twitter.A: I don't even know what that means. It's scary, really scary, to me.Q: On your Twitter feed, there's a picture with you and Taylor Lautner. Do you even know who he is?A: What does he do?Q: An actor. You must get your picture taken all the time with people you don't even know who they are.A: Yup. Hey, people write to me, I send them a picture.ON THE CURRENT TEAM:Q: This whole Yasiel Puig phenomenon. Any comparisons to things you've seen in the past?A: He reminds me a lot of (former Dodger outfielder Raul) Mondesi. Power, average, fielding, throwing. That's what he's displayed so far. Still, you can't go overboard. Many years ago, Pittsburgh had a guy come up from their Hollywood farm team. Hit 11 home runs or something right away. Reporters went to Ted Williams and asked him what they thought of this guy. "See me after the league has seen him the second time around," he said.The other teams will find your holes and they'll get you. I'll wait and see what he does long term. The talent and ability is there. He's done what we've needed, having fans get interested in the team again.Q: But it's only lately that the team has started winning with him the lineup. You wrote in one of your books that there are ways to get a team motivated -- you're a yeller and screamer, because you didn't want to keep the anger inside. But you also talked about why a thoroughbred jockey carries a whip -- even the best need to be pushed.A: I told that story to Tony La Russa once. The greatest class of horses are in the Kentucky Derby. On top of each of them is one of the greatest jockeys in the world. When that jockey gets up there, what does he have? A whip. If he's one of the greatest horses in the world, why would he need a whip? He doesn't hit the horse when he's coming out of the gate. He has it for the home stretch -- boom -- he pops the horse to extract every ounce of energy that horse still has.Q: When you look up and down this Dodger roster of players, do they need some kind of whip to remind them how good they are?A: Without a doubt. When you're not playing up to your capability, you gotta try everything, to motivate, to get them going. All of them have to be on the same end of the rope to pull together. It's playing for the name on the front of the shirt, not the back. Individualism gets you trophies and plaques. Play for the front, that wins championships. I try to remind them of that.Q: You must get the urge to go down there and start yelling sometimes?A: Sure, but I talk to them in spring training. I give the speech -- this is where you win championships, right here. If you leave and you're not in good physical condition, you'll have a problem with a 162-game schedule.Take two fighters, one is in tremendous shape and the other isn't. The guy who isn't, by the fifth or six round, his hands start to drop and he doesn't realize it. And he gets the (bleep) beat out of him. The pitcher's arm starts to drop and the ball gets up. The batter tries to pull the ball and he ends up hitting to the opposite field because he can't get his bat around.Q: Don Mattingly appears to be the complete opposite of you when it comes to giving fiery speeches. Or is he? You may know him better ... Is there a side of him we don't know that can ignite a team? Or is that just not his style?A: All managers are different. A lot of times, when things go wrong, you start playing too defensively. You may not want to do something because it may not work. When that gets in your head -- don't do it.Donnie has control of the team, I think. The players like him. But you can't be too concerned with them liking you. You can't forget to chew them out, and there are different ways to do it. Still, the manager doesn't hit the迷你倉出租ball, doesn't catch the ball or throw the ball. But when things go bad, who do they blame?Q: Did you get a sense recently that Mattingly's job was on the line, that there was a tipping point?A: I never thought that was in the minds of the higher-ups. I never heard it, and I probably would have. This is a team that just isn't always doing the job. And they have all the talent in the world. I remember once when (former Dodger owner) Peter O'Malley once asked me: "What can I give you?" I said: "Two things. One, give me 25 guys all playing out their options. Two, have me make more money than at least one guy on the team."Q: Did you try to convince Joe Torre to stick around a couple years when he wanted to retire?A: I had no idea what he was going to do.Q: Torre said in essence he felt he couldn't communicate with today's ballplayers, they needed someone more contemporary to speak to them on their level. Is that true? Can't you always find a way to get through to a player?A: I can't tell you what he should say. But I can tell you what I'd say -- and I don't believe that. You can handle all players. When I managed in the rookie league for four years, Al Campanis was the only one who wanted to promote me to Triple-A. Someone who didn't want me to get that promotion said, "Well, he's good with young kids, but he won't be able to do the same with veterans." I got the job in Spokane, we won the pennant by 26 games.You've got to have confidence in your abilities as a manager. When I was interviewed after I got hired to replace Walter Alston, a future Hall of Famer, I was asked: "Don't you feel pressure on you?" I said: "Want to know something, I'm worried about the guy who's going to have to replace me."Q: That turned out to be Bill Russell.A: I was in favor of him becoming the manager. I thought he had the right personality. I pushed him for it. But I was wrong. You know, you can get too interested in someone and maybe you can't see over there (pointing right) or there (pointing left) you can only see there (pointing straight ahead). He just didn't have the qualifications, he couldn't handle the job.Q: What former players that you had could make the best managers today?A: I think the best would be (current Dodgers third-base coach Tim) Wallach. He belongs in the major leagues. He's got major-league talent as a manager. At one time I had 13 of my guys managing in the big leagues.I know (current Dodgers first base coach Davey) Lopes could do it again, probably better now than before. He's a knowledgeable guy. Maybe he'll know better how to extract from the players the best of their ability. I wish he would get a second chance.I'm proud of all those guys (who played under me) getting a chance to manage. I hope there's a little bit of me in each one of them. When a guy plays for you, your personality, your knowledge, that's what they look for. I made the clubhouse a lot of fun.The players really do react to the manager. When Walter Alston walked into the clubhouse, we might be hollering and throwing food at each other, but then everything would get quiet. My personality I know is loud, boisterous, screaming -- but I never allowed anyone else to holler at my players. I was the one who did that.ON THE LASORDA PERSONA:Q: Sparky Anderson would often say that he had two different people inside of him. One was "Sparky," the manager, the one the public saw. And there was "George," his real name, the private person from Thousand Oaks. You've built yourself a real a Hollywood success story. Someone from small means, driven to become someone important -- and now bigger than life. Are there two separate people there: "Tommy," the public person, and "Tom," the private person who not a lot of people don't know, living in the same house in Fullerton with his wife Jo?A: Well I'd have to say there would be. Yeah, sure. The one thing about it, the whole concept, we'd go out with the Sinatras, or Gregory Pecks, or Kirk Douglases, we'd drive home and my wife would say, "Now you're coming back to reality. Don't think you're like those people. You think about us." That's the truth. We were with them all and knew them all. I've been able to dine with presidents, with leaders of corporations, traveled for 14 years with (financier and philanthropist) Michael Milken, who has taught me so much about life. Hanging around with them, it's nothing I could have believed in grade school. I could be with all of them? Milton Berle, Don Rickles, Dean Martin ... this former third-string pitcher from the Norristown High baseball team and the son of an Italian immigrant? I really am in awe when I think that has happened to me. What a life.Q: Do you like keeping that private part of you separate from the public part?A: Hey, it doesn't make any difference to me.Q: Do you feel like you have to flip a switch on sometimes and be the public "Tommy" that people want you to be?A: No, I never wanted that.Q: Did you get your first sense of being part of Hollywood when you ended up pitching in the Pacific Coast League for the Los Angeles Angels (then a Dodgers' minor-league team before their move to L.A.)?A: I think I got a little bit of it. That's where I first met (actor) George Raft. I started a big fight one game and afterward he was waiting for me to say, "That was the greatest thing I've ever seen."ON MOTIVATION:Q: You ever go out to see a Little League game lately? You see the coaches who maybe saw how you did things ... they yell and rant at the kids, the umpires ... some of the parents doing the same thing in the stands ...A: They're wrong.Q: What happens when you address Little League parents about how to behave around their kids?A: I put it to them this way -- Mind your business, watch how they play, don't holler at the umpire, and if your son or daughter strikes out, encourage him to keep playing, tell him how much you love him and tell him you'll get 'em next game.There are parents out there screaming as if their kid is going to be in the big leagues someday. C'mon. I chew them out if I see that. Maybe they've got their own idea how to do things, but it's wrong.Just be with the kids. Let 'em make errors. Give them all a chance. It's not about winning. It's spirit, togetherness. They'll form their personality and livelihood right then and there in Little League. I'll tell you why: In Little League, you have to listen to the manager, right? When you're in the big world, you've always got to listen to someone else. Second, in Little League, you follow orders. That's how the world works. Third, get along with teammates. When you get in our world, you're going to have to get along with all kinds of people. This is what you are forming when you're playing Little League on his mind and body. See? That's important. Don't scream and get on them after an error. Tell 'em how many times Babe Ruth struck out, or a pitcher got knocked out of the box.One time I was doing a speech to a group of kids and just before I get there, I see this little kid crying. I found out they just lost a game and he was the losing pitcher. I went over there, put my arm around him, and said, "What are you crying for? When major league players lose, they don't cry." I'm a builder, a builder of morale, self confidence, spirit, togetherness. That's what I do.Q: Where did that come from? Did you inherit that?A: My father (Sabatino), may he rest in peace, used to tell us stories and he'd use our names in those stories. One time he told a story about a family with five sons -- that's what he had -- and they were very strong, powerful. The church had a big rock in front of the church and the priest wanted to move it out of there. So someone said, "Get those Lasorda boys over here for dinner, then get them to move the rock." The priest said that's a good idea. And he fed those five brothers like you've never seen before. So then as my father is telling us this story and he says, "Wait a minute, you're the guys who gotta move that rock." He was getting that message across to us.Another time, he had this piece of ground that he farmed. There's an empty milk bottle and he tells me to get the bottle, go to a spring a quarter of a mile away straight from here, walk straight there. Fill it up with water and don't break the bottle. Then -- boom -- he whacks me in the back of the head. I said, "What did you hit me for, Pop?" "Because if you break that bottle, then it's too late to hit you." I carried that bottle and I know one thing, no one was going to get that away from me. And I wasn't going to drop itI took that story to use. You can't do anything about an error a guy made, but you can do something about him not making an error in the future. That's what he did with me. He had the story about having five guys pulling on the same end of the rope. I used a lot of his philosophy in managing. I don't know how much education he had, but he had it down psychologically. He taught us a lot about life.He was all about commitment and responsibility. He told us about loving each other and doing all we can for each other. In the end, when he had cancer, we were there in the hospital for him 24 hours a day. The nuns couldn't believe it. I wish he was alive to see me become the manager of the Dodgers. God works in strange ways.WHAT ELSE IS ON HIS MIND:Q: So which World Series championship ring do you wear there on your right hand?A: That's the Hall of Fame ring. It's the top of the mountain. You crawl, you scratch, you laugh, then you get this. I used to wear World Series rings, but I'd never know which one to wear "" 1988 or 1981. One was full of talent. The other was a bunch of no-names who scratched and clawed their way to the top.Q: Are you able to throw batting practice anymore?A: Not since I fell in a hotel room years ago. I'm trying to put my foot up and pull on a sock and fell backward, hit my head. I put my hand out to break my fall and tore up everything in my left arm. My doctor said he could fix it. Why? Just so I could throw out first pitches? I'll just roll the ball out there across the field.Q: If you were ever going to be a head coach in something other than baseball, what would it be?A: I would love to have been a football coach. I still speak to a lot of teams. The Wisconsin team has won four Rose Bowls every time I speak to them.Q: What kind of football strategy do you know?A: I know quite a bit about the game. Here's the ball, go ahead, damn it, give me everything you've got. That's all I'm asking.Q: You'd be the head coach who gave the pregame speeches, but then turn it all over to your assistants?A: Yeah, that's the way to do it. Head coach doesn't do anything. They've got 20 guys helping them.Q: Any plans to go with the Dodgers to Australia next year for the season opener against the Diamondbacks?A: No. It's too far. I've only been there one time -- for a good reason (the 2000 Olympics). And I popped off, too, that we were going to win the gold medal. They said no one could beat that Cuban team. That was one of the greatest thrills of my life. 中國環保監管缺位又“越位” 企業守法反而吃虧
近日,迷你倉環保部公佈了2012年度全國主要汙染物總量減排核查處罰情況,罕見地點了華電、神華、中石化、中鋁、中石油等多家央企和地方龍頭企業的名。上述企業因脫硫設施不正常運行、監測數據弄虛作假而受到通報,被環保部掛牌督辦,責令限期整改,追繳二氧化硫排汙費,並予以經濟處罰。 中央領導同志多次強調,要建立責任追究制度,對那些不顧生態環境盲目決策、造成嚴重後果的人,必須追究其責任,而且應該終身追究。面對依然嚴峻的空氣質量形勢,強化行政監管已成為全社會共識。但《經濟參考報》記者在採訪中瞭解到,對於正在參加“生態趕考”的各級政府及其環保部門,行政權力的“介入”和“退出”並非一道非此即彼的單選題。 在環保監管的缺位之處,企業的治汙設備或者拒不安裝,或者裝而不用,尤其是治汙企業和排汙企業基於“減排成本最小化”的利益共識,盲目追求低價招投標,導致減排設備的質量堪憂。在環保監管的越位之處,“拍腦門”決策嚴重干擾了企業的正常生產,剛剛建成、尚未投運的治汙設施因為頻繁變化的新政策而夭折,企業前期投入打了水漂;企業被各級政府層層加碼的減排目標搞得喘不過氣,減排工程不得不趕工期。 “守法成本高,違法成本低”依然是中國環保的現狀。霧霾治理的根本,正在於合理劃定政府、市場、社會三者的邊界,既守土有責,又互不侵犯,從而形成“空氣保衛戰”的最廣泛統一戰線。 監管“缺位”又“越位”企業守法反吃虧 淘汰高汙染產能、大霧霾天企業限產、簽訂減排“軍令狀”……今年以來,各級地方政府重拳出擊,迎戰霧霾。但《經濟參考報》記者調研發現,環保部門在霧霾治理中同時存在著“監管越位”和“監管缺位”現象:一方面,大型火電企業實施著全球最嚴的排放標準,卻面臨環保部門“拍腦門”掀起的環保風暴,多頭監管、指標加碼、政策頻變導致企業無所適從;另一方面,“有法不依、執法不嚴、違法不究”現象仍存在,一些企業斥巨資搞環保只能是賠錢賺吆喝;另一些企業則寧可繳納排汙費、行政罰金也不願去治理汙染。基層人士建議,監管部門應盡早從“越位點”退出,把“缺位點”補上,讓霧霾治理有章可循,有法必依。 作為大氣汙染物的“排放大戶”,火電、鋼鐵等企業內部人士紛紛向記者反映,當前的環保監管體現出濃濃的“長官意志”,相關政策的非延續性和“變通性”,導致基層的火電廠、煉油廠難以招架。 中國電力企業聯合會(簡稱“中電聯”)相關人士表示,火電行業的排放標準已高于鋼鐵、水泥,甚至脫硫率比美國還高。但環保部門針對火電行業的政策頻變,政策出台前並未徵求行業協會意見,也未設置政策落地的過渡期,導致電力企業無所適從。某電力央企一位內部人士告訴記者,環保部2012年剛剛實施《火電汙染物大氣排放標準》,2013年初又對47個大氣汙染重點控制區實施“史上最嚴”的特別排放限制,造成剛剛建成的部分環保設施又要進行二次改造,增加了環保設施的改造成本。 上述央企人士還表示,大氣汙染物的總量控制指標也面臨多頭監管。目前環保部既和發電集團簽定了總量減排責任書,又和地方政府簽定了類似責任書。由於責任書完成情況會影響企業環評審批和對地方官員的問責,一些地方政府在責任書的基礎上,又對部分電廠的減排指標“層層下壓,步步加碼”,給企業整體安排減排任務造成了困難。 趕工期使得減排工程質量難以保證。上述中電聯人士舉了個例子,脫硝裝置的合理建設工期是一年,在地方政府的壓力下,工期被縮短到七八個月,甚至只有三個月。“去年已經有脫硝裝置,剛建成就垮塌了,裝置是建在煙道裡邊的,煙道一被堵住,整個機組都發不了電了。”該人士說。 一位不願透露姓名的環保企業人士向記者反映,在七八十米的高空持續作業,天天連軸轉,天天提心吊膽。該人士還時常聽到客戶這樣的抱怨:“國務院不還提出‘不趕工期’的安全生產要求嗎?但有的地方政府對火電廠是多幾個小時也不給,就是強令某天晚上12點前必須�動脫硝裝置。” 為避免“拍腦門”決策,接受採訪的工業企業和環保企業負責人認為,應摒棄環保政策制定和執行中的“長官意志”,儘快制定出台PM 2.5治理的中長期時間表和路線圖。一方面,避免微觀政策對市場的過度干預,明確企業的投資和回報預期;另一方面,避免政策頻變導致大氣汙染治理產業大起大落,影響環保產業的健康發展。 在越位之外,環保監管更多體現為缺位,國家環保政策常常遭遇“軟執行”。山西省一家焦化企業副總經理表示,上級部門出台了環保新標準,要求今年起施行,當地有一半以上企業不合格。為照顧這些企業,地方政府自己給了2年“緩衝期”,2年後才完全執行,“這是在淘汰還是鼓勵落後企業呢?” “違法成本低,守法成本高。”一些企業投巨資搞環保,卻陷入“劣幣驅逐良幣”的境地。中部一家煤化工企業負責人訴苦說:“我們環保投入已超過1億元,包括除塵站、脫硫設備等,導致產品在價格競爭上處於劣勢。公司產品每噸賣1100元,而別人每噸只賣1000元,結果市場只認不搞環保企業的產品。” “違規排汙有得賺”更成為企業違法排汙的“護身符”。甘肅省一化工企業負責人給記者算了一筆賬:年產1000萬噸的水泥廠,如果投運減少大氣汙染物排放的脫硝設備,每年將增加成本超過5000萬元,但停用1天就能省幾十萬元;即便被環保部門查處,最多也只是被罰款20萬元。因此,有的企業寧交罰款、排汙費,也不去治理。 山西省太原市環保局相關負責人也有同感。該人士說,一些企業只在應付上級檢查時才開�環保設備,平日里設備閑置或不能持續穩定運行的情況時有發生。即便被逮個現行,一般也只處罰10萬元上下,起不到打擊作用。 “為有效遏制企業違法排汙現象,應加大環境違法執法和懲處力度!”中國環境科學研究院副院長柴發合等專家呼籲,取消違法排汙罰款最高限額規定,採取“按日計罰”,對企業違規排汙的,一經查實一罰到“死”,從而形成強大的法律震懾力,讓保護環境成為企業的理性選擇。實際上,上個月底提交全國人大常委會進行二審的《環境保護法》修正案草案已有類似規定:“企業事業單位違法排放汙染物,受到罰款處罰,被責令限期改正,逾期不改正的,依法作出處罰決定的行政機關可以按照原處罰數額按日連續處罰。”但由於“按日計罰”條款一度在一審草案稿中被刪除,該條款能否最終進入《環境保護法》還存在不確定性。 環保部部長日前在環保部黨組擴大會議上強調,抓緊推動《大氣汙染防治法》等法律法規的修訂。對此,專家建議,應該乘著相關法律修訂的東風,設置一條不折不扣的法律“高壓線”,嚴厲打擊那些包庇違法排汙企業、項目環評“睜只眼閉只眼”、環境監測弄虛作假的行政違法行為,並嚴肅處理相關部門責任人。標簽:大氣汙染 環保部 脫硫 減排 排汙 汙染企業罕排汙治汙企業輕質量 《經濟參考報》記者調研瞭解到,由於環保監管存在盲點和漏洞,部分治汙企業和排汙企業基於“利潤最大化”目標追求廉價環保,致使環保產業亂象叢生。對於治汙設備的買方而言,有的企業雖然上馬了環保設備,但平日里將其“束之高閣”,管得嚴時才用來應付檢查。有的企業為了節約運營成本,不按設計要求使用設備,“小馬拉大車”造成環保“低效症”。對於治汙設備的賣方而言,有的企業為了兜售環保設備或服務,一味壓低價格、趕工期以求中標,導致低價次品占據市場。 記者來到甘肅省蘭州市內調研時發現,該市工業企業超過2000家,當詢問這些企業的排汙達標率時,蘭州市環保局局長閆子江面露難色地說:“這怎麼說呢?去檢測時都達標,你一走基本都不達標。治汙和排汙就像一場博弈和鬥爭。” “以往私人鋼廠購買我們的脫硫裝置,有一半都沒使用,今年霧霾嚴重,政府管得嚴一些,但仍有二三成的鋼廠沒用。”北京利德衡環保工程有限公司生產的供熱鍋爐除塵、脫硫設備賣到西安、呼和浩特、沈陽等國內多個城市。公司總工程師楊文奇說,有業務往來的城市的供熱鍋爐中,約10%至20%沒有使用環保設備,尤其在小城市,鍋爐環保裝置的使用率更低。 “政策嚴了就用,不嚴就不用。”楊文奇給記者算了筆賬,綜合各項環保費用,不用環保設備的鋼廠一年能省下至少數百萬元,大的鋼廠能省下一兩千萬元。 除了脫硫、脫硝設備投運率較低,有的企業為了降低運營費用,不顧大氣汙染治理效果而盲目追求最低價中標,或不按設計要求使用設備,“小馬拉大車”困局由此而生。 中文件倉環境保護產業協會脫硫脫硝委員會副秘書長路光傑說,以火電廠為例,脫硫裝置按照設計初衷,只能燒同一種品質的煤,如果煤的含硫量波動太大,該環保裝置將無法正常運行。脫硫裝置適用于低硫煤,但由於高硫煤比低硫煤便宜,因此整個電力行業普遍使用高硫煤,這會導致設備可靠性降低,難以按要求實現大氣汙染物的減排。 不只是排汙企業,治汙企業也在霧霾治理進程中扮演著不太光彩的角色。受訪專家表示,受環境政策引導,環保產業近年來發展迅速,但產品同質化嚴重、無序競爭、惡性競標等情況突出,部分企業為搶佔市場份額,提供的治汙裝置價格甚至低於成本,產品可靠性堪憂。 一方面,日趨嚴格的排汙要求增大了市場對治汙設備的需求。路光傑介紹說,“十二五”規劃提出,現有機組要在2014年7月1日前完成符合《火電汙染物大氣排放標準》的脫硫、脫硝改造,這意味著,排汙企業要在短短兩到三年時間內開始集中上脫硝設備,在現有的產能下,脫硝催化劑一下子出現了30%至40%的供需缺口,有錢也買不到。 另一方面,“從整個環保產業發展來看,在激烈競爭中能長期保持好勢頭的企業並不多,諸多短視的做法阻礙了行業持續健康發展。”中國資源綜合利用協會技術裝備委員會理事馬炳權表示。 具體而言,環保設備生產企業為趕工期而不惜頂著脫硫、脫硝工程的環保、安全風險進行生產,導致環保設備質量難以充分保障。中電聯相關人士向記者透露,有些項目總包企業接了太多的“交鑰匙”工程,既怕被太多活兒“撐死”,又不願意放棄市場機遇,那就只有兩條路可走:一條路是招人,有的企業一年裡擴招了幾百人甚至上千人,在國內大學環境專業開設有限的情況下,專業技術人員的培訓成為大問題,現在恨不得工作一年的新員工就能當項目經理;另一條路是工程轉包,產業排名前20的企業把項目轉包給小施工隊,導致項目質量難以保障。 此外,由於目前環保企業同質化競爭嚴重,為獲得更大的市場份額,環保企業多追求低價中標,從而不惜犧牲脫硫、脫硝裝備的產品質量。甘肅省環境保護產業協會秘書長衛孺鵬說,一台兩噸的除塵器成本最起碼要5萬元,有的企業用2萬元的成本就做下來了,價格很低但無法保證以後的正常運行。 “我們參加競標時,時常碰到招標方寫著最低價中標,他們不按國家排放標準而是自己制定入圍門檻,不顧排汙效果一味追求最低價。有時鍋爐機械的脫硫裝置價格差3至4倍,有的報價比我們的成本都低。”北京西山新幹線除塵脫硫有限公司總經理趙猛抱怨說。 北京利德衡環保工程有限公司總工程師楊文奇認為,按國家標準,脫硫設備能用30年,但實際上很多設備上了幾年就需要更換,性能根本達不到標準。尤其隨著環保監管日趨嚴格,一些企業不得不重新改造環保裝置,河北省唐山市約四成的私人鋼廠都拆了不合格環保裝置重新改建,造成巨大的投資浪費。 有企業人士對記者坦言,2000年至今,脫硫行業的環保企業已經被淘汰了三茬;最近的脫硝裝機容量正處於大的波峰,如果重蹈脫硫行業的覆轍,在產能急劇擴張之後,等待脫硝行業的,將是另一個可以預見的大波谷。 數據造假成“潛規”垂直管理須完善 自今年起,我國74個城市按空氣質量新標準開展監測並實時發佈PM 2.5等信息。本月,環保部正在對全國環境自動監測工作質量進行專項檢查。環保部總工程師萬本太對此強調,監測數據質量不僅是環保人的生命線,也是踐行生態文明不可逾越的紅線。要樹立“不合格數據比沒有數據更可怕”的理念。 然而,一家環保監測設備製造企業負責人告訴《經濟參考報》記者:“環境質量監測數據作假,已經是這幾年的業內‘潛規則’。”該負責人說,有的地方政府採購設備時,明確說希望數據能測低一些。 多位基層環保人士坦言,以往有些地方監測大氣環境質量時,確實存在一些弄虛作假的情況,包括刻意選擇質量好的監測點位以及監測結果偏低的儀器,這就解釋了很多環境質量監測數據與公�的真實感受偏差較大的原因。 記者還瞭解到,我國幅員遼闊,不同地區溫度、濕度、大氣壓力、顆粒物特徵等存在較大差距,受此影響,PM 2.5濃度也存在著極大的差異。然而,目前全國各地PM 2.5監測儀器的採樣基準、採購、安裝、調試、數據採集等相應標準並沒有統一,國家層面的質量控制標準也尚未出台,這也給數據造假埋下了伏筆。 “即便監測結果是準確的,但以往各地上報數據時採用傳真方式,還是給違法修改數據提供了可能性。”河北先河環保科技股份有限公司董事長李玉國說。 對此,環保部要求,強化質量控制,通過軟件加密、硬件加固、實時聯網發佈等措施,提升數據的準確性和可靠性,並對各地的監測工作進行嚴格檢查。李玉國等人認為,聯網實時發佈可以讓PM 2.5等數據的準確性更高,這是一個很大的進步。不過他們也承認,如今的PM 2.5監測依然存在作假的空間,因為監測設備製造商提供硬件和部分軟件,還有一些軟件可由當地控制。 據李玉國和另外幾個業內人士分析,監測作假的原因包括減小輿論壓力、避免社會恐慌,還包括一種情況,即擔心環境質量數據太差會影響“官帽子”。國務院常務會議近日就部署了大氣汙染防治十條措施,要求加強人口密集地區和重點大城市PM 2.5治理,構建對各省(區、市)的大氣環境整治目標責任考核體系。 江蘇省環境監測中心副主任張祥志也提醒說,國家現在對PM 2.5治理有一些時間限制,比如到哪一年讓濃度降低多少,出發點是好的。然而,大氣汙染治理有其內在規律,與當地的能源結構、產業結構乃至生活方式息息相關,無法畢其功於一役。他建議,統籌考慮各地實際情況,注重長遠規劃和有序推進,而非追求一時的好看數據。 受訪專家進而建議,要警惕PM 2.5成為地方政府新的數據造假“重災區”。中國環境科學研究院副院長柴發合認為,國家將空氣汙染治理提到前所未有的高度,這一轉變值得肯定,但也正因如此,少數基層幹部可能會把PM 2.5的監測與治理看作一個政績工程。 事實上,治理空氣監測數據造假,既是環保部門的責任,也有環保部門的無奈。“環保工作處在夾縫之中,”原國家環保局首任汙控司司長王漢臣感慨道,“基層環保部門既要聽從環保部這個‘婆婆’,又要聽從當地政府那個‘婆婆’———當地政府又常常把環境保護和經濟發展對立起來。” 接受記者採訪的業內人士認為,鑒於環境監測系統具有敏感性,為防止地方出于政績考慮而作假,應進一步完善垂直管理機制,最大限度地減少當地政府及其相關部門負責人的干擾。張祥志等人建議,在設備運營、質量控制乃至人員配置等方面,都儘量把權限交由上一級環保部門。 作為國家863計劃“重點城市群大氣復合汙染綜合防治技術與集成示範”項目組成員之一,北京大學教授張遠航對垂直管理的作用深有感觸。該項目選擇珠三角作為核心示範區域。“珠三角分佈著50多個監測站,都由省一級來監控,數據佈置質量比較可靠。如果由各市自我把關,總歸有技術手段來作假。”張遠航說。 “引入第三方”也是業內人士關於避免PM 2.5作假的另一個建議。在柴發合看來,PM 2.5監測與評價工作終究要走市場化道路,也就是說,那些相對瑣碎、勞動密集型的工作交由第三方去做,讓各級環保部門從中解脫出來,把精力集中在監測點位的規劃、標準的制定、後續監管等方面。這樣的分工協作會讓PM 2.5治理更加高效。 據張祥志介紹,江蘇已開始探索培育社會化的第三方監測機構,未來會讓其參與PM 2.5等環境信息的運行管理和質量控制。但記者瞭解到,至少在目前,第三方機構的誠信度還不夠,有可能出現“官商勾結”之類的道德風險。柴發合則強調:“市場化之路走起來很痛苦。我們甚至擔心,市場化後由於機制不規範,負面效果也許比現在更大。但這是一條必經之路,所以必須去做。” “P M2 .5監測與治理是長期工程。以美國為例,從上世紀七十年代中期開始研究PM 2.5,直到1997年才列入監測標準進行公佈,而且隨著治理工作的推進,監測數值不斷完善,質控標準不斷修訂。”張遠航等專家提出,如果一心想在PM 2.5監測過程中作假,技術手段是層出不窮的。與不斷完善監測技術相比,更關鍵的是地方各級政府要形成共識,站在當地人民身體健康和經濟社會長遠發展的高度看問題。 (本版稿件由記者梁嘉琳、姜剛、辛林霞、張展鵬、張非非、明星、倪元錦採寫)標簽:大氣汙染 環保部 脫硫 惠普在魯投資20億美元打造國際軟件人才及產業基地

獨家專訪獨家專訪十多年前,迷你倉出租阮儀三拿著文化部的介紹信去烏鎮做保護規劃。烏鎮是作家茅盾的故鄉,轉船灣河埠頭很漂亮,古韻十足。當時調研和規劃都是阮儀三自己貼錢。規劃做好一年後,聽說烏鎮領導提出“舊鎮換新貌”,理由是來看茅盾故居的人越來越多,沒地方停車,要修一條公路。古鎮本身很完整,十字形的街,要修公路不就把古鎮景觀給破壞了嗎?阮儀三趕忙從上海坐長途車輾轉到烏鎮。說服不了烏鎮領導,他跑到北京找有關部門,最後找到當時的全國政協城建組組長,發了一個“茅盾故居不能破壞它周圍環境”的函給浙江省政協。之後又趕到浙江,請浙江省政協發文給當時的桐鄉縣政協。這樣,修路的事暫停下來。僅過了一年,1989年,烏鎮的公路還是修了。阮儀三兩年後聽說,震怒,無語。到了上世紀90年代,周莊、同里紅起來,烏鎮有了危機感,找阮儀三求解。阮儀三提出,要真保護,不是急功近利,古街要鋪石板,老橋都要恢複。亡羊補牢,烏鎮總算保護了下來。﹃不受歡迎的人﹄1934年出生的阮儀三,是上海同濟大學建築與城市規劃學院的博導,現任國家歷史文化名城保護專家委員會委員、同濟大學國家歷史文化名城研究中心主任。上世紀80年代以來,阮儀三促成了平遙、周莊、麗江等全國多個古城鎮的保護,人們稱他“古城衛士”、“古城保護神”、“都市文脈守護者”。近年來,他痛批“古城重建風”,炮轟“假古董”,常為破壞古城鎮的事動怒,不給城市管理者留顏面,以至於一些地方政府稱他為“不受歡迎的人”。1961年,剛剛大學畢業的阮儀三,借著幫老師編寫《中國城市建築史》的機會,跑遍了全國,一路走來,他被�多保存完好的歷史遺跡深深折服,然而之後幾十年,故地重遊,常看到曾經完整的歷史遺跡已經或正在遭遇破壞。阮儀三說,大規模的古城鎮破壞在上世紀50年代和80年代,90年代破壞加速。1979年,他和一名助手上九華山搞規劃調研。九華山上那些安徽民居式的廟宇,與山形地貌結合在一起,一半山洞一半廟,造型獨特,這些廟宇是自唐朝到清末積累下來的。後來,那些寺廟和山林環境遭嚴重破壞,沒人管。阮儀三前去阻止,夜宿寺廟,半夜被叫醒逃命,跑到後山頂,看見住宿的廟前滿是火把、電筒。他說,那次要不是老和尚報信,說不定就被打死在九華山上了。後來下山找青陽縣的官員,哪知道縣長不管,林業局長不管,管理處不管,阮儀三直接向安徽省領導發電報反映情況,他們對這事很重視,後來就查處了那批人,包括不管事的官員。上世紀80年代的時候,從上海到江蘇平望再到浙江湖州的交通線上,都是非常典型的江南水鄉城鎮。如柳亞子的故鄉江蘇黎里鎮,很有古鎮風味:河的兩旁是石板街、過街樓,鎮里有很多很好的大宅。阮儀三說,那時,去古鎮游說“規劃保護”,基本上處處碰釘子,碰得頭破血流。一次他從上海跑去跟某個鎮長講,要幫他做規劃。去的時候,他還把江蘇省委開的介紹信給對方看。鎮長說他們不要規劃,他們這兒建設得很好,不要你們知識分子跑這兒來多管閑事。這裡不歡迎你們來實習,請你們趕快走。阮儀三還想爭辯幾句,鎮長就雙手把他推出門去,還在院子里大吼一聲:“這兩個上海人,食堂里不要留飯給他們,不要賣飯票給他們。”記者萬建輝拆不拆古城?領導決定阮儀三說,調研中,他強烈感受到不少古城鎮的管理者們,大多不了解老古董的價值,更無心去保護它,甚至還想方設法去改變它,認為拆舊建新才是正確的發展方向。作為古城鎮的專業研究者,能保住一個是一個。1958年發生一件重大的事件就是拆北京城牆,雖然當時梁思成和林徽因都極力阻止拆遷,但最後還是沒能改變北京城牆被拆的命運。自此以後,全國掀起一片拆城風。當蘇州城牆面臨被拆遷的時候,阮儀三所在學校的教授、學生們還趕去理論制止無果。當時蘇州領導說,北京都拆了城牆,況且現在革故鼎新,要破除封建社會留下來的印跡。1980年,平遙要拆遷,舊城換新城。阮儀三找到平遙的領導,說他來幫做規劃,不要拆掉舊城,要留住舊城另建新城。當時平遙有近兩百處明代民居,三四百處清代建築。當時全國的城牆只剩三座半了,興城一座,荊州一座,西安只能算半座,然後就是平遙了。阮儀三把北京的幾個領導、全國政協常委請到平遙去察看,山西省長也出面了,借著省長的力,向相關人員說舊城不能拆。做平遙規劃時,沒有錢,還借了3000元去。每年進行的全國古城調查經費,政府沒錢,學校沒錢,多是自己貼錢的,每年花去15萬元到20萬元之間,好在學校的房子他和老伴兩人夠住。這之後,阮儀三在同濟大學辦了培訓班,將平遙在內的許多城鎮的領導請到上海來培訓。住宿費、講課費、外出參觀費用,阮儀三自己出錢,有些偏遠貧困地區的領導,阮儀三替他們出旅費,當時欠了上萬元的債。請專家來講課,包括聯合國教科文組織的權威專家。並且帶他們到蘇州、揚州等江南城市考察。這些領導回到各自的城市以後,看待城市規劃的眼光就不同了。訪談讀+:您主編的《遺珠拾粹:中國古城古鎮古村踏察(二卷本)》出版後,讀者和社會各界反饋情況怎樣?阮儀三:比較受歡迎,內容實在,無虛話,第一版3000冊售完,又加印了3000冊,業內人士說本書有收藏價值。讀+:有無調研過的古城鎮還沒收入書中的?阮儀三:有。最近調研的河北阱井縣的偏遠山區,發現了一個石頭村,十分獨特。這裡的居民是明代名臣于謙的後代,當年于謙的兒子們被朝廷追殺,逃難至此,在石頭上鑿出了房子,這裡缺水,石頭房子上有接雨水的池子。希望當地政府能保護好石頭村,挖煤的別把石頭房子挖掉了。讀+:書中您提到開發旅遊不能當作古鎮保護的唯一途徑,為什麼?阮儀三:比如周莊,上世紀90年代開發旅遊,逐漸帶來經濟效益,許多地方就把旅遊作為保護的目的和唯一辦法。旅遊經濟的膨脹很快導致環境破壞和商業泛濫,古鎮居民全民經商,產品雷同,古鎮老建築門窗被拆掉出售,節假日遊客超負荷,遊客不滿,媒體惡評。這就讓我們思考古鎮保護的最終目的是什麼,旅遊恐怕不能算作古鎮保護的終極目的。讀+:您提到中國傳統木結構房屋抗震能力強,那麼木結構房老房子在當前中國地震帶是否可以推廣?阮儀三:雲南麗江7級地震和最近的四川雅安地震,木結構房屋較磚混結構不易震塌已是不爭的事實。中國古代地震多發,很早就使用木結構,宋代木結構工藝達到高峰。近代以來,中國建築把木結構放棄了,以至於技藝還停留在明清的水平,甚至有退化。說木結構可抗震,並非儲存倉一定要推廣,而是要做技術研究,要傳承發展這項技術。讀+:城鎮化建設中的“喜新厭舊”心態,除某些地方官員有外,所在地居民、所在古建築的居住者是否也有?阮儀三:住老房子的許多人,並不是老房子的主人,他們有些是單位分的房,有的是租戶,對房子感情不深。說上海石庫門有“72家房客”,就是這個狀況,原來住一家或幾家的石庫門,後來湧進來幾十戶人家,大家能對房子有好感?再加上徵地拆遷有補償政策,刺激大家喜新厭舊。當然許多老房子現代化生活設施不全,長期沒有維修,住在裡面沒有舒適感,大家想搬出去。讀+:有沒有老房子維修得好,住得舒適的案例?阮儀三:有。室內安裝現代生活設施和維修的工作,如果是私房,應該由房主人投錢修,如果是公房,應由政府投資來做。周莊拿門票收入的十分之一,每年幾千萬元做古建築保護基金,在老房子室內裝抽水馬桶,鋪地板,裝窗戶,外面保留老式樣,建汙水處理廠,臨時抽幹河水鋪網線管道。現在江南六鎮老建築里的生活設施都現代化了,老房子有人住了。住的人愛老房子了,保護才真正成為可能。旅遊不是古鎮保護的最終目的記者萬建輝拆真古董?做假古董阮儀三說,前些年大同市把當地成片的歷史街區,包括明清民居全部拆光,打算全部重建,以重現“遼代城市風光”。“事實上,大同雖有遼代建築——大廟,但並沒遺存遼代民居,我寫文章揭露大同是在拆真古董,做假古董,等大同明清民居群拆完後,國家文物局才對大同嚴厲批評。”無獨有偶,西安一位市領導曾在世博會上說,西安已重現漢唐風貌,聯合國教科文組織的官員當即說這是不可能的。阮儀三解釋,永遠不可能重現漢唐風貌,只可以傳承西安歷史古城的文化傳統,創建既有歷史傳統風貌,又有現代特點的新西安,這才是真正的任務。昆明是第一批國家歷史文化名城。現在昆明的三條歷史街區都被拆掉了,其中金馬碧雞坊拆掉後,仿建了兩座牌坊,用上了鋼筋混凝土。九寨溝開發旅遊,把寨子全部拆掉,把寨民全都趕下山,看起來是保護開發,其實是破壞。鳳凰古城,開發商投資55億元,建設“煙雨鳳凰”小鎮,官方稱“建新城是保護舊城”,新建或重建古城不是真正保護歷史。上世紀80年代,阮儀三到常州找當地領導說,常州可以向國家申請歷史文化名城,他們說不需要。到了2013年,常州城市管理者又找到他,這回主動要申請這個名頭。阮儀三去一看,包括城牆在內的常州重要歷史建築群大多被拆光了。2000年以後,一些地方看到保護好的古城鎮發展旅遊名利雙收,也曉得申報世界遺產了。但現在“申遺”成風,把保護看成是獲取經濟效益的一個手段。阮儀三說,凡是片面追求經濟效益的地方,造成的深層次破壞是根本性的。以前是不識貨一推了之,現在是從內部進行深層次的破壞,而且舉的是保護的旗號。讀+:您提到曾多次探訪歐洲日本古鎮,在您看來,他們的哪些保護經驗值得我們借鑒?阮儀三:日本一些古鎮上世紀60—70年代,自發成立古鎮聯盟,自主管理和保護,日本政府也很快承認了他們的自治權,新鎮建在古鎮外,互不影響,古鎮生態得到很好保護;在德國,保護建築的主體是房主,德國建築多是私產,私人就有責任維護古建築,不維護最高可判7年有期徒刑,並且取消你的房子所有權。修房子是要錢的,法國、德國政府都有修繕專項資金,修老房子還可以免稅。讀+:為什麼西方人以住老房子為榮,而中國許多人想逃離老房子,少有人維修房子?阮儀三:木結構房子50-60年的壽命,中國許多老房子,抗戰以來幾乎就沒有維修過,我記得小時候我家的木結構房子,都是三年一小修,五年一大修,十年一翻修的。西方個人和政府捨得投錢維修,改善設施,在中國,各地建新樓,修地鐵特別捨得投錢,上海每年新建2000萬-4000萬平方米的新房子,要保護維修的老房子僅200萬平方米,修一條地鐵要幾千億,修老房子,幾十億就夠了。有一次我問上海市長,能不能多拿點錢維修老房子,他說沒錢,我當時覺得很無奈。讀+:國家目前有哪些新的保護古城鎮的政策出台?阮儀三:中國保護古城鎮的政策、法律到目前為止還是空白,保護古城鎮基本無法可依。《文物保護法》只保護列入文物保護的保護對象,沒列入“名城”和“名鎮名村”的,很難保護。目前地方政府立法,僅有上海、武漢幾個城市出台了保護歷史風貌區的法規,但這些法規在現實中很難執法。沒有法律保護,許多優秀的歷史建築,可能就在我們這一代就毀掉了,假古董反而多起來了,希望國家儘快出台保護古城鎮的政策、法律,預算中要為古城鎮保護列出專門經費。許多老房子,抗戰以來就沒維修過十年踏訪百余古村鎮“上世紀90年代以來,全國掀起了大規模城市建設,拆毀的速度之快和破壞的手段之野蠻史無前例。”那時起,他走上了調研踏勘之路,每年暑假組織學生去調研,最遠的到了貴州和四川羌族的聚居區。調研回來寫成報告,從2003年起,在中國城市規劃協會的《城市規劃》雜誌上刊載,迄今已有100期。100個古城鎮村的調研資料,最後彙編成《遺珠拾粹:中國古城古鎮古村踏察(二卷本)》一書,今年4月出版。書中介紹了一大批具有鮮明地域民族特色的中國古城、古鎮、古村,其中有些村鎮行將消逝。一些鮮為人知的特殊職能古鎮,如江西的鉛山石塘古鎮,保留有大量與造紙有關的店鋪和作坊,有紙行、行幫、會館,有運輸紙張的河道碼頭;陝西銅川的陳爐古鎮,從元代開始“爐火千年不絕”,古鎮上至今還留存有古代燒窯的遺跡,房屋街巷都是用燒窯用的廢缽閘壘砌,當地人稱“罐罐牆”,有瓷片鋪的路面,五彩繽紛;江西廣昌的驛前古鎮,有萬畝蓮塘,鎮上的主要建築建造得像一艘游舫,與周圍蓮葉荷花組成絕妙的景色。當問到保護古城鎮與政府主導的城鎮化建設的關係時,阮儀三提高了嗓門:“我說了多少次,兩者沒有任何矛盾,保護是為了更好的發展,拆舊城建新城,大拆大建,千城一面,那是簡單的經濟增長,是忘本的現代化,走不遠。”阮儀三舉例說,歐洲許多的古城鎮都留下來了,他們照樣現代化了,整個巴黎市中心有100萬人口的區域完全是座古城,香榭麗舍大街保留了相當于中國明朝那個時候的原貌,絲毫不影響巴黎的創新活力。在阮儀三看來,新城市應該是在原有基礎上長出來的,之所以保護古城,因為古城是創新城市的土壤和溫床。中國的古城古鎮與山川河流和諧共處,能從自然中充分汲取養分,它們是老祖宗幾千年摸索總結留下來的寶貝,是活的標本,可供我們新城鎮建設借鑒、傳承和創新。迷你倉沙田

涉無牌帶團 石信之妻甩罪
【本報訊】由著名指揮家石信之創立兼任藝術總監的香港合唱團,新蒲崗迷你倉其經營公司香港合唱團有限公司及擔任該公司主席的石妻石劉麗雲,被指在前年暑假無牌帶領五十人「粉絲團」,到奧地利殿堂級場地「金色大廳」欣賞歌唱家鄭穎芬的音樂會,因而遭票控無牌經營旅行代理商業務等罪。案件昨在觀塘法院經審訊後,裁判官裁決指未能確切證實石妻及其公司舉辦是次活動目的為牟利,故判兩名被告罪名不成立兼得堂費。石信之(左)昨陪同妻子劉麗雲(右)到庭應訊,劉最終獲判脫罪。(高嘉業攝)活動非牟利 「以為做緊好事」石信之昨日亦有到庭支持妻子,指日後舉辦活動加倍小心,「仲有要小心同咩人合作、同咩人做朋友」;石妻亦說:「一路以為自己做緊好事,mini storage夢都無諗過會惹上官非。」控方證人李志雄昨供稱,涉案旅行團有逾五十人參加,前年七月廿八日至八月四日舉行,到�後他覺得行程安排極差,不但沒安排導遊,到「金色大廳」的行程竟由酒店步行廿分鐘前往,期間一名八十歲團友跌倒,石妻不但沒安慰,反而出言責罵,引起團員公憤。他返港後到旅行代理商註冊處投訴,才知石妻沒相關牌照。但辯方陳詞指控方無證據指石妻及其公司重複進行相關業務,而該團的財務安排為實報實銷,團員除工作人員外,就只有鄭穎芬的親友。石妻沒牟利之餘,公司還要補貼近兩萬元。至於控方所指該團曾在報章登廣告,辯方表示該篇是記者得知該團資料後自發的報道,並非廣告。案件編號:KTS 3714-3715/2013self storage

構建本澳內地歐洲藝術界交流平台 歐中藝協澳分會成立
【本報消息】歐洲 · 中國藝術家協會澳門分會昨日成立。澳門分會區域主席鄭曉方表示,儲存未來將舉辦各類型藝術交流及展覽,借此平台讓本土藝術人才與內地其他區域以至歐洲藝術界作更廣泛而深入的互動,擴闊本土藝術人才視野,提升整體內涵與品味。該會擬設藝術人才培育基金,現正積極募集經費,將用於扶助本土藝術人。擬設基金培育澳人成立揭牌儀式暨首屆主席團、理監事就職典禮,昨日下午三時假萬豪軒酒家舉行,中聯辦文教部處長徐建明,行政會委員、立法議員陳明金,立法議員高天賜,原福建省政協澳區委員李祖協,歐洲 · 中國藝術家協會中國總部主席鄭曉鴻,歐洲 · 中國藝術家協會澳門分會區域主席鄭曉方、創會主席鄭鵬程,文化產業委員施家倫,澳門建造商會會員大會主席羅啟中,三兆集團投資置業有限公司董事總經理施閩等出席。徐建明、陳明金等主持揭牌。鄭曉方致詞說,該分會是由從事創意傳媒、旅遊文化產業、建築設計等藝術專業領域人士組成,由計劃到籌備歷經兩年,期間不斷來回拜訪上海、澳門及香港文創產新蒲崗迷你倉專家、學者及藝術人士,開展持續的交流與探討。協會成立後將充分善用平台,致力挖掘澳門歷史文化及藝術特色,希望藉各種交流和互動活動,把本土優秀藝術向全球傳播。展望未來,該會將致力透過舉辦不同講座及學術活動,讓會員及在澳從事相關範疇人士進一步瞭解及認識文創,通過與內地其他區域及歐洲專家於高峰論壇上交流,為會員創造更多學習機會和交流平台。協會亦將為社會及政府出謀獻策,與本地其他專業的文創產業團體緊密合作,為傳承澳門歷史文化、弘揚中華文化及推動澳門文創長遠發展獻力。慶回歸預展今舉行鄭曉鴻致賀詞,透露稍後於港台等區域成立歐洲 · 中國藝術家協會分會,共築彼此的藝術夢。該協會理事長李振球致謝詞,感謝政府及各界支持,未來將全力推動澳門文藝與文創邁步向前。期間,首屆主席團、理監事宣誓就職,陳明金監誓。該會今日在會址(黑沙環新街建華大廈第七座地舖)舉行“慶澳門回歸十四周年暨藝術交流預展”,另於十二月中旬辦慶回歸十四周年暨藝術博覽會,作為協會打造本土藝術平台的起步。mini storage

嚴懲 “洋賄賂”是個好的開始
每日微評侯美麗這一次,self storage面對跨國公司在華的行賄行為,中國沒有再保持沉默,而是主動拿起了大棒來捍衛公平透明的投資環境。日前,中國公安部統一組織指揮湖南長沙、上海和河南鄭州等地公安機關對跨國藥企——葛蘭素史克(中國)投資有限公司(下稱“GSK中國”)部分高管涉嫌嚴重經濟犯罪依法立案偵查。現已查明,近年來該公司在華經營期間,為達到打開藥品銷售渠道、提高藥品售價等目的,利用旅行社等渠道,採取直接行賄或贊助項目等形式,向個別政府部門官員、少數醫藥行業協會和基金會、醫院、醫生等大肆行賄。現有證據充分證明,GSK中國部分高管和相關旅行社的部分高層人員已涉嫌嚴重商業賄賂和涉稅犯罪。GSK中國案發後,因其外資身份受到輿論的高度關注。據瞭解,GSK中國進入警方視線,緣于上海一家名不見經傳的旅行社——上海臨江國際旅行社被調查。這家旅行社基本上不組織遊客旅遊,僅靠承接GSK中國等外資藥企的會議組織,一年的業務量就超過1億元,這種異常引起了警方的注意。這家總部設在英國布蘭特福德的跨國藥企巨頭,其在華行賄被調查的事件,也引起了英國的關注,英國媒體7月11日普遍對此事進行了報道。英國外交部一位女發言人表示,他們已經意識到中國方面進行的有關調查,並且已經向涉案英國國民提供了領事協助。外交部與GSK公司保持著接觸,並且希望能夠從中國方面得到更多信息。值得一提的是,GSK在美國的經營規模也很大。根據美國有關打擊行賄犯罪的法律規定,一旦犯罪事實被證實,公司可能會再度受到嚴懲。隨著GSK中迷你倉的案發,除了讓這一全球制藥巨頭的“光環”黯然失色外,也為跨國公司在華的商業賄賂行為敲響了警鐘,而中國民�也因此得以窺見藥價虛高黑幕的冰山一角。在華外資藥企通過大肆行賄打開中國市場的大門,取得強勢市場地位,維繫其高價戰略,繼而可能封殺國內中小藥企的生存空間,壓制後者參與市場競爭的機會。更嚴重的是,巨額賄賂費用最終都體現在高于成本數倍、數十倍的藥價之中,轉嫁到廣大患者身上。而人們心裡明瞭,有此類行為的藥企不只GSK中國一家。2012年,禮來、輝瑞均被曝行賄丑聞。而有一個問題是不得不深思的,這些在本土可能是循規蹈矩的跨國公司,為何到了國外卻變得“入鄉隨俗”起來?格外令人尷尬的是,很多在華跨國公司的賄賂行為被曝光,往往還是本土監管部門 “多管閑事”的結果。很多此類案件陷入了令人費解的怪圈——美國司法部門發佈關於案件的公告,提交證據進行調查,然後對當事企業實施法律懲處,而行賄行為發生地——中國卻風平浪靜。比如此前輝瑞在美國被當局指控涉嫌違反“反海外腐敗法”,並因此領到巨額罰單,而中國的監管部門和司法機關並沒有相應的行動。這是一個讓人尷尬的 “南橘北枳”的中國故事。中國此前對此類事件表示沉默的原因,除了中國式“寬容”頻頻“寵壞”跨國公司之外,《反商業賄賂法》等法制的缺失也讓中國在面對洋賄賂的時候處於被動。與其為吸引跨國公司進入而繼續“寬容”,還不如用嚴格的法治向全世界經營者表明,中國正在為公正和透明的投資環境努力。簡言之,這次公安部查處GSK中國,是一個好的開始。文件倉

本報蘭州7月15日訊(記者盧吉平伏潤之)按照2013年甘肅省扶持1萬名高校畢業生就業工程方案和統籌實施高校畢業生基層服務項目的要求,self storage我省普通高校畢業生到基層就業選拔考試7月13日在全省5100多個考場同時開考。據介紹,此次選拔考試總體上分為兩個大類。一類是2013年扶持高校畢業生就業工程項目,即:選拔1萬名普通高校畢業生到基層教育、衛生、農牧、文化、旅遊、社保等崗位工作,簡稱“民生實事項目”;另一類是,選拔高校畢業生從事“三支一扶”、“進村(社區)”、“特崗教師”、“村官”以及“大學生服務西部”計劃,統稱為“基層服務項目”。本次考試共有19個崗位類別,其中,民生實事項目共14個,包括:選拔普通高校畢業生到農村中小學(分文科、理科、音體美專業)、鄉鎮迷你倉兒園和職業學校任教;到鄉鎮衛生院、鄉鎮畜牧獸醫站、農技推廣站(所)、鄉鎮文化站以及基層旅遊、社會保障等崗位工作;選拔農村公辦中小學代課人員到農村中小學文科、理科教師崗位任教;選拔安置優秀退役運動員到農村中小學任教。基層服務項目包括:“村官”(1800名)、“特崗教師”(3504名)、“三支一扶”(1700名)、“進村(社區)”(2000名)、“西部計劃”(266名)五個類別。民生實事項目選拔指標共1萬名,基層服務項目選拔指標共9270名。今年我省民生實事項目和五項基層服務項目共有15.3萬人報考,比去年增加2.2萬人。其中,民生實事項目的報名人數為7.16萬人,五大基層服務項目的報名人數為8.16萬人。所有項目報考總人數與招錄總指標之間的比例為8︰1。文件倉

天下第一村爆煲 工廠十室九空 反映中國經濟堪憂
【江蘇直擊】「家家住別墅、戶戶有轎車」,迷你倉新蒲崗在共產主義下的江蘇省華西村,彷彿一切如斯美好。但風光外表並不能掩蓋華西村外強中乾的事實。《蘋果》記者在當地直擊,發現工廠十室九空,欲轉型旅遊城市亦不果,「天下第一村」稱號快要湮沒,恍如中國經濟的縮影。《蘋果》記者早於2011年9月,一條中國農村的宣傳片,突然在紐約時代廣場大型廣告牌上亮相;無數中外人士首次認識「天下第一村──華西村」。只有約2,000名農民的華西村,準確地說,是一間公司。自1974年,華西村發展集體經濟,農田改建工廠,村民是工人、亦是股東。碰上中國崛起,大舉投資鋼鐵、化工業,賺過盤滿缽滿。該村網頁介紹,「每人年均收入8萬元(人民幣.下同),最少的人家資產超過了一百萬,最多的有一千萬,全村沒有一個失業」。「今年只開工一個月」從無錫出發,走上個多小時的高速公路後,記者到達華西村。村內別墅齊整排列,到處是紅色宣傳標語,惟獨街上人�罕至。工業區內「十廠九空」,不�鋼廠推滿廢鐵,鋼鐵相關產品廠房重門深鎖,只有水泥廠及發電廠等維持有限度運作。小張是華西村鋼鐵廠工人,因工廠已連續三年接近停產,他不得不兼職司機維生,「前年停工九個月,去年停工半年;今年到現在,只開工一個月。」他補充,華西村內鋼鐵廠及相關生產基地,「七個廠房、六個關閉,經濟不景嘛。」小張透露停產期間,華西村向失業村民,每月派上1,400元津貼,「當然不夠用,要不,為甚麼還要開車。」迷你倉出租西村雖偏離於上海、南京等發達城市,但消費水平頗高,小飯店內的家常小菜,平均消費三、四十元。農民「被入住」酒店2008年金融海嘯後,中央動用4萬億元救市,地方政府大舉投資鋼鐵業。熱情過後出現產能過剩,大量工廠倒閉;中央自上月後,罕有地停止公佈鋼鐵業PMI數據,反映情況嚴峻。事實上,以鋼鐵業為經濟支柱的華西村,2004年已提出經濟轉型,目標把工業、服務業調整至各佔50%貢獻。當地去年以刺激內需為名,耗資逾30億元,在村中興建一座樓高88層、高度與中環國金IFC相若的五星級龍希大酒店,每晚房價最少750元。由於居民少,遊客更少,酒店「每月都虧本」。村民透露,以往經濟好時,華西集團年底會派花紅,「去年開始每人派一張入住券,強迫在酒店消費。」據悉,目前每月仍有50個農民輪流「被入住」酒店,以維持正常運作,「普通民工也要住,優惠價四百多塊一晚」。【死城孤寂】【騎呢景點】山寨景點遊客稀少村內亦仿照中國天安門、長城、澳洲悉尼歌劇院等,興建大量「景點」。不過,景點群雜亂無章且日久失修,遊客稀少,看得記者目瞪口呆。該村去年又斥資近億元,購買兩架直升機,開辦每位一千元的「空中看華西」服務;但記者發現,機場候機室破舊不堪,餐廳封塵,不見營運痕�。村民指,華西村仍維持歌舞昇平景象,主要來自土地收入,包括以低價逼農民出讓土地,再轉手圖利;亦有居民認為,華西村貴為共產黨「示範城市」,「經濟再差也好,政府還是會扶持」。 儲存倉

內地團登記費增至二百元
旅遊業監管局初期會由政府一筆過撥「種子基金」處理,迷你倉新蒲崗將來就要自負盈虧。政府並建議,提高內地入境團登記費至200元一團,希望與外地團每名旅客須繳交的印花稅金額看齊。政府建議,日後旅遊業的監管工作由旅監局負責,政府會提供一筆過的種子基金,用以支付成立費用和運作初期的部份開支,但消息人士指,暫時未定案會提供多少金額。旅監局的收入,會來自牌費、印花稅和入境團登記費,不過,由於現行收取業界的牌照費用,不足以迷你倉出租旅監局能自負盈虧,旅監局會逐步調高牌照費和印花徵費。由於現時旅遊業議會收取內地入境團登記費每團只需20元,金額太低並不合理,日後會調高至200元。扭轉收入不平衡消息人士指,現時旅遊業議會用於外遊團的開支佔總數26%,入境團佔36%,但外遊團印花費收取的收入,卻佔總數62%,相反,入境團收入卻只佔10%,令資源不均衡的情況,有必要改善。新報記者■胡兆英表示,社會廣泛認為需要成立一個旅遊業的監管局。儲存倉

零售廣告需時適應
香港零售管理協會主席麥瑞�指,存倉零售業界冀商品說明條例生效初期,輕微個案可以警告代替檢控。麥瑞�表示,由於新例影響廣泛,零售、批發及廣告界都需要在運作上作調整和適應,不少中小企都表示,不清楚執法細節,擔心誤墮法網,期望政府和商會積極協助以認識執法指引。由於新例存在灰色地帶,例如難以界定何為重要訊息,麥瑞�建議,當局在執法初期,對輕微個案以警告代替檢控。她相信新例實施後,可能有部份消費者會胡亂投訴,希望當局認真審視每宗個案是否值得跟進,以免對商戶造成不必要的滋擾。麥瑞�又指,當局提出最終的執法指引至正式實施,只有五個星期,業界要改變往常運作有困難。 新報記者

《人物側寫》陳國柱善謀策畫 業績笑傲陸同業
新光海航總經理陳國柱去年4月到任,儲存倉一方面積極調整企業體質,並制訂全新經營策略,透過創新產品和銷售管道,主打差異化戰略,也為新光海航創下絕佳業績。新光人壽與海南航空合資的新光海航人壽成立於2009年,目前在北京、海南及陝西皆有分公司。陳國柱表示,上半年該公司的獲利逾2億元人民幣(下同),已完成全年目標3.7億元的6成。上半年業績年增率高達50%,遠超不少大陸同業。他指出,去年全年,大陸保險業者平均在壽險保費收入的年增率約為2%、財險為8%到9%,但新光海航去年的整體業績年增率就達到7成以上。能創下傲人成績,愛下圍棋、善謀策畫的陳國柱是幕後功臣。陳國柱強調,他任職後的第一要務,就是改造企業體質。處女座的他,不但擁有膽大心細的特質,且迷你倉沙田事迅速。他教育旗下員工,凡事應溯本就源,且注重細節,如此逐步建立企業文化。由於台資保險業在大陸市場占比仍低,為了拉抬業績,陳國柱先從「通路」著手,複製台灣經驗,進一步將產品推廣到網路及電視購物頻道,接下來還計畫跨足旅遊險市場。儘管業績穩步增長,但新光海航仍有不少挑戰。目前受限大陸法規,僅允許外資持有最高50%股份,且限定只能有1家合資股東。在此限制下,新光海航雖都急於增資,但礙於合資股東增資的能力或意願,目前面臨增資困難。據了解,新光海航資本額為5億,董事會已通過要增資5億,但資金至今還未到位。不過陳國柱對於新光海航依舊極具信心。他認為,該公司可先從嘗試新的營銷管道著手,測試市場水溫,等待資金到位後,再拓展多元計畫,進一步將餅做大。迷你倉價錢
