  本報記者 金波 嵇哲  通訊員 翟思德  在台州,mini storage一個工業性投資項目,從立項到落地開建,原先至少要一年半時間,如今,平均不超過四個半月。工業性投資項目的全流程審批時間縮短了400天!  這400天是怎麼省下來的?  帶著問題,記者走進這個立志實現“審批最快、服務最優”的城市,一探究竟。  壓縮時限,審批瘦身  當中天塑業有限公司董事長艾尚奇與記者見面時,企業新產品擴大產能的基建項目已經開工建設1個多月了。艾尚奇是8月7日拿到施工許可證的,他沒想到項目容積率調整的審批手續會辦得這麼快,原本在台州市住建局需要3個月左右才能走完的流程,如今包括公示期在內只用了15個工作日。  艾尚奇是台州市開展單項審批 “最優化比對”的受益者。  去年,台州按照省委、省政府開展新一輪行政審批制度改革的要求設計配套改革方案時,曾進行過統計,48個職能部門手中共有766項行政許可和非行政許可項目。每個許可項目都有辦結的法定時限,累計起來,十分可觀。為儘量縮短政府審批流程所佔用的時間,每個單項審批時間就必須短些短些再短些。台州的辦法是,單項審批“最優化比對”。  所謂“最優化比對”,即台州市的每個審批單項與全省其他10個兄弟市同業對標。首先是比項目,凡是其他市精簡的審批事項,必須精簡;凡是其他市下放的審批事項,必須下放。其次是比速度,圍繞實現審批速度最快的目標要求,市級各項審批事項都要向單獨達到省內最短目標努力。  “最優化比對,讓所有幹部感受到前所未有的壓力。”市住建局行政審批處處長戴鹹敏說,“一些事項雖然承諾辦理時限已達省內最短,但與局內同類事項比較,還存在著明顯壓縮空間。對於這些事項,我們也一遍又一遍優化流程、擠出‘水分’。”市住建局的81個審批項目中,已有28個實現省內最短、53個與省內兄弟市並列最短,平均承諾時限從原來6.2個工作日縮短為3個工作日。  “審批瘦身,其實就是政府自我約束權力的過程。”台州市委書記吳蔚榮這樣理解發生在當地的這場改革。他說:“什麼是權力?有彈性就有權力。打個比方,審批報告放在桌上,一天批了顯不出權力,壓一周顯示有點小權力,壓一個月,讓人動彈不得,那就顯得權力很大。審批改革就得把各個環節的自由裁量空間最大限度壓縮,才能把權力關進籠子里,真正為企業和群�服務。”  目前,台州市級766項行政許可和非行政許可項目中,有727個項目的承諾辦理時限達到省內最短,最短比例達到94.9%。從時限的壓縮情況來看,766個項目現平均承諾時限為6.42個工作日,累計承諾時限為4918個工作日,較法定時限累計壓縮10109個工作日,壓縮率為67.27%。今年上半年,新一輪最優化比對活動又在台州登場。  省政府研究室主任沈建明對台州在縮短審批時間方面的努力表示肯定。他說,對照省里提出的要求,台州已經走在前頭。這些成果,是台州市委、市政府用大量扎實細緻的工作換來的。  代理代辦,項目提速  對一個外地客商來說,到陌生地方興辦企業,各種複雜審批流程,經常導致長時間來回折騰。  (下轉第二版)  (緊接第一版)但對蕭山人姚旭東而言,在台州黃岩區的經歷,卻是一場愉快的體驗和一次對政府效能增強信心的過程。  在甬台溫高速公路黃岩出口附近,有兩家汽車4S店。其中一家就是姚旭東擔任項目籌建負責人的寶驛汽車銷售公司。寶驛公司的銷售大廳和維修廠房已開門迎客。而隔壁的另一品牌4S店,鋼結構框架才剛剛有了雛形。  “兩個項目同一天拿地、同一天立項,但取得施工許可證的時間卻相差了260多天。儲存虧‘寶驛’選擇了讓行政服務中心全程代理代辦!”姚旭東說。  寶驛公司由來自杭州的浙江天天上路集團投資建立。“開一家這樣的4S店,需要辦理40多種手續,涉及30多個部門。我一個外地人,在這裡兩眼一抹黑,整套程序跑下來,最快也要一年以上時間。”姚旭東初來黃岩,也曾為審批的事憂心。當他得知區行政服務中心能為外地客商免費全程代理代辦後,抱著試試看的心理,遞交了申請。接下來,整件事就像高鐵列車上了軌道,飛速前行。根據中心的安排,姚旭東把跑審批的事交給了代辦員王世慶。王世慶負責“跑腿”,姚旭東只需準備相關申報材料。往往前一個事項還在公示,王世慶已經通知姚旭東準備下一關需要的材料。雙方銜接緊密,從去年6月項目立項到11月取得施工許可證,寶驛公司只用了134天。  把方便讓給群�,把麻煩留給幹部。不僅有代理代辦制度,台州在工業性投資項目上還建立了“一門受理、抄告相關、同步辦理、限時辦結”的會商聯審機制,開展虛擬業主審批和模擬審批等方式,從而大大縮短項目落地過程,為項目�動和建設爭取更多的時間。今年台州進行會商聯審的工業性投資項目,平均審批時限從260多個工作日壓縮到40個工作日,審批費用下降到原來的10%。  “對企業來說,時間就是效益。9月8日試營業以來,我們已經賣出了六七台車。” 寶驛公司總經理胡曉軍對審批服務非常滿意。  規範中介,服務提質  行政審批提速創優,光是政府“剃頭挑子一頭熱”可不行。台州市效能辦調研發現,中介機構評審、會審占整個企業投資項目落地時間三分之一以上,一般項目的辦理時限需要兩個月到6個月不等,有些複雜項目時間更長。中介機構的辦事效率低下,已成為制約審批提速的重要因素,直接影響了項目的落地速度。  不過,在天台,這樣的情況已成過去式。天台縣把與行政審批相關的中介機構“中梗阻”,列為頭號難題來破解,從建立行政審批中介服務中心、開通行政審批中介服務網、建立行政審批中介服務行業協會等入手,全面規範土地預審、水保、環評、能評等環節的中介服務行為。  打開“天台縣行政審批中介服務網”,每一項中介服務都有3家以上中介機構可供選擇,業主還可對服務質量進行網上評價。天台縣行政服務中心副主任金祖余說:“天台本地中介機構不多,資質不高。我們引入外地高水平中介機構,就是讓中介市場形成充分競爭,實現優勝劣汰。”  投資10億元的天台金�德國際汽車用品採購中心自去年底立項,到今年7月15日落地,項目總監沈乾林選擇了行政服務中心推薦的中介機構,業主、中介、中心三方緊密合作,利用公示期加快編制環評報告書,項目涉及中介服務的時間,只花了57個工作日。沈乾林說:“我們也曾在其他地方辦理過類似項目,相比之下,天台的中介服務速度更快、質量更好、費用更低。”  天台縣中介服務中心從4月成立至今,已有77家中介機構在此備案登記。進入該縣中介服務平台的事項已辦結820項,其中單項中介服務事項提速35%以上,工業性投資項目整體服務時限提速63.4%。據台州市有關部門介紹,天台在規範中介服務方面的試點經驗,將於今年底前在全市推廣。  眼下,台州市行政審批配套改革已從單兵突進階段進入系統展開階段。9月18日上午,台州市委常委會討論通過了政府和企業投資項目聯合審批、便民服務項目集中管理、商事登記制度等一系列8項改革措施,一個服務型政府的全貌日益清晰起來。“行政審批制度改革是一套組合拳。我們不能僅僅滿足于審批最快,更要以此作為踐行黨的群�路線的載體,真正做到轉作風、優服務、促發展。”台州市代市長張兵說。儲存倉

Abundant supplies of Myanmar stone have earned fortunes for adventurous dealersBy Hu Yongqi in Ruili, Yunnanhuyongqi@chinadaily.self storagecom.cnKe Wencong left his native province of Fujian 23 years ago to make his fortune in Ruili, a city in southwestern Yunnan province that is close to the border with Myanmar.At that time, Myanmar jade, the most popular traded item in Ruili, was extremely cheap and Ke didn’t imagine that the stone would help him accumulate such a huge fortune that he now wears a jade ring worth 3 million yuan ($490,000).Ke’s family land in Jinjiang city in Fujian couldn’t feed all the children, so several of them moved to other provinces to earn a living.“If we hadn’t left our hometown to search for some income, we might now be starving in Jinjiang,” Ke says.In his first 10 years in Ruili, Ke and his wife could only afford a shabby house that also served as the shop where they sold jade from neighboring Myanmar.After 20 years of persistent work in the jade industry, all Ke’s efforts started to pay off. Now Ke, general manager of Baimei Jewelry, has an impressive store in downtown Ruili to showcase jade items that are worth millions of yuan.To expand and improve the jade industry, in 2002 the local authorities built a jade street in downtown Ruili, where each businessman was eligible for a 40 percent discount when buying a store.Baimei Jewelry is surrounded by more than 5,000 stores that sell Myanmar jade wholesale and retail. The national-level entry port has developed a complete production chain from raw stones trade to manufacturing and sale of jade products, providing jobs for more than 50,000 people and earning annual revenue of 2.5 billion yuan ($409 million) according to the Ruili Office of Cultural Industries.After more than two decades of development, Ruili has become the fourth-largest collection and distribution center for jade and gems in the country, following Xinjiang Uygur autonomous region and Henan and Guangdong provinces.Located in the southern end of Dehong Dai and Jingpo autonomous prefecture, the county-level city of Ruili shares a 170-kilometer border with the Kachin and Shan states of Myanmar.As early as 1990, raw stones of Myanmar jade were selling very cheaply. Many people from other provinces, who shared similar family backgrounds with Ke, rushed to Yunnan to make their fortune in the new business. Currently, about 90 percent of jade traders and sculptors in Ruili are from Fujian, Guangdong and Henan provinces.Ruili was one of the most desirable places in the frontier province because of its proximity to Kachin and Shan. The nearest jade mine was just 164 km away, across the border in Lashio, capital of Shan state.Ruili has also enjoyed huge benefits from its status as the only legal land route for importing Myanmar jade and gems into China, according to officials in Ruili.He Tao, general manager of Jade’s Jia Co Ltd, says many of the jade businessmen haven’t had professional education and sometimes pay dearly if they misjudge the value of a stone.Things have changed a lot over the years. About 10 years ago, He had to “build a close friendship” with the storekeepers in the warehouses to get firsthand information about stones on their shelves. Now stricter regulation makes transactions easier for jade traders in Ruili, He says.The new jade street houses almost 90 percent of traders, who founded the Ruili Gem and Jade Association to coordinate more than 2,000 member factories and shops. Many traders decided to do what Ke did and settle permanently in Ruili.In the Jiegao Jade and Gemstone Market, hundreds of sellers open their doors at about 9 am to embrace the crowds of buyers. Anyone interested in jade stones will find some to fit their needs. Prices range from several hundred yuan to more than a million yuan.Non-professional buyers and tourists will find cheaper products, with some bracelets going for only 300 yuan. However, to the surprise of newcomers, all the shops are closed from midday until the early evening.“The biggest advantage for Ruili is the steady supply of jade and gems from Myanmar,” says Ke.In 2010, its geographic advantage endowed Ruili with a historic opportunity to be one of three national key pilot zones for reform and opening-up. Since 1978, when Ruili was incorporated into the natio迷利倉al key entry-and-exit points system, the local government had been focusing on promoting the jade and gem industry by fostering the complete production chain and introducing exhibitions and tourism to attract more customers.About 11,000 participants attended the 48th Myanmar Gems, Jade & Pearl Emporium in March 2011 in Nay Pyi Taw, the capital of Myanmar. This was almost three times the previous year’s crowd. The amount of deals reached 18 billion yuan, 4.5 times that in 2010.“In that period, anyone who bought jade would make a huge profit,” Ke says. “Even if one sculpture cost you 100,000 yuan, you still could sell it for 150,000 two or three months later. That was the craziest time for anybody in this industry.”The legend of easy wealth never went away and new investments flooded into the border city. In 2008, Zhou Xiaodong, a merchant in Zhejiang province, didn’t hesitate to take a flight and then drive two hours to Ruili one day after he saw a TV program about Ke Wencong’s legendary gambling on the quality of jade and gems.Zhou rushed to meet Ruili’s mayor and soon reached an agreement to invest 200 million yuan in Yangyanghao International Jewelry Co Ltd.“The gambling on gems aroused the interest of my father and he immediately decided to initiate the project,” says Zhou’s daughter, Cai Lingyan. After graduating from the University of Edinburgh in Scotland, Cai returned home to manage the company with her husband. She is now the deputy chairman of Yangyanghao’s board of directors.After five years, Yangyanghao has the only bidding emporium for jade stones in Ruili. His most valuable stone is worth 11 million yuan. Tourists also visit Cai’s factory to buy stones or bracelets.Also on several blocks in downtown Ruili, you can see crowds of people in different clothing from about 20 countries, including Myanmar, Sri Lanka, Nepal and Pakistan. The area is called “Myanmar Street” as traders from that nation comprise the largest group.“As far as I know, at least 28,000 Myanmar people trade jade and gems on the street. Many of them regularly stay in Ruili. The city has become our second hometown,” says Phone Payw, president of the Myanmar Chamber of Jade and Gems in Ruili.Phone Payw, who was a professor at the University of Yangon in the former capital of Myanmar, moved to Ruili in 1990 with only 80,000 kyats (then equal to about 7,000 yuan) to his name. But he was confident that the jade industry would soon go through a boom. He started with a small piece of cloth on which he laid some bracelets. Now, 23 years later, he owns three stores on the street.About half of the more than 60,000 Myanmar traders in Yunnan sell jade and gems, Phone Payw says. “You know, my friends in Myanmar can live a good life if they earn 50 yuan a day. And if a man earns 2,000 yuan a month in Myanmar, he will probably marry a very beautiful girl.”Many Myanmar businessmen in Ruili just visit regularly, renewing their entry and exit papers each year. “They have made huge fortunes in this province as our country has superb stones,” he says.Each year, Myanmar exports about 15,000 metric tons of jade stones and 60 percent are bought by the Chinese — on the Chinese mainland and in Hong Kong, Taiwan and Singapore. More than 60 percent of jade pieces bought on the mainland are imported through customs in Ruili, he says.Earlier this year, the Myanmar central government altered its policy and will only allow the export of manufactured jade products in the future. The new policy has attracted the attention of jade traders over the border in Yunnan, who think it will affect supply, which could then raise the price, Ke Wencong says.The price of jade reached a record high three years ago, but amid the economic slowdown in China, Myanmar jade is no longer selling that well, even though it maintains a good price in the market, Ke says.“We want the price to go up steadily, not surge up. In that way, we could make profits with less risk,” says He. “The new policy might further drive up the price, but it’s still uncertain and most traders are waiting to see what happens.”Li Yingqing and Guo Anfeicontributed to the story.At least 28,000 Myanmar people trade jade and gems on the street.   民國二十年(1931年),儲存神州大地,流年不利。  但43歲的寧波商人劉鴻生起初相信,這會是大展宏圖的一年。元旦前幾天,他以總經理身份,代表數月前重組成立,坐擁近200萬元資本的大中華火柴股份有限公司,首度出手,收購漢口燮昌火柴廠,後者曾為中國最大的火柴企業。  此時,國民政府定鼎南京剛滿三年,全國政局初見穩定,日後以“火柴大王”之聲名風靡海內的劉鴻生,跟大多數身處通商大埠的同仁們一樣,對新政權期望甚高,決心大幹快上。  他們沒有想到,天災與外患交織而成的一次嚴重經濟衰退,即將襲來,而日益對外開放的沿海沿江各省市場,首當其沖。厄運連連  漢口燮昌火柴廠1897年由劉鴻生的兩位寧波老鄉——“滬上五金大王”葉澄衷與“漢口頭號商人”宋煒臣聯袂創辦,經營已逾30年,20世紀初即年產火柴過億盒。但負責主持的宋煒臣1926年去世前後,該廠已陷于不景氣。  劉鴻生早年做“煤老闆”和“船老大”起家(一戰期間租船自秦皇島裝運開灤煤到滬銷售,賺銀百余萬兩),1920年涉足實業,在蘇州創設華商鴻生火柴無限公司,12萬元總股本中他出資9萬元,為最大股東。1930年下半年,為避免同業惡性競爭,劉說服設在上海和鎮江的熒昌、中華兩家火柴廠,與蘇州鴻生廠三合為一,成立總股本191萬元的大中華火柴股份有限公司,他出任總經理。  天有不測之風雲。1931年7月,長江突發百年不遇大洪水,華中工業及貿易重鎮武漢三鎮被淹超過100天,百業停頓,劉鴻生從昔日競爭對手那裡收購回來的廠房機器,自然沒來得及完成重整投入生產。下游的九江、蕪湖、南京、揚州等主要商埠亦未能幸免,損失慘重。同時,江蘇、安徽兩省持續大雨,淮河及大運河水位暴漲,大片農田受災之外,津浦線鐵路(天津—南京浦口,今京滬線長江以北段)也與平漢線(今京廣線北段)一樣“斷路”。  江淮地區受災八省(蘇、皖、鄂、湘、贛、浙、豫、魯),為全國農業及工商業精華所在。據統計,八省受災耕地面積約1.4億畝,農戶850余萬戶,農產品損失4.5億元以上,災區農村經濟形同破產。再加上水陸交通動脈癱瘓,貨物進出無期,對剛剛從軍閥混戰走出來,正待恢複元氣的中國經濟打擊之大,可想而知。  屋漏偏逢連夜雨。7∼9月間的江淮大水尚未完全消退,“九·一八事變”後,中國天然工礦業資源最豐富的地區之一東北三省,極短時間里全境陷于日寇之手,本已步履艱難的國家近代工業化進程,痛折一臂。  厄運還沒有完。1932年初“一·二八”淞滬抗戰爆發,中日軍隊在上海鬧市區激戰,除軍民死傷過萬外,戰區工商業及居民的直接間接損失,高達14.8億元,相當于當年全國財政收入6.19億元的兩倍多。作為中國金融和經濟中心的上海,因戰火足足停市3個月,由此造成的全面損失,更加難以計數。  “一·二八”戰火還導致一個嚴重後果:南京國民政府頭一次被迫宣佈“債信破產”。原因是幾年來發行的政府公債數額巨大,每年需償付本息不下2億元,而當時南京政府實際年收入不過3億∼4億元,還要應付外債及各項軍政開支,可謂捉襟見肘。上海戰事發生後,債券價格暴跌,財政立馬周轉不靈。財政部長宋子文不得不于2月中旬以“國難當頭,稅收奇絀,財政緊迫”為由,向銀行公會等團體提出“減債辦法草案”,主旨是減低原定利息,推遲還本期限。共赴國難  除了突如其來的天災與兵火外,1931年前後中國經濟走向低迷,還有一個人所共知的大氣候:1929年源自美國,隨後席卷全世界的“大蕭條”。  以近代民營工業中地位舉足輕重的生絲業為例:20世紀20年代,繅絲工業中心上海和無錫,經歷了一輪投資大增、產銷兩旺的繁榮時期。但30年代初,“大蕭條”令國際生絲貿易低落,日本絲廠又在國際、國內市場上大舉截擊華資絲業,1930年以後,上海、無錫數以百計的絲廠產銷急劇下降,普遍遭遇虧損,中小絲廠屢屢停工倒閉,只有少數大企業能勉力維持。  面對經濟不景氣與工商界困境,坐上江山不久的南京國民政府,為穩定大局計,當然不能袖手旁觀。  1930年,作為“政府特許國際匯兌銀行”的中國銀行(總部已由北京遷至上海),召集無錫永泰、上海瑞倫等四家當年規模最大、產品最優的絲廠,增資10萬兩白銀,改組成立通運生絲貿易公司,專門負責股東絲廠產品海外運銷,所售生絲利潤往往比其他同業要高。據時人回憶,“生絲不通過洋行,自己直接銷售,在當時的中國,還只此一家”。  1931年2月,絲價突然大瀉且持續走低,向銀錢業借款(通常以絲、蠶抵押)總額達3000萬元的上海各繅絲廠,資金鏈發生問題,連累銀錢業本身也出現了周轉困難,金self storage危機一觸即發。絲廠及銀錢公會緊急向國民政府求助。政府為免發生連鎖反應,批准發行“江浙絲業公債”800萬元,其中600萬元指定貸給各絲廠以渡過難關。後來,因廠商日子艱難,財政部乾脆一紙文告,讓這筆債款不了了之。  劉鴻生的大中華收購漢口燮昌火柴廠後數日,即1931年元旦,國民政府在全國實行“裁厘”,即各省取消貨物流通稅,負責徵收內地稅的數十處“常關”(與徵進出口稅的海關相對)也陸續撤銷。據財政部統計,“裁厘”後政府每年減少稅收9936萬元,約占常年歲入的四分之一。雖然不少省市因地方財政來源大減而屢有怨言,實際執行亦不能徹底,但苦於苛捐雜稅繁多的商人們額手稱慶,輿論則讚許說“這一改良效果之好,大大超出預料之外”。  同年五六月間,國民政府實業部先後頒佈《小工業及手工業獎勵規則》《獎勵工業技術暫行條例》,規定“凡出品優良者,給予獎金、獎勵、獎章以及匾額”,對於工業上的物品或方法首先發明者,給予5年到10年的專利以資獎勵。  也許正因為新政權一定程度上表現出“恤商情、保增長”的姿態,對民間資本管制較松,並確有勵精圖治的諸多舉措,盡管滔天洪水與外敵入侵接踵而至,但劉鴻生等一批正當壯年的新銳實業家,投資信心仍在。守望相助  繼收購漢口燮昌火柴廠後,劉鴻生馬不停蹄,自1931年1月起,九江裕生、蕪湖大昌、揚州耀揚等火柴廠先後併入大中華,公司又投資興辦梗片廠,自制火柴杆。由於同業合併,競爭減弱,火柴售價得以上漲,大中華開始賺錢了。  “九·一八”及“一·二八”事變發生,國內抵制日貨運動高漲,一度占據中國火柴市場半壁江山的在華日資廠(實由瑞典火柴業巨頭控制)大受打壓,大中華公司乘機趕上,年盈利超過40萬元,繼續大手筆擴張投資。  1931年11月,劉鴻生還得到民營金融家陳光甫之助,以新建的企業大樓作抵押,向其麾下的上海商業儲蓄銀行(下稱上海銀行)借款100萬元,開辦中國企業銀行,由商貿、實業轉而試水金融業。  跟劉鴻生一樣逆勢而動的,還有“麵粉大王”和“棉紗大王”無錫榮氏家族。  1931年4月,榮氏集團旗下的申新九廠在上海開工。它最早的前身,是半個世紀前李鴻章創建的中國第一家機器紡織廠“上海機器織布局”,歷經風雨後改名三新紗廠,有近7萬枚紗錠和上千台布機,榮家老大榮宗敬以低價收購其全部廠房設備,改頭換面,重新投產。  10月份,榮家又斥資340萬兩銀子,收買上海厚生紗廠,更名申新六廠。前者原是擁有紗錠73000多枚,織機近千台的大廠,剛剛因市場不景氣及經營不善於1930年底停業。  曾在四年前“寧漢分立”的關鍵時刻,發動江浙商界出錢支持蔣介石“上位”的陳光甫(詳見本報2013年9月2日D8版《寧漢分合看“獻金”》),那段動蕩的日子里也沒閑著。  1931年江淮大水,幾乎讓上海銀行遭遇滅頂之災。當年9月,洪水將退未退之際,市場上突然風傳該行漢口分行作為貸款抵押的大量食鹽受淹,損失數百萬元,又稱其總行在公債和黃金投機上虧本1000萬元,一時引發上海、南京兩地分行儲戶恐慌性擠提風波,十余天內取款4400萬元,占上海銀行存款總額三成半。  如果不是陳光甫以中國銀行常務董事身份,緊急請求多年老友、中國銀行總經理張公權出手相助,後者及時提供了足夠的信用保證及現銀支持,上海銀行怕這一關也過不了。  但性格堅韌的陳光甫,從危機中發現商機。擠提風波結束不到兩個月,上海銀行即出資20萬元,聯手商務印書館、無錫榮宗敬、英商太古洋行及倫敦數家保險公司,在上海成立總股本50萬元的中外合資寶豐保險有限公司,專營水火保險,陳光甫以大股東身份出任總經理。  陳光甫的另一創舉,是1931年春天,促成上海銀行與華洋義賑會(民國期間中外人士合辦的最大民間慈善組織)訂立合同,向河北農村合作社貸款2萬元(後增至5萬元),這是中國近代以來城市金融資本流入農村之始。到了1933年1月,上海銀行設立農村合作貸款部,當年放款超過100萬元,1935年更增至600萬元以上。  這幾百萬元的農村貸款,與1931年江淮大水中八省農戶數億元計的重大損失相比,連杯水車薪都未必算得上,但畢竟擠開了一條縫。想想七八十年後,為滿足鄉鎮民間的資金飢渴,仍然有人要鋌而走險,“非法集資”,以至遭遇牢獄之災甚至付出生命的代價,就能掂量出陳光甫及上海銀行當初決策的勇氣和分量了。  曾參考上海社科院經濟研究所編《劉鴻生企業史料》及中國人民大學經濟系教授王方中編《中國經濟史編年記事1842—1949年》。主題圖選自劉香成等編《上海1842—2010:一座偉大城市的肖像》。迷利倉

☉本報記者 丁寧互聯網金融的腳步正在一步步臨近。本月以來,儲存百度悄然進軍互聯網金融的消息再次不脛而走,引得多家媒體爭相對此進行報道。事實上,2013年1月百度就與中國平安正式簽署聯合發展計劃(Joint Business Plan)戰略合作協議,在大數據研究等領域進行合作。但百度與金融的牽手,似乎並不僅限于搜索大數據的開發和爭奪金融產品搜索入口的推測。來自一家證券媒體的消息稱,百度正同時與幾家金融機構合作,定制開發新款產品,並對合作伙伴提出了必須高過餘額寶收益的明確要求。與此同時,新浪微博上近日還出現了百度金融、百度證券、百度理財三個企業認證的微博賬戶。三個賬戶各發表了一句話“小伙伴們,我來了百付寶”。以上均表明,百度在互聯網金融領域的布局將不簡單是此前傳言的搜索流量分發,而是直接銷售定制互聯網金融產品。顯然,這將對傳統金融帶來空前self storage衝擊。而三個認證賬戶在微博上發表的那句話,甚至暗示自己同樣出自百付寶團隊。百付寶是百度旗下的支付工具,于2013年7月10日獲得第三方支付牌照。來自百度內部的消息表明,目前百度各產品線都正在圍繞百付寶大力推進前向收費,百度金融團隊的成員們正處於忙碌而緊張的備戰狀態,百付寶也正在積極備戰國慶長假。可以確信的是,百度金融有一場大的動作正在醞釀之中,節後很快就將揭曉。目前,國內互聯網公司中,BAT三大互聯網巨頭(即百度、阿里巴巴和騰訊)均已獲得支付牌照,此外新浪、網易、盛大也都推出了自己的支付工具。可以看到的是,阿里巴巴的“餘額寶”已攜近百億資金向虛擬銀行進一步邁進,而騰訊也打出金融牌照申請並與證券公司傳出合資“緋聞”,引得諸多券商試水證券電商,相較之下百度金融顯得最為諱莫如深,暗流湧動之下,一場互聯網金融市場的“海嘯”或許很快就要來了。迷利倉

She was tired, she said, when her plane arrived at about 11 p.m. Thursday."She was exhausted, but not too exhausted to go to Lager's," said Brent Brandt, one of the festival's producers.Ling was just looking for some food. Unfortunately, Lager's didn't have any Chinese food, said the native of Cheng Du, China.Still, "It was nice," she said of Lager's. "I was going to dance. But I was too tired."Ling, 46, is at the festival because of her involvement in a film called "Yellow Hill: The Stranger's Tale." She is the star and one of the producers of the 16-minute film, which was shot in the Black Hills."Yellow Hill: The Stranger's Tale" will be shown at tonight's session.In Kenya and South Africa, Ling appeared in support of elephants, rhinos and other wild animals. During her visit, dozens of people were killed by terrorists at a mall in Nairobi, Kenya. That tragedy and the deaths of wild animals left "my heart in pain," she said."Yellow Hill: The Stranger's Tale," she said, deals with the Chinese people who came to America in the 19th century to work on railroads and in gold mines. The goal is to make "Yellow Hill" a feature-length film. She believes it could become a very successful, "educational and fun movie."At the beginning of the Friday night's session, producer Tom Black encouraged people to dig up "Red Corner," a 1997 film. Black said that Ling did a wonderful job of acting in that film, starring opposite Richard Gere."She's a fantastic actress. The 18-minute film, "Noah," was voted best Canadian short film earlier this month at the Toronto International Film Festival.But the Aberdeen event was the first festival to accept "Noah." It was also the first to call the young Canadians and invite them to attend. The call came from Brandt, one of the producers of the South Dakota Film Festival.The young men were so flattered and Brandt was so persuasive that they realized they needed to come, Cederberg said. At the South Dakota Film Festival, "Noah" was voted best narrative short film.Cederberg, 23, and Hornick and Woodman, both 22, graduated in May from Ryerson University in Toronto.The story told in "Noah" plays out entirely on a teenager's computer screen. It will be shown at this afternoon's session, which runs from 2 to 5:30 p.m.The Canadians left Toronto Wednesday morning, and arrived at 6 p.m. Thursday. They traveled in a Grand Marquis owned by Cederberg's father.Woodman said the car looks like a drugmobile. The young men were stopped for a time at the border "because we look like a bunch of stoners," Woodman joked.Because of the Toronto award, the future looks bright for the filmmakers. Source: Tulsa World, Okla.迷你倉最平Sept. 28--A civil case filed by a Tulsa police officer against a local publication that she accused of invading her privacy was settled Wednesday.Christy Kellerhals sued This Land Press and Keena Roberts in May after This Land published, based on information provided by Roberts, details of a sexual relationship between Kellerhals and Tulsa Police Capt. Shawn King, as well as private photos sent between them.This Land Publishers Michael Mason and Vince Lovoi and Contributing Editor Joshua Kline were also named as defendants.Roberts is accused of finding the photos in November 2011 when she "broke the lock on a closet door and located a password-protected laptop computer inside" while seeking "signs of (King's) impropriety" at the Skiatook residence she shared with him, according to Kellerhals' lawsuit petition.King's romantic relationship with Kellerhals began "in approximately 2007" and lasted about 2 1/2 years, the documents indicate. Roberts and King began dating in 2009.Roberts approached the Tulsa Police Department's Internal Affairs Division and the FBI with her findings. Both agencies declined to take action, as they were unable to legally access the computer's content.In April 2012, This Land posted an online article written by Kline titled "Conduct Unbecoming: Tulsa police captain, officer ensnared in sex scandal," as well as two photos of Kellerhals, including one of her "leaning forward to reveal cleavage in a decommissioned TPD shi儲存t."The photos were removed the following day.The article contained intimate details of the videos shared between King and Kellerhals and references to sexually explicit text message exchanges and "thousands of pornographic images and videos" sent, according to the petition.The lawsuit, in which Kellerhals sought in excess of $10,000, was settled Wednesday, court records show. Jo Lynn Jeter, one of Kellerhals' attorneys, said the terms of the agreement are confidential.Jason Taylor, an attorney for This Land Press, also said the agreement is confidential.King filed a libel suit naming the same parties and a private investigator, Eric Cullen of Cullen & Associates, on March 15.King's case is pending. All six Magic Valley wineries now have tasting rooms open to anyone, and their winemakers are hungry for a spot in your cellar.So make a local tasting tour an all-day adventure: Choose a few wineries and a driver. Leave time to wander the vines or chat with the vintners. Ask for the stories behind the wineries' quirky labels. And come home with new wines to love.That's what tasters who swirl a glass at Hegy's South Hills Vineyard and Winery are doing."They're usually asking me how to get to the next one," owner Frank Hegy said.Now is a perfect time to visit tasting rooms. Early summer is the first of two annual releases for Idaho wineries, so even people familiar with Idaho vintages can find something new.The Idaho Grape Growers and Wine Producers Commission hasn't yet organized a wine tour in south-central Idaho, member Bill Ringert said, because the region has too few wineries, too far apart."We'd love to see it," said Ringert, co-owner of Hammett's Cold Springs Winery.But there's no need to wait for the commission. Magic Valley's wineries are arranged along the Snake River and linked by highways, and our story package today makes a personal tasting tour easy to plan.A note on winery etiquette: If you taste everything and buy nothing, you'll leave a sour taste behind you. Chatting and serving in the tasting room consumes a lot of time for little return, said Dr. Paul Monahan, owner and winemaker at Hagerman's Thousand Springs Winery."It's a little discouraging," Monahan said. "It's a big black hole. There's so many wines out there; the competition, it's really very competitive."But Buhl winemaker James Holesinsky is more bullish on southern Idaho wines: "We're the new hottest area for tastings."Cold Springs WineryWhen to go: The tasting room is open year-round from noon to 5 p.m. on Saturdays and Sundays, and at other times by appointment; 366-7993. Eight or 10 tasters is all Cold Springs can handle well without special arrangements, co-owner Bill Ringert said; call ahead if you want to bring more.Ringert and his wife live on site, and winemaker Jamie Martin and the vineyard manager are often there, so you have a good chance of catching them for a tasting without an appointment.Find it: Take exit 112 from Interstate 84 to reach 7853 W. Ringert Lane in Hammett; coldspringswinery.com. After a greeting by a friendly dog, you'll stand at the tasting room's granite-topped counter, surrounded by photographs of southern Idaho geology.The room is pretty, but more like an office than anything else; on a warm day, you might opt for the sunflower-lined patio instead. The desert setting has Snake River Canyon rim rock on all sides, and expanses of sagebrush next to the 33 acres of vines.What you'll pay: Tastings are free, except for large groups.In your glass: Cold Springs' reds are merlot, syrah, pinot noir and cabernet sauvignon, and this month Cold Springs released a new blend of cabernet sauvignon, syrah and merlot. (Tempranillo grapes are planted but not in production yet.) Whites are chardonnay, riesling, viognier and pinot gris.Cold Springs' most popular is its Hot Rod Red blend of merlot, syrah and cabernet franc. Last summer Cold Springs rebranded all of its other wines with "-ology" suffixes, but Hot Rod Red kept its name. ("Don't kick a good horse in the teeth," Ringert explains.) Now Hot Rod Red is surrounded by names like Meteor/ology -- that's a pinot gris whose label chatter links it to thunderstorms and global electrical circuits.During a visit to the tasting room, you can sample at least five varieties, occasionally with crackers."During the middle of the week, it's limited to what we have open," Ringert said. "On Saturday and Sunday, we always anticipate that several groups will come through, so we pretty much pour tastings of the entire spread."The experience: Take the 30-second walk from the tasting room into the winery operation and huge cellar to hear an explanation of the wine-making process. Here it's on a larger scale -- and with more impressive equipment -- than at many of south-central Idaho's other wineries.Hegy's South Hills Vineyard and WineryWhen to go: Hegy's offers tastings by appointment from early April until the end of October, then closes for the winter. Call 599-0074.Find it: It's at 3099 E. 3400 N. among Twin Falls farm fields; that's exactly four miles south of Kimberly Road on Eastland Drive, on the southwest corner.The backyard concrete winery has a small bar for tastings, and a pair of upholstered chairs. It's a friendly room -- a little like your buddy's garage -- and far from pretentious. You might find it cluttered with "cheap wine" kitsch and piles of cases. Don't bring along too many friends on cold days; there's room for about 10 inside the building at once.What you'll pay: Tasting is free.In your glass: For retail sale, Hegy's specializes in riesling, so there's just one wine to taste. And there's no food involved. But you'll get personal attention from Frank Hegy, the owner and winemaker.This fall, he hopes to add a cabernet and a chardonnay, from other vineyards' grapes.The experience: The 22-year-old operation is small but you can see it all, including the century-old, 2-ton Italian basket press. Hegy and his helpers do everything from an acre of vine cultivation -- supplemented by purchased grapes and juice -- through labeling, bottling and corking on site.Thousand Springs WineryWhen to go: Tastings are by appointment, year-round; 837-4557 or 420-2198, thousandspringswinery.com.Find it: 18854 U.S. Highway 30 (that's halfway between mile markers 189 and 188) near Hagerman. You'll find the big tasting room and its distinctive spruce-wood bar inside the winery, amid two riverside acres of vines nourished by drip irrigation and fish emulsion fertilizer.Once home to Black Angus, the winery is a converted barn, and its cooling unit is a former chicken coop. Now heavy timbers frame the entrance, and the tasting room is outfitted with antique doors, cabinets of local wood, classy metal fixtures, panels of art glass and Afghan rugs on a rough floor of stained concrete. The result is a destination that would be at home in anybody's wine country.What you'll pay: Tastings are free for small groups, or $5 pe迷你倉最平 person for groups of 10 or more.In your glass: Thousand Springs has four varietals hand bottled and corked on site, from its own hand-picked grapes and other local grapes: rose, chardonnay, syrah and merlot. Taste as many as you want. Almost always, visitors talk to Dr. Paul Monahan, owner and winemaker. No food here.The experience: "If they're interested, we do a little tour of the winery and show them how everything works," Monahan said. Watch for Hungarian oak barrels, a pretty paver patio near a cattail-lined koi pond, an orchard and a backdrop of Snake River Canyon rock.Snyder WineryWhen to go: Summer tasting hours -- June through September -- are 1-9 p.m. on Fridays and Saturdays, and 1-5 p.m. on Sundays, or other times by appointment; 543-6938. (When the winery switches to winter hours in October, Sundays will drop out of the regular tasting schedule.)You'll need appointments for wine-making tours and dinner reservations for the restaurant at Snyder Winery, formerly called Blue Rock. But you can just drop in for a wine tasting during restaurant hours -- and order desserts or appetizers, if you like. The tasting room and grounds are spacious; bring as many friends as you want."And spend the whole evening if you like," co-owner Russ Snyder said. The staff doesn't turn the tables during the course of an evening, so feel free to linger.Find it: You'll find this unexpected little gem at 4060 N. 1200 E., in farm country west of Buhl. Restaurant tables on a window-enclosed deck surround a sophisticated tasting room, and you'll find more in the garden. The tasting room is outfitted with leather barrel chairs grouped around a piano and fireplace, on a rug-warmed floor of glowing wood.What you'll pay: It's $5 for three tastes of about an ounce each.In your glass: Snyder Winery has eight wines to choose from, all made on site from its own or other Idaho grapes: riesling, chardonnay, white syrah, merlot, cabernet sauvignon, syrah, cabernet franc and a Big Wood River Red blend of syrah, cabernet sauvignon and cabernet franc. Claudia Snyder is co-owner and co-winemaker with her husband; she or a restaurant server will handle the wine talk.Pretzels and crackers are free, or you can order an hors d'oeuvre platter from the restaurant.The experience: Start your visit during daylight, because this winery's grounds are gorgeous. Think fountains, bridges, benches, lamps, lawns, streams, stone walkways, pretty pots, lavish flower beds, a rose garden. The newest addition is a pavilion sheltering patio tables.Holesinsky Organic Vineyard and WineryWhen to go: Tastings are noon to 5 p.m. Saturdays and Sundays, and by appointment on other days; 543-6940 or 420-9887. Even on Saturday and Sunday afternoons it's a good idea to call first, in case the facility has been rented for a wedding reception, class reunion or the like. An appointment for tasting also ensures a one-on-one experience with owner and winemaker James Holesinsky.The tasting room can accommodate about 10 people; there's outdoor seating for 50 in a garden overlooking the Snake River Canyon.Find it: To reach 4477-A Valley Steppe Drive, north of Buhl, watch for the vineyard's big sign on Clear Lakes Road; holesinsky.com.You'll find a low but welcoming building of stucco and brick studded with barrel ends. Inside is a sleek tasting room designed and lighted like a tiny art gallery. You'll stand at a bar of stained concrete. Outside, a weeping willow towers over a wooden deck, a fountain plays in a pond, and a stream intersects the rolling, boulder-strewn lawn.What you'll pay: A $5 tasting fee covers the first flight of five wines. Or pay $20 per person for an experience that includes in-cellar barrel tasting, cheeses paired with individual wines and more attention from the winemaker.In your glass: The first flight consists of Purple Octopus syrah, Fat Men merlot, Della's Ghost riesling, Vortex chardonnay and Pink Unicorn rose.The $20 tasting introduces a variety of private reserve wines. Holesinsky's single-barrel releases include a seven-varietal red blend, a tempranillo, a malbec "and some other surprises," he said. "That's our new thing -- small-lot releases."The experience: During a tasting, you can tour the newly built underground wine cellar and wander the canyon-rim site with its year-round waterfalls.Novice home winemakers interested in learning about harvest can pay a consulting fee to come back in the fall for hands-on experience with Holesinsky.Carmela VineyardsWhen to go: Tastings are seven days a week, year-round: 10 a.m. to 9 p.m. Mondays through Saturdays, and 10 a.m. to 8 p.m. Sundays. Carmela makes all of its wines from Idaho grapes -- both its own and grapes from small southern Idaho vineyards.The newest release is Wine-A-Rita, Carmela's summer wine. It's a $13.99 chardonnay blend that pairs well with chicken. "It has a little bit of a margarita flavor, and we're going to put it over ice with a bit of lime," bookkeeper Yvonne Decker said.For a tasting, you'll choose five wines from the list of 18 -- staff recommends three reds, a white and sweet -- and get crackers with your wine. An employee (perhaps manager Domonique Sykes) will handle the wine talk.The experience: Behind the tree-lined entrance you'll find the most developed and tourist-friendly of south-central Idaho's wineries -- and the least personal.It's a wedding-worthy setting: Landscaped grounds and 30 acres of vineyards (labeled by variety) surround the winery on a slope overlooking the Snake River. 龍灣大橋通車加速西樵新型城鎮化步伐今年的中秋節是值得西樵人銘記的日子——期盼了7年多的龍灣大橋當天正式通車。在人月兩團圓的傳統佳節,儲存西樵,這個一直被認為“地處偏遠”的南海西部重鎮,也與禪桂中心城區“團圓”了。 西樵江河密佈,滔滔的江河水哺育了6000年前的“雙肩石器文化”,也締造了桑基魚塘和絲織業的繁榮;但是,隨著主要交通方式的轉變,大江大河如今卻成為其與佛山中心城區的天然屏障。因此,橫跨北江支流飛架南莊與西樵的橋樑成為西樵人共同的期盼。 沒有隆重的儀式,沒有鑼鼓的喧囂,通車當天,自發聚集而來的西樵居民紛紛用相機定格這一歷史時刻,用汽車鳴笛表達自己暢快的心情。龍灣大橋將給他們的生活帶來新的便利,也將為西樵掀開新的發展篇章。 提速新城建設,打造“5A家園”“龍灣大橋的開通,對聽音湖片區和西樵的新城區影響尤其大。”西樵鎮委書記梁全財說。 7月底,聽音湖文旅RBD投資環境推介會在西樵召開,聽音湖片區首次正式對外亮相。“山上觀音、山下聽音”,在聽音湖片區規劃建設之後,一個山上與山下聯動的“文翰樵山”新景觀格局,已經呼之欲出。 新開通的龍灣大橋經崇民路連接樵高路,向西溝通樵山大道,將引導交通快速通達西樵山北門,還和正在開發建設的聽音湖片區對接,這將有效加快外界與西樵山周邊景區的溝通和聯繫,有利於加快提升聽音湖、國藝影視城和漁耕粵韻等重點項目開發和建設。5A西樵山和聽音湖與禪桂中心的“時間距離”將被大大縮短。 對於西樵自身而言,從“山上”延展到“山下”,是西樵一次很有象徵意味的戰略舉動。這不僅是西樵景觀格局的一次再完善,旅遊資源的一次再整合,更體現在西樵產業、城鎮布局的再塑造。 從南莊跨過龍灣大橋,就到了西樵的新城區。下橋轉入樵金路,新西樵客運站、新西樵醫院、大型商貿綜合體、高檔住宅等相繼映入眼簾,一座生機勃勃的新城正在崛起。 西樵的新城區是相對於官山城區而言。隨著社會經濟的迅速發展,作為西樵中心城區的官山城區逐漸從原本的“依山傍水、風光無限”變成了“山水相夾,舒展不暢”,低矮密集的建築、雜亂無序的馬路廠房,與近在咫尺的西樵山風景名勝區格格不入。 因此,早在十來年前,西樵就著手謀劃跳出官山城區,往崇南方向依北江流勢籌建新城區,謀求更廣闊的發展空間和更科學的城鎮化。龍灣大橋的規劃和建設,加速了打造新城的步伐。 隨著新城區的逐步完善,陸續吸引居民前往定居,大大緩解了官山老城區的壓力,釋放了新的發展空間。西樵借力各級投資完善交通路網,治理河湧汙染,美化官山城區,興建新的旅遊配套設施。在西樵山榮膺“國家5A景區”稱號的同時,山腳下的這片新城也正朝著“5A家園”的目標邁進。 屆時,西樵將不僅僅是一個旅遊景點,還將是一座旅遊新城。 注重變革創新,傳統產業煥發新機產業是城市發展的基礎。在探索新型城鎮化的道路上,西樵一直緊抓自身兩大支柱產業:紡織和陶瓷。 西樵紡織經過多年的發展壯大,湧現出一批走特色路線、具備較強研發創新能力的現代龍頭紡織企業。西樵已形成原料、織造、染整一條龍的紡織產業鏈體系,年產各類紡織面料10億米,是我國第二大紡織品生產和銷售基地。憑借“千家廠、千家店、萬台機、億米布”的雄厚紡織產業基礎,西樵已成為在國內外都具備較大影響力的專業紡織產業集群。 然而,在大力提倡低碳環保和高科技的當下,紡織這種傳統產業如何轉型升級? 27年,儲存如何管理好一座大學禮堂陳菊弟,1952年生,上海人,在相輝堂做了27年的管理員,有時候,學生會請他給正在排練的戲提提意見。 晨報記者 楊眉 1981年的秋天,陳菊弟(左二)剛剛來到複旦大學的綠化組,他挺喜歡這份工作的。/受訪者供圖相輝堂二樓,陳菊弟以前的辦公室。有活動的時候,這個房間又變為學生的化妝更衣室。/晨報記者 楊眉 星期日周刊記者 顧箏 2009年,複旦大學相輝堂,學生們上演話劇《暗戀桃花源》。海報上說,會有一個神秘人物加盟演出。 那會是誰?大家交頭接耳,暗暗猜測。 演到最後,一個中年男人走上舞台,問:“你們怎麼還沒排練好? ”“是陳堂主啊。 ”相熟的同學在舞台下會心地笑起來。 陳堂主,便是在相輝堂做了27年的管理員陳菊弟。 27年來,他第一次在舞台上演他自己。戲中,他說了一句台詞:“5分鐘,5分鐘,我這輩子有多少個5分鐘。 ”7月中下旬,我們拜訪了這位大學禮堂的管理人。 採訪的那天,陳菊弟帶我們重回了相輝堂,這是他去年退休之後第一次回去,“在這裡,有很多記憶,我什麼都能回顧。但不管做什麼,人都會要離開自己的崗位。 ”複旦學生的紅毯畢業典禮,陳菊弟是高票當選的嘉賓7月18日,學生們開始享受暑假時光,複旦大學的校園內,有一種寧靜。 天氣很好,陳菊弟站在食堂門口等待。他中等個子,人比較壯實,短袖T恤束在西褲內,穿著打扮和前一個月走“紅地毯”的時候風格相似。 6月25日,是複旦大學的畢業晚會。這次畢業晚會,由學生提名和投票選出紅毯嘉賓,陳菊弟高票獲選。 接到邀請電話時,他很吃驚。作為相輝堂的管理員,畢業典禮陳菊弟看過好多年,但他沒想到一個普通工人也可以走上紅毯。 為了參加這場特殊的儀式,陳菊弟特意買了新衣服——帶領子的T恤衫,還提前一個多小時到達會場“熱身”。 “那天我很緊張啊,路都不會走了。”他自嘲。他的樣貌打扮看著都顯年輕,看上去四五十歲的樣子。其實他61歲,進複旦大學後勤部工作滿31年,去年剛剛退休。 我們沿著校園內的林蔭道往前走,路上相熟的人和他打招呼,“堂主,今天怎麼過來了?”“記者要採訪,帶她去看看相輝堂。”陳菊弟擔任相輝堂管理員整整27年,學生和同事們給了他一個別稱——“陳堂主”。“那些是電工班的人。”他介紹說。 很快就走到了相輝堂,這座1947年初夏在廢墟中拔地而起的兩層樓老建築,一直以來都是複旦師生集會和舉辦活動的重要場所。這個暑假它被封閉起來,等待修繕。 陳菊弟熟門熟路地走到後面的一扇小門前,拿著借來的鑰匙打開門。過去的每一天早上七點多他都騎著自行車(近幾年改成電動車)從家里出發,十多分鐘到達這裡後把車停在樓梯下方,然後就打開門,開始上班。 正準備修繕的相輝堂內蒙著一層灰,有一種許久不用的凌亂和破敗。這是陳菊弟自退休之後第一次進來,二樓的一個大房間曾是他的辦公室,學生會來這裡向他遞交相輝堂的使用申請。有活動的時候,這個房間又變為學生的化妝更衣室。 樓梯口有一個才幾平方米的小房間,有自來水有熱水瓶,一根晾衣繩上還掛著陳菊弟當年穿的工作服。“在相輝堂開大會的時候,我就在這裡燒水泡茶,準備好之後放在主席台上。咦,這根橫樑怎麼還在這裡?”陳菊弟看到了角落里倚牆而放的一根棍子。“這是什麼?”“那次研究生們演一個話劇,是五十年代的那種戲。他們向賣老式家具的店里借了一張床,後來把床的這根橫樑落在這裡了。我給劇社的學生打過好多次電話,讓他們來拿,可他們一直說沒空,沒來拿。”星期日周刊記者(以下簡稱“星期日”):堂主,我挺好奇的,作為一名禮堂的管理員,每天是怎麼工作的?這種幫學生保管失物,也是你工作的一項內容? 陳菊弟:是啊。每次活動結束,打掃的時候我都要撿到很多東西,照相機、手機、手錶、飯卡、演出服、鞋子、襪子……什麼都有。我把這些東西收集起來,一一登記好,然後放在抽屜里等學生來認領。領東西之前,我會查看一下他們的學生證,做個記錄,如果是同學來代領的話,就要打電話做確認。 星期日:我是為找“服務上海三十年”的人而來採訪你的,你怎麼看這個? 陳菊弟:其實沒什麼好寫的,這只是我的工作而已。工作做不好,到哪裡都不行的。我怎麼能叫“服務上海”呢?我最多是為複旦大學,為學生服務而已,不好說這麼大的。為上海服務的人很多,很多人做的事都是看得到的,我只是在這裡開門關門掃地,誰不會做?只是這個工作找到了我,我就想我應該怎麼做好,不要出任何事。這三十年就這麼過來了,我覺得我對學校和學生也負責了。 星期日:今天你在退休之後重回相輝堂,有什麼樣的感覺? 陳菊弟:你說要採訪我的時候勾起了我很多往事,在這裡我什麼都能回顧,有很多記憶。不過這禮堂對我來說已經是過去的事情了,我不可能一直在這裡,不管做什麼,人都會要離開自己的崗位。 年紀輕輕,掃地開門也沒啥,就是太孤單了陳菊弟開始擔任相輝堂的管理員,也是離開了自己以前的崗位。 1981年,29歲的知識青年陳菊弟頂替父親,進入複旦大學後勤部工作,一開始,他被分配在綠化組。 星期日:在綠化組要做什麼事情? 陳菊弟:日常工作要鋤草、修剪,有的植物要修成圓的,比如瓜子黃楊,有的一排植物要修成一樣平,不能這邊高,那邊低,都要靠自己手上掌握。 星期日:你怎麼學會做這些? 陳菊弟:有師傅帶的,他們會親手做一遍,我就在旁邊看,看了之後再模仿操作。剛開始修剪的時候,我修剪第一棵植物,一般會剪得高一點,這樣萬一後面剪得不一樣齊了,還有餘地可以修,還能達到一直線。到現在,給我一把剪刀,我還能把一棵瓜子黃楊修成一個圓球。這些日常工作都還是比較簡單的,我覺得比較難的是挖樹。一群人一起工作,一棵樹的直徑、半徑多大,要怎麼挖,都要考慮。 星期日:挖樹也有技巧? 陳菊弟:樹坑挖得太小了,根部斬掉太多,就容易死。挖得太大了,根部留得太多,你搬不動,而且沒有這個必要,所以需要計算出一定的尺寸。尺寸計算好了,畫出一個圓圈,大家就要在這個圓圈的位置上挖,是要一點點斜著挖進去的,以免把樹根挖壞了。挖樹也很有時間講究,你注意一下,現在這種季節是看不到移樹的。 星期日:夏天不行?挖了樹要死掉嗎? 陳菊弟:在挖樹的時候,樹的一些老根須是被捨棄掉的,移出來剛種下去的時候,根須還沒長出來,得靠樹裡面的養分供給樹生長。夏天陽光足,太陽曬了水分蒸發,靠根須吸水又慢,這樣樹肯定種不活。所以移樹一般都是在春天,開春了,雨水多,太陽不烈,樹能慢慢生長,等到兩個月後夏天來了,根須已長好,就能對抗酷暑了。 星期日:綠化組,其實是很有技巧的,學習這些技巧對你來說難嗎? 陳菊弟:在農村的時候我就有這方面的知識了。當時在綠化組工作的時候,有的同事會說很累,可是對我來說,在這邊工作一天還不如我當時插隊落戶在黑龍江工作一小時呢。我們幹活要鏟地,要收割,那時候還沒有機器呢。一個上午鋤草鋤不到頭,因為一條壟就有三里地,而在綠化組挖一棵樹才幾鍬而已。有過去十年在黑龍江農村的工作經驗,到綠化組工作後,很多東西,老師傅一講,我就知道了。其實這些東西,只要有心,自己肯學都是可以的。 星期日:你是有心、肯學的那種人? 陳菊弟:單位派我工作,我不知道能幹多長時間,幹不好,學不會,我以後到什麼地方找工作?吊兒郎當的,不愛學習,人家一棵樹能挖好,我如果挖半天都挖不好,還挖得亂七八糟,把樹都挖死了,人家會怎麼說你?那時候我們年紀輕,在農村也鍛煉過,就想好好地幹,想好好幹一輩子。這就是生活,我是要靠這份工作生活的,幹不好,到時候工資拿不到,人家不用你,把你辭退了,那怎麼辦?你總歸是想在一個單位幹好的。 在綠化組工作了三年,有一天領導對陳菊弟說:管相輝堂的老師傅要退休了,你去接他的班。“我在綠化組幹得好好的,去相輝堂幹什麼?去那裡我又能做什麼?”他滿心不樂意。 可是這是一項人事調動,對於陳菊弟的情緒,領導讓他回去考慮兩天,想通了再來。陳菊弟最後的決定是:“去就去吧,到哪裡不是幹?”陳菊弟還記得他去報到前不久,美國時任總統里根訪問複旦,在相輝堂做了場演講。當時為了迎接里根的到來,相輝堂內築起了斜坡,並換掉了使用了三十多年的長條椅凳,改成一張張嶄新的座椅;頭上的大吊扇也被空調代替,相輝堂成了全國高校里第一家擁有空調的禮堂。 去相輝堂做什麼,陳菊弟不知道。“你去跟著師傅學就行了。”領導告訴他。 進了相輝堂,陳菊弟問師傅,才知道了管相輝堂要做的事情是——掃地、開門關門、安全管理。 星期日:你來到相輝堂工作,最初的感受是什麼? 陳菊弟:我感覺太失落了,在哪幹都挺好的,到這裡邊來,而且幹的是掃地工作。工作倒是不怕,掃地、開門也沒什麼。但想想我年紀輕輕的,就要在這裡工作,心裡肯定有點想法。而且我感覺,這個工作,太孤單了,就我和師傅在一起。 星期日:師傅是怎麼樣的人? 陳菊弟:挺忠厚老實的。 星期日:你們兩人在一起工作,這種孤單的感覺是從何而來的? 陳菊弟:我們兩人在一起總要說說話,因為找不到人,你再不講點笑話,就會很鬱悶。可說實話,我和師傅年齡相差太多,我們兩人沒什麼話好說。他和我父親是相識的,就和我講講父親的事情,再講講我,叫我好好幹,說在哪裡幹都是一樣的。師傅告訴我這個地方也是很重要的,因為是學生的主要活動場所。那時複旦大學也就這麼一個大禮堂,開會、做報告、上大課都在這裡。時間長了,看著也挺熱鬧,我要做的事情也挺多的。 “陳堂主”的規則 陳菊弟被學生稱為“堂主”,有一部分原因是因為到了相輝堂地界,一切都得聽他的。 很多學生社團都會到相輝堂來舉行活動,在前期溝通中,陳菊弟會很明確地告訴他們:“哪些你們能做,哪些你們不能做。”複旦大學畢業生邢悅還記得2000年去和陳菊弟接洽場地的情形。那時他是複旦大學球迷協會會長,當時正值歐錦賽,協會想提供一個集體看球的場所。活動經過學生會審批之後,團委的老師對他說:“你去和相輝堂的陳堂主溝通一下場地使用的情況。”這是邢悅第一次見到陳菊弟,當他把活動的情況介紹之後,陳菊弟提了很多規則,有一條,邢悅至今印象深刻——不能大聲喊叫。“他說相輝堂是木質結構,時間久遠,別把它喊塌了。”由於有時差,看球都在晚上10點開始,有時看到凌晨兩點,有幾次是通宵,到早上六點半。邢悅記得,雖然陳菊弟一開始定了嚴格的規則,但實際操作過程中還是比較人性,他對於球迷激動的喊叫也能理解,只是在聲音實在太大的時候會提示大家輕一點。 這就是陳菊弟最日常的工作,協調出借場地,管理這個迷你倉地,然後在活動結束的時候打掃、關門。“後來收尾總是他收的吧,我們沒有鑰匙的。”邢悅說。 星期日:相輝堂的管理工作,我想和綠化組一樣,也是有技巧的,它不只是掃地、開開門這麼簡單吧? 陳菊弟:一開始是這樣,沒什麼技術的。掃地大家都會掃,但掃地就是掃得好壞、掃得快慢、掃得幹不乾淨的問題。以前我掃地很慢的,後來自己摸索摸索,掌握了要領之後,就掃得很快了,整個禮堂我一個人掃地只要兩個半小時。 星期日:怎麼掌握的技巧? 陳菊弟 (拿起掃帚和簸箕):我喜歡蘆花掃帚,相輝堂座位多,蘆花掃帚軟,角角落落都能掃到。我給你演示一下。相輝堂內共有970個座位,左、中、右各一列,中間那列共有34排,每排10個座位,左右兩列各有35排,每排9個座位,共有4個走道。 一開始的時候,我從第一排的左邊掃到右邊,垃圾聚集在中間的走道里,再從後一排的右邊掃過去,垃圾又聚集到邊上的通道,全部掃過之後,垃圾堆得到處都是,我再把它們集合起來。掃完整個禮堂,一上午時間用去了,而且很麻煩,我想這樣不對,就自己動動腦筋。現在我掃地的辦法是,對於左右那兩列,我先把第一排的垃圾往後一排推,然後從第二排的邊上開始掃起,把這兩排的垃圾聚集到中間走道,然後再重複,把第三排的垃圾往第四排推……這樣的好處在於,最後所有的垃圾都聚集在中間的兩個走道中,歸攏起來很方便。有時我早上打掃禮堂的時候,已經有學生在排練了,那麼我就提醒學生,請他們走邊上的走道,留出中間的走道給我,那麼垃圾也不會被踩得到處都是了。 星期日:琢磨出了辦法,掃地的時間比以前減少了,這就是你每天的打掃任務? 陳菊弟:掃完禮堂之後,還有廁所、樓梯都要打掃。廁所以前沒有自動閥門,只有一根拉繩用來沖水,而且在最後一個蹲坑位那裡。有時學生用了廁所之後忘記沖,聚集多了,就容易堵塞。後來用了自動閥門之後就好多了。 星期日:自動閥門是你自己裝的? 陳菊弟:不是,我叫修建科來裝的。我讓他們幫忙按一個自動閥,水箱里的水滿到一定程度,就會自動沖水。不過水不能放太快,太快太浪費,把水放小一點,一般是20分鐘左右,水滿了以後就沖了。 星期日:大家叫你陳堂主,知道你管著相輝堂,但具體每天在做什麼都不知道,其實是有很多細節和門道的。 陳菊弟:這就是在工作當中一點一點摸索,做了多長時間摸索出來的我不知道,反正工作上面的事情就靠每天這麼幹幹出來的。其實摸索出來,對我自己是有好處的,工作時間短了,禮堂也打掃乾淨了。如果我一直打掃得很慢,學生已經來排練走台了,我還在打掃,又要管著他們,這是很有衝突的。我一定要在演出之前把禮堂弄乾淨,這樣學生或觀�進來,看到一個乾淨的面貌,內心才會高興,否則進來看到那麼髒,心情也不好。 就像邢悅所記得的,每次學生來租借相輝堂的場地,陳菊弟都有很多規則。“我是越做越怕。”年輕的時候,學生活動要借場地,陳菊弟還覺得很有趣很好,做的時間長了,瞭解的各種安全信息多了之後,他就怕自己管理的相輝堂著火,越發不敢掉以輕心,“相輝堂是木質結構老房子,一個疏忽可不得了。”當學生社團來向陳菊弟租借場地時,陳菊弟首先會問他們:“你們的活動準備怎麼做,有沒有外面請燈光師來,如果請了,他來的時候務必叫我一聲。”因為陳菊弟必須要和燈光師進行溝通,告訴他各個插座能負荷的安培數是多少,請他們安裝合適的燈泡,同時嚴禁他們在非常靠近幕布的地方安裝燈泡,以防無法散熱而導致著火。關於電的使用,陳菊弟會和學生不斷地進行溝通,他雖然不是電工,但在電工來維修的時候總是請教,所以他對相輝堂內的電路都非常瞭解,知道學生要用什麼樣的電,該提供什麼樣的開關。“地燈會有鐵架子,我會要求他們再用磚頭墊著,不能直接架在地板上,因為地板上有油漆,時間長了容易化掉會破壞地板,也容易引起火災。這些並不是我剛工作的時候就會的,是工作經驗告訴我的。”學生爬上木梯,要搭橫幅。陳菊弟說:“你這樣危險,我告訴你怎麼搭。”他給學生一根長的竹竿,用繩子綁在橫幅的上邊,綁好之後兩邊一拉就升上去了,而且橫幅的中間也不會耷拉下來。碰到要在舞台上空掛東西,陳菊弟也不讓學生爬高,他自己拿出一個鋁合金的升降梯,自己爬上去掛。這個梯子是後來添置,添置的物品還包括10多米的電線,用來連接電腦和投影儀,還有各種接線板等。“我們提供了場所,也要提供一些相應的設備,否則有些東西學生買了用一次也用不上了,浪費。”學生們頗為佩服這個有經驗的陳堂主,有時會叫:“堂主,你幫我們看看這部戲,給我們提提意見。”有些事情,是陳菊弟嚴令禁止的。學生要在座位上貼上座位號或名字,用雙面膠貼,陳菊弟馬上讓他們撕掉,因為雙面膠貼上之後再撕掉,會留下痕跡。陳菊弟教他們用透明膠貼,有時貼在幕布上的字,就用大頭針或別針別起來。相輝堂內不能有明火,有一次學生畢業典禮買了一個大蛋糕,在上面插上蠟燭。陳菊弟說:蠟燭不能點。學生有點不明白,點在蛋糕上,有啥關係?“明火在相輝堂裡面,在舞台上絕對不能有,你在這裡就要聽我的規矩。”陳菊弟對於這些安全規則是非常堅持的。 相輝堂的閣樓,陳菊弟演示如何使用電影放映機。以前每逢放電影,陳菊弟要跑上跑下忙一晚上。但他喜歡這種忙碌,喜歡禮堂里坐滿時而安靜時而歡笑的學生。/晨報記者 楊眉□1977年前後,在黑龍江嘉蔭縣插隊,建設當地水電站。今年8月初,退休後的陳菊弟又回到那裡去看看。/受訪者供圖 星期日周刊記者 顧箏 上接B8、B9版 “一個人,太孤單了。”剛開始做相輝堂管理員的時候,置身在有著970個座位的禮堂內,陳菊弟的心裡空落落的,孤獨感一點點在心裡冒出來。 還好,熱鬧漸漸來了。 陳菊弟指著相輝堂邊上的一個小房間說:“那時,碰到要放電影的日子,這裡就是賣票處。掛出牌子,寫上放映時間、片名。”一般是五點半的電影,早早就會有人來排隊買票了。“那時候我們放電影很勤的,一個星期要放兩場。”陳菊弟的放電影技術,是在管了相輝堂之後向師傅學的,學了幾次,後來就由他來操作了。 相輝堂的電影放映機是1970年代的老機器,松花江牌,我們爬上閣樓上小小的放映室內,看到那兩個機器還沉默地矗在那裡,積滿了灰。 星期日:放電影你是怎麼學會的? 陳菊弟:師傅教的。他演示一遍,告訴我片子如何銜接,片頭片尾怎麼處理,他教一遍我再自己試一遍就會了,那時我們都是互相教的。 星期日:那時碰到要放電影了,你要做些什麼事情? 陳菊弟:下午我要先把片子拿出來放在機器上先倒片,檢查之後裝好。那一天我就不回家吃飯了,早早地在食堂吃好晚飯。5點左右我就走入操作間,把電影放映機預熱,打開音響放音樂,檢查機器,裝好片子。一切準備工作做好之後,我就走下操作間,5點10分開門檢票了,學生陸陸續續進來,我再查看一下安全問題,順便做領票員,把學生領到自己的位置上。 電影放映前,我會再檢查一下禮堂,看看有沒有安全隱患。之後我就走進放映室,準備放電影。最初是完全手工操作的,需要兩個人一起放,一人控制一台機器,放上電影膠卷。最初一盤膠卷只有10分鐘,到快放完時,機器會有信號提示,這時另一個人要趕快把另一個機器上的膠卷準備好,銜接好,以保證電影情節順利往下走。電影膠卷最後有一個黑點,如果下一個沒銜接好,觀�會看到一個黑點晃過,然後再看到接下去的內容。 星期日:我就記得小時候看電影的時候,有的時候電影會出現一段空白呢。 陳菊弟:那是放映員不專心,接片接得不好。前一盤膠卷從信號出來到結束,只有10秒,後一個準備的人得很專心,否則就會出現接片不好的問題,出現誤差。後來電影放映機技術有了革新,由電影公司的人來把機器改裝成半自動的,一盤電影膠卷,增長為20分鐘,這時就由我一人來操作機器了。電影放起來的時候,我總還要抽空到禮堂里看一下,看看是否有人抽煙。自己估摸算著10多分鐘了,再跑回放映室處理片子。如果看到片子有壞掉的地方,還得再處理一下。 1980年代,電影放映機可沒有積灰的時間。可是到了1990年代,電影就放得少了,一周才一次。再後來,學生有了更多看電影的渠道,相輝堂電影院也漸漸落寞了。完全不放電影,陳菊弟記得是在2005年複旦大學百年校慶前後。“電影不放了,好像少了樣東西,變得有點單調了。以前那些放電影的日子可是很興奮的。”“你在相輝堂,最想做的事情是什麼?”“我想在這裡看一部完整的戲。”陳菊弟在相輝堂內找了個位子坐下,“喏,這個位子是看演出最好的位子了,六排中間。”星期日:你想看一部怎麼樣的戲? 陳菊弟:我想看一部有意義的戲……我也不知道看哪部。 星期日:什麼對你來說是有意義的戲? 陳菊弟:就是那種描述在生活中碰到挫折,然後創造自己,同時講述人和人之間如何真誠接觸、交流的戲。我覺得現在社會中人和人的關係沒有誠信,很多人並不是想著如何把工作做好,而是勾心鬥角。 星期日:你對現在社會的人際關係似乎有點失望。你管相輝堂管27年,雖然只是管著一座禮堂,但在禮堂里不同的戲上演過,不同的人登場過,和你打過交道,我不知道在這幾十年的變化中,有什麼讓你印象深刻的事嗎? 陳菊弟:1980年代,活動還沒有那麼豐富,演唱會什麼的都還沒有呢,學生活動只是話劇和舞蹈。那時的學生很樸素,真實,做事也很誠實。他們來借只禮堂的時候對我很尊重,說話客氣。排練的時候他們往往還帶著書,抓緊休息的時間看書或看劇本。我和他們很談得來,有時間交流的時候他們會告訴我自己是從哪裡來的,讀書之後想怎麼發展,人生想朝哪個方向走。我感覺那時的人和現在的感覺不一樣,和他們相處心裡很踏實。1990年代,我和學生說話就沒以前多了,我怕說錯話。那時開放速度很快,大家的思想都不一樣了,很多事情,我們的看法會有不同,他們會反駁我。1990年代,學生辦了很多社團,活動也漸漸地多了起來,以前從沒有過的時裝表演也有了。 進入新世紀之後,活動更多了,還有很多大型活動,學生會請外面的個人或團體來演出。給我的感覺是,好像不用讀書的,一直在搞活動。禮堂很忙的,幾乎每天不閑著,有人來走台,有人來彩排,有人來進行舞台佈置。我也很忙,安全工作抓得很緊,這時的學生就像小孩一樣,要父母管著。 星期日:聽上去各個時代都有不同,那你留戀很忙的禮堂,還是相對安靜的禮堂? 陳菊弟:我留戀忙碌的時候,這樣有精神。如果禮堂總是空空蕩蕩的沒什麼意思,熱鬧的時候能看到東西,能學到東西,心裡是快活的,不是死氣沉沉的,管著東西如果沒有精神那就沒意思了。當然,如果忙碌的時候還能加上1980年代的那種人際交往那就完美了。 儲存倉

When defects show up, fixing them can be a headache – who is liable, and who pays?Address the problem as soon as possibleFixing defects in private condominiums seems a simple procedure at first glance but it can be a frustrating process that leaves owners feeling like they are banging their heads against a brick wall.儲存Tricky issues surface, like mould on a damp wall: Who is to blame, who pays, when do legal safeguards kick in and when do they lapse?Recently at The Sail in Marina Bay, an underground water pipe burst and in the past week, three glass panels shattered. The development was completed in 2008.At Sentosa, the three-year-old condominium The Coast had reports of flooded staircases and a rotting timber pool deck.These are not isolated cases. Previous incidents include a leaking basement carpark at the eight-year-old Emery Point in Tanjong Katong, and cracks in the plaster at the 15-year-old Seasons Park in Yio Chu Kang Road.More defects nowadays?Defects, which can range from water leaks to electricity problems and termite infestations, can often leave developers, residents and the estate's Management Corporation Strata Title (MCST) at loggerheads over who is liable for the defect.This is especially so if it is not immediately obvious whether the problems are caused by poor workmanship, routine wear and tear, neglect or other factors.Experts say the growing number of condominium projects built by possibly untrained foreign workers has likely led to more building defects arising. However, the Building and Construction Authority told The Sunday Times that there "doesn't seem to be an increase in the number of complaints" about building defects this year compared with previous years.Liabilities and warrantiesDevelopers are legally responsible for fixing any defects found in individual units and common property for 12 months after the unit is handed over. After that point, its liability expires.The Real Estate Developers Association of Singapore (Redas) said developers usually provide warranties for different components of a project. For instance, external painting works usually have a warranty of five years.These warranties are usually managed by a project's MCST.Regardless of the warranties, defects that show up after 12 months can land in a grey area, said Mr Jimmie Ling, chief executive of the Association of Management Corporations in Singapore."Why should the MCST cover the cost of fixing a defect if it's found to be due to the developer?" he asked, noting that it could take up to five or six years for latent building defects to surface."For some aspects such as kitchen appliances and flooring, under normal usage you should be able to see any defects within one year."But there could be material defects that the naked eye can't see. The MCST can't do much abou迷你倉 maintaining embedded pipes, for example."Mr Ling also said that the later a defect is found, the harder it usually becomes for residents or MCSTs to get developers to fix it as they claim "fair wear and tear".Building experts pointed out that the root cause of a building defect may not be immediately obvious. A water leak, for instance, could be due to an unsuitable building design, shoddy construction or insufficient maintenance."Some designs are imported from Mediterranean countries, for example, and may not be suitable here. They may have short roof eaves and bay windows protruding... which can lead to water seepage problems," said Mr Chin Cheong, managing director of building quality surveyor Building Appraisal.Another building surveyor said he has seen water leaks caused by clogged drains, which could have been prevented by regular maintenance."A lot of complaints could have been avoided if the place had been better maintained. MCSTs are reluctant to arrange planned preventive maintenance," added the surveyor, who declined to be named because he is acting for parties involved in a court dispute over building defects.In general, the more complicated a project, the higher the chance that something will go awry at some point during the construction, experts said."Developers have little control over the construction process. Construction takes months and there are so many permutations of what could go wrong," Mr Chin said.Going to courtA statute of limitations states that developers cannot be sued 15 years after a building is completed.Lawyers said that if there are defects in the unit or common property, homeowners or MCSTs typically have six years to sue developers beginning from the project's completion date.WongPartnership lawyer Christopher Chuah said that if homeowners want to sue after the first six years over a "latent defect which could not have been discovered at the date of completion by reasonable inspection", they still have three years from the earliest date that they could have "reasonably" found out about the defect.But he pointed out that there is an "overriding" maximum period of 15 years after the completion of the development to sue developers.Homeowners who find defects in individual units cannot sue MCSTs as these bodies are responsible only for maintaining and repairing common property.Another issue, lawyers said, is that homeowners who bought the unit on resale have no right to sue the developer for breach of contract."As the sale and purchase agreement is concluded between only the developer and the direct purchaser, only the direct purchaser can sue the developer for breach of contract," Mr Chuah said.Someone who bought a unit on resale would have to sue under tort for breach of duty instead.melissat@sph.com.sgAdditional reporting by Walter Sim儲存倉
