The hypocrisy of a crime that is not a crime
A Hong Kong court .迷你倉將軍澳.. ordered US hedge fund Tiger Asia Management and two senior executives to pay more than HK$45 million to about 1,800 investors for insider dealing of shares in two Hong Kong-listed mainland banks in 2008 and 2009.SCMP, December 21I wonder what it feels like to stand up in court and plead guilty to a crime that you know is a not a crime, that only regulators with scant familiarity of the industry they regulate could ever dream of as a crime.What does it feel like to have your lawyers tell you that you have no choice, that this just happens to be the way the law works, that justice has nothing to do with it and that you can expect little sympathy from a judge who may also not understand and is in any case hemmed in by previous rulings?The helpless rage it must produce was the lot last month of Bill Hwang and Raymond Park, the two senior officers of Tiger Asia who admitted insider dealing. It saved them from a possible prison sentence, which is the only reason I think they did it.The miscarriage of justice here was occasioned when Tiger Asia was called by a corporate financier with an offering of a share placement in a mainland bank.In order to help it make its decision on whether to accept the offering, Tiger Asia was given details of the placement, which were not made known to the entire market. It reviewed what it was told and, rather than buy, it decided to sell the stock.This, says the Securities and Futures Commission, was dealing on inside information.Let’s parse this muddled thinking. If indeed the placement details that the corporate financier gave to his clients constituted inside information then it should have been illegal to take advantage of it in any way, either by buying or selling.Clients who bought the stock had the advantage of privileged information not made available to the overall market. This conferred on them a benefit that other investors would also have found useful in deciding whether or not to buy the stock.If, however,倉our regulators hold that this particular piece of inside information was not inside information when buying the stock, how can they then hold that it was inside information when selling the stock?It has to be either one or the other, none of this have-your-cake-and-eat-it-too fantasy.If it is inside information then no one who is given it should have been allowed to deal on the basis of it. If it is not inside information then anyone should be free to buy or sell on it as they wish.To evade this obvious flaw in its reasoning, the SFC has argued that Tiger Asia agreed with the corporate financier not to deal in the shares after being told the placement details.I’m sure it’s true. It is standard practice and the fact that Tiger Asia then broke the agreement might give the corporate financier grounds to sue Tiger Asia in court.But this is between the corporate financier and Tiger Asia. It does not magically make inside information out of something that was not inside information before. It has nothing to do with the SFC and just muddies the waters.What we have here is investment banks that like to collect underwriting fees without underwriting. Led by New York practice, they have long got away with this form of having their cake and eating it too.When putting their signatures on a share placement underwriting, they first sell all the stock by calling their clients for “expressions of interest”. The clients naturally want to be told a little about what they are buying and won’t be fobbed off with useless information.The whole business of share placements is thus now based on providing inside information to select investors and this practice is fully condoned by the SFC.But, obviously, these placements might not go so well if the beneficiaries can also sell the stock on the basis of the inside information they get.So now we have an SFC in cahoots with investment banks to make it inside information if people sell but not if they buy.What hypocrisy.jake.vanderkamp@scmp.com24小時迷你倉

論日本企業ソ死因 專訪Sony前CEO及主席出井 申之
「若要我對日本企業說一句話,mini storage我會說:不要回頭。(Don't look back.)」經綸國際研究院舉行的「亞洲全球對話」中,出井伸之向�台下觀眾說。這個是他對日本電子企業的期望,也是他做人座右銘。 出井伸之是Sony第四任會長,也是該集團在九十年代叱吒一時的舵手,身兼CEO帶領Sony走過最光輝的年代,也見證�這間日本電子巨擘如何由雲端掉下來,一沉百踩。他曾被《財富》雜誌選為亞洲最具氣勢管理層第二位,同年又被《Businessweek》批為「年度最差CEO」。年屆七十的他,離開舊主後生活依然精采,專門幫助日本科技Startup公司發展,談起最新科技時比起很多後生仔更前�。「我想要扭轉日本企業文化,我們要更多創意!」在訪問他如此道。 訪問前夕,剛剛傳來Sony的遊戲機Play Station4(PS4)賣個滿堂紅的新聞,在推出首三周全球已賣出超過200萬部。Playstation是出井在Sony時代的心血,如今跟他說起PS4的銷路,他卻一點也不知情。「當我離開後,一直嘗試跟Sony保持距離,如果你對舊公司仍然太感興趣,你的人生便不能抽離。」不少人問他,何不在Sony董事局留一職位,或索性轉做顧問,反正打�Sony招牌,這一生也休哉悠哉,不過這位曾在瑞士留學,又說得一口流利英語及法語的七旬紳士,一點也不眷戀昔日光輝,反而有種無官一身輕的感覺,多年來未有再參觀舊公司,連辦公室也不留一席位,全面擁抱新生活。 日本應該發展高端產業 「離開了Sony,我的生活才剛開始!」他雖然也用Sony電話與鏡頭,但也是蘋果iPod的用家。對於Sony他不特別批評,也不句句維護,例如記者說到日本電子企業曾經一度稱霸世界,如今卻被美國、南韓甚至中國追上,從前港人家中必定有Sony電視或Walkman,如今都轉用Samsung、LG了,他卻平靜地指,隨�國家發展,製造業迭替是理所當然的事。 「你知道美國何時停止生產電視機嗎?1985年。歐洲呢?1993年。那日本憑甚麼可以例外?」在他眼中,製造業就如一條不斷流滾的河,從歐美流到日本,後來日本經濟發展成熟了,企業勞動成本愈來愈貴,不可能一直都生產電視,自然要轉型發展高端產業。「我認為Sony其實已適應了這個改變,發展金融服務業,例如Sony人壽,在美國則有Sony Pictures及Sony Music。」Sony Pictures推出過《蜘蛛俠》及《Men in Black》,音樂方面,Michael Jackson及Celion Dion也曾是旗下歌手。「所以,Sony其實有很多面。」Sony人壽的經營盈利按年上升20%,是增長最快的部門之一,BBC今年4月的報道就曾揶揄,Sony賣保險所得收入已超過電子產品。 出井伸之認為,一直叫日本企業在電視機生產做贏南韓已沒意思,正如他早在九十年代已銳意帶領企業全面轉型,由硬件製造商變為擁抱互聯網世界,先後推出PS、手機、VIAO電腦等,帶領Sony走過1998年金融風暴,更令其市值於2000年升至1,000億美元。不過千禧年一過,各種問題接踵而來,不論是內部或外部都似乎不喜歡他的改革,業績也較想像中失望,外間批評於是爆發。 他當然知道自己當年在外間廣被批評,更笑說:「我的孫女現時14歲,有次她去圖書館後回來問我:『爺爺,你知道外間的傳媒如何批評你嗎?』」面對批評,他說擔任CEO就似去迪士尼樂園坐過山車,「前一刻你高高在上,下一刻就旋即衝下了,這是公眾人物的命運,而我是個有抱負的CEO,不只看短期業績。」 讚好友喬布斯創新能力 他在1995年擔任成為主席,那年是電腦商業化的第二年,「我當時在電腦部門告訴所有人,互聯網將會成為極大殺傷力武器,就如火球衝向地面,所有動物無一倖免,到時不用請那麼多人手,生意也可以增長,就如魔術一樣。但我認為,日本很多企業都很舊了,就如傳統的電視、報章般,是舊行業,但行內人仍然努力捍�自己,不敢轉變也不相信轉變。」 出井伸之批評日本人:「太過為過去的光輝驕傲,只談往日成績,但一說到新想法、新創意,我們想起的卻是南韓的三星、LG、美國的蘋果甚至台灣半導體。」說到蘋果,他指自己跟喬布斯(Steve Jobs)是好友,「我倆認識多年,他也一直很喜歡Sony。不過他比Sony的優勝之處,是擁有更創新的能力。」 出井指創新不一定是在科技上,而是如何整合各種硬件及軟件,以用家角度出發而製的產品,才是真的創新。「Sony一直強調硬件,技術也好,但我們不同部門各有各做,也不重視軟件開發,最後就無法研發出iOS、iTunes,但這些才是魔術般的軟件!」說到iTunes,他讚不絕口,更指這是Sony不肯轉變的一大例證。 「當年我們有這麼多大歌星,但因為保護知識版權問題而不肯接受iTunes這類軟件,而其實這只是藉口而已。最後已證明了,喬布斯的做法是對的。」 成立公司扶助初創企業 即使是金融海嘯後過,美國科技行業仍然推陳出新,Netflix、facebook、twitter等全部成績驕人。一直想要轉變的出井,無法憑一已之力扭轉Sony這頭有14.6萬名員工、市值180億美元的龐然大物,於是在2005年辭職而去,自2006年成立的量子突破(Quantum Leaps),專門幫Startup的科技公司發展,在新天地搞得有聲有色,反而8年過去,舊東家Sony業績似乎未有起色(見左文)。 「除了一些零售企業外,日本自Sony及Honda後都沒有出現過大型企業了。」出井於是憑�江湖地位,拉self storage多間巨企出錢資助搞研發。「這些東西不能在大公司�做,大公司有太多部門、太多官僚、太多風險管理,會限制一些小意念、小創意的發展。」他目前其中一個項目是手工電動跑車製造商Green Lord Motors,此公司在京都成立,每輛售價800萬日圓(約7.64萬美元),出井希望有天這家公司能與美國電動車王牌Tesla匹敵。 這邊廂與年輕人討論最新科技、發創業夢,另一邊廂他又在東京搞了個創新論壇,「說說環球經濟形勢、日本年輕人面對的困擾、新技術如何應用、日本的前途等等。」76歲的他,生活仍然忙碌,近年更擔任百度和聯想董事,「你可以從大企業中退休,但你不可以從自己的人生中退下來。」 出井 申之Profile 現職:量子突破CEO,聯想、Red Herring、百度董事 出生:1937年,東京 學歷:早稻田大學政治經濟學、瑞士日內瓦大學 經歷: ◎1960年:加入Sony,後主開設法國分行及開拓歐洲業務 ◎1989年:擔任Sony音響事業部總經理 ◎1995至1999年:Sony總經理 ◎1999至2000年:Sony總裁兼CEO ◎2000至2005年:Sony集團CEO兼主席 ◎2005至2007年:Sony顧問委員會主席 ◎2006年:創辦量子突破 協力:葉雲 年輕人難發揮 日企欠創意 出井伸之批評日本的大企業欠創新,其實這是日本企業存在已久的問題,更拖累國內的生產力一直停滯不前。按摩根士丹利的報告顯示,日本的生產力自1990年至2010年,每年只增長約1%。另據世界銀行(World Bank)資料,全球185個國家中,日本的創業容易度排名第114,落後非洲的迦納和坦桑尼亞。 創新不足的背後,是企業欠缺冒險精神。這要從日本的企業管理思維說起。在日本巨企,升職的決定往往取決於年資而非表現,年輕人創意無從發揮,加上近年當地經濟不景,令年輕人往往只能以合約型式獲聘,在2010以合約形式顧用的員工佔整體勞動力高達34%,令企業內部「少做少錯」的風氣更盛。 加上日本長期處於通縮及強日圓環境,亦令老一代的企業家變得保守,不少年輕創業家都抱怨在日本國內難以找到資金投資,令創新意念難有實現之日。 早前麥肯錫的分析亦指出,日本整體科研投資額雖仍處高水平,但其科研過分重調「日本製造」,科研人員過度依靠本土人才,令科技產品未能迎合其他發達國的需要,而其成效近年亦遠較南韓或台灣等地採用的環球合作模式(Global Collaborative)為差。 日圓合理值110 自去年底日本安倍晉三上場後,日本經濟似有復甦曙光,企業盈利及經濟都有改善,出井相信,弱日圓或刺激政策能真正惠及日本企業。 「日本企業當然有自身問題,但一直以來我們失去信心,很怪責自己,認為統統都是日本問題,但這是錯的。在40年前當我加入Sony的時候,1美元兌360日圓;後來我成為經理在音響部門主管,日圓�價升至200日圓;到了1985年,已升至150;而在1995年我最後成為了主席之際,�價已升至78日圓,這是4倍、5倍的升幅!」 在強日圓下,他指德國是最受惠的國家,「德國是日本的競爭對手,但德國躲在歐元區的庇蔭下。相對馬克,歐元弱得多,可以說德國犧牲了其他國家的利益來令自己享受。」 他又指,目前大家都說南韓是日本的競爭對手,「當大家都在談論三星的成功時,你又知道在1997年以後,韓圜兌日圓貶值了多少嗎?是超過50%。」 他替日企感不值,指日企在高�價下仍然�住,其實已很了不起。「試想想,中國的人民幣若然升值4、5倍,出口會如何?這肯定會是一場災難。我最近跟經濟學諾獎得主史賓斯(Michael Spence)說到日圓�價,我真的很相信110日圓是合理值。我並不覺得110日圓是弱勢,只是重回正常水平而已。」 PS4大賣 救不了Sony 近10年Sony經營明顯漸入困局,其市值於這段時間內大跌超過一倍。雖已先後投入過近90億美元作改革之用,惟成效不彰,而連同今年次季,10年內Sony共發過12次盈警。分析認為Sony的死因,為其主業電子產品業務已經不合時宜,且盈利能力偏低,反而靠金融業務支�大局。近10年,Sony的電子業務共錄得1,580億日圓經營虧損,拖累整體盈利。電子業務主要包括手機、遊戲、電視影音及相機顯像業務,惟Sony於這幾方面發展都不太如意。如其手機市佔率只有4%,大幅落後於蘋果及三星。而電視影音業務則要面對毛利過低問題,去年更錄得843億日圓經營虧損。遊戲及相機顯像業務表現雖較好,如上月推出的PS4首三周就賣出超過200萬部,但遊戲業務採用先蝕後賺模式,目前仍在蝕錢。而其相機零件雖獲蘋果及三星等手機製造商採用,惟盈利貢獻甚少,難以扭轉整體虧蝕。 Sony女婿之謎? 做資料蒐集時,記者發現不少中港傳媒都稱出井伸之是Sony創辦人深井大的女婿,連中文版的維基百科也如此,但英文報章則從無提及此事。記者於是托日本的行家致電出井伸之的日本公司一問究竟,對方回應指並無此事。 訪問之際記者再向他求證,「不不不,我是在Sony由低做起的。」他爽快否認,更�記者向外澄清。 深井大與盛田昭夫在二戰後共同創辦Sony,出井伸之說,當時二人擁有創新精神,是Sony的成功關鍵。後來被稱為CD之父的大賀典雄任第三任會長,而出井伸之就是第四任,也是Sony首次提拔非工程研究人員任集團的首腦。 對於外間有這樣的誤會,出井伸之指不難理解。「很多日本的大型企業都是由家族承繼,其實中國、香港及南韓都是一樣。」迷你倉

Last 3 Uighurs leave Guantanamo
Source: The Miami HeraldDec.存倉 31--The Obama administration sent three ethnic Uighur Muslim captives from Guantanamo to Slovakia, the Defense Department said Tuesday, ending one of the saddest and longest-running chapters of unlawful detention at the U.S. prison camps in Cuba.Yusef Abbas, 38, Hajiakbar Abdulghuper, 39, and Saidullah Khalik, 36, left the remote U.S. Navy base in a secret operation on Monday, according to U.S. government sources. They had spent about a dozen years in U.S. military custody.Their transfer reduced the prison camp population to 155 captives, 11 fewer than when the year started. It was the government's latest incremental step toward reaching President Barack Obama's mandate to close the detention center.At the Pentagon, Rear Adm. John Kirby, a spokesman, called the transfer and resettlement "a significant milestone in our effort to close the detention facility at Guantanamo Bay." He credited the work of Obama's two special envoys for prison camps closure --Paul Lewis at the Defense Department and Clifford Sloan at the Department of State.Abbas, Abdulghuper and Khalik were the last of 17 Chinese citizens who a federal judge ruled in 2008 were unlawfully detained at Guantanamo after the Bush administration abandoned an argument that they were "enemy combatants," the U.S. term for prisoners of the war on terror.Uighurs are an oppressed Muslim minority in China -- so much so that early in their Guantanamo detention then Secretary of State Colin Powell determined they could not be repatriated. Chinese authorities branded the men part of a terrorist separatist movement, meaning they likely faced persecution or torture if returned.So in a unique decision, since-retired U.S. District Judge Ricardo Urbina ordered their release into the United States -- a judicial ruling that would be overturned on appeal, thwarted by Congress and snubbed by the U.S. Supreme Court."I was disappointed," Urbina told the Miami Herald in an interview to be used when the last Uighur was transferred from the Pentagon's prison camps in southeast Cuba."The Supreme Court had already decided that individuals who were detained at Guantanamo did have a right to petition the courts for a writ of habeas corpus," he said. "It seems to me incongruent that the Supreme Court would recognize a right but there was no remedy to give the right the force of law. I would have been very interested to see how the Supreme Court would have reasoned."The Uighurs never did reach U.S. soil. While the Bush administration appealed Urbina's decision, the military segregated Guantanamo's Uighurs at "Camp Iguana," a barbed-wire-ringed compound known to some as Uighurville. Instead they left in small groups in a variety of resettlement deals to such far-flung places as Bermuda and Palau, Switzerland and El Salvador. Several have since reportedly resettled in Turkey.How they got to GuantanamoAfghan tribal allies of the United States and Pakistani security forces scooped up the Uighurs in late 2001 in the frantic aftermath of 9/11. The U.S. was hunting for Osama bin Laden and al-Qaida sleeper cells. And Muslim men from other countries, even those who admired American democracy and hated Chinese communism, were considered suspect foreign fighters.Their lawyers said they fled religious oppression in their homeland, cast them as early errors of the fog of war. Some had trained in paramilitary camps around Afghanistan that were remnants of the once U.S.-backed insurgency, the mujahedin, that routed the Soviets. Some 2004 U.S. intelligence assessments wondered if they were the enemy on the thinnest of evidence -- they exercised in their individual cells, yelled or talked across a cellblock with another detainee, ignored their guards' instructions.In the intervening years since Urbina found them unlawfully detained, more than 100 detainees were resettled elsewhere or repatriated to their homelands, six admirals came and went as prison commanders -- and the judge who ordered them freed retired after 31 years on the bench. He now works for a firm called JAMS, made of judges and other mediators who resolve disputes outside the courts.Urbina said he understood why Americans might fear "importing persons from Guantanamo."But, as the case demonstrated, "they certainly were not "enemy combatants,' " he said. "And there was not a shred of evidence that they were disliked by anyone -- anyone but the Chinese government."China opposed, complicated儲存resettlementChina, in fact, had opposed U.S. efforts to find the Uighurs of Guantanamo safe haven across the globe, formally protesting resettlements and insisting that these Muslim citizens be returned for interrogation.The last three Uighurs at Guantanamo packed their bags to leave Camp Iguana for the second time this year. In September, the men had been offered and accepted resettlement in Costa Rica, according to two U.S. government officials who spoke about the deal anonymously because they were not authorized by the Obama administration to discuss it.They were ready to go when the Costa Rican government suddenly withdrew the offer, said one official who called the Uighur captives of Guantanamo "extraordinarily difficult to resettle, in particular because of Chinese pressure" on countries that might have otherwise taken them in.The Uighur case got to the civilian courts after the U.S. Supreme Court's landmark June 2008 ruling that gave Guantanamo captives the right to challenge their detention through petitions of habeas corpus. The Bush administration was defending its designations of individual captives as "enemy combatants." But in September 2008 it abruptly conceded that it wouldn't prove that was true of the Uighurs.They couldn't go home. The Bush administration had sent a few to Albania in 2006. But by October 2008 it had no country ready to resettle the rest. So Urbina ordered them brought to the United States for resettlement, an order the Bush White House resisted -- calling them too dangerous for U.S. soil as former Afghan camp trainees.U.S. groups offered sponsorship"The courtroom was loaded with people -- some of them Uighurs, some of them Christian organizations, some of them Muslim organizations -- that were willing to step forward with jobs and houses and resources," said Urbina, "to make sure those people were not up to mischief."He noted that at the time of his order to bring them to the United States that he invited the Departments of Homeland Security and Justice as well as immigration officials to raise concerns. "I would've listened to all of that," he said. "I would've tried to harmonize all those thoughts." None did.At the Pentagon, military officials took Urbina's order so seriously that they discussed whether to attire them in orange jumpsuits for the flight from Guantanamo to Andrews Air Force Base and whether to let news photographers document their arrival on U.S. soil. The discussion was abandoned once the administration won a stay of Urbina's order.The Obama administration did no better. Advocates for them had found religious groups in the Washington, D.C., region as well as, improbably, in Tallahassee, to resettle them. But the offers were spurned as Congress imposed escalating restrictions on moving Guantanamo detainees to U.S. soil that ultimately shut them out completely.No explanation why Slovakia stood upIt was unclear what Slovakia got in exchange for offering the Muslim men resettlement.About three years ago the government in Bratislava accepted three other Guantanamo detainees for resettlement. Subsequent reports identified them as citizens of Azerbaijan, Tunisia and Egypt who launched a hunger strike to protest their conditions. The Azerbaijani is believed to still be in Slovakia while the other two apparently arranged to return to their homelands in the aftermath of the Arab Spring.Urbina, for his part, responded to word of the deal with Slovkia and the aborted Costa Rican resettlement with reflection."I'm not sure that this outcome is real compensation for what happened," he said. "They were in the wrong place at the wrong time for sure. There was no way for the allied forces to know. Certainly it could have taken years to make sure they were not part of an evil insurgency that wanted to do our country harm."But once the U.S. government satisfied itself that we were not at risk and therefore recognized that these people were, albeit in hindsight, wrongfully detained, it seems to me that steps should have been taken more affirmatively to take these people back to a position that would have compensated them for their loss. That could not be China. The last place on earth those people wanted to go was China."Maybe there were better choices than the United States," he said. "But I didn't hear it. Tulsa World readers help Neediest Families fund drive exceed goal
Source: Tulsa World, Okla.倉Jan. 01--With $355,489 raised for families in need over the holidays, Tulsa World readers have again stepped up, helping the 2013 Neediest Families Fund Drive not only meet but overwhelmingly exceed its goal.This year's goal was $325,000, an increase over the previous year's $300,000 goal, which was also surpassed, with $318,853 raised.The new tally means that since 1993, the Tulsa World's first year to be involved, the drive has raised more $5.6 million total for families aided by the Salvation Army.Tulsa World Publisher Bill Masterson said, "As this was my first experience with the Neediest Families Fund Drive, I can't tell you how humbled I am at the generosity of the Tulsa community. 今年首期搖號 超40萬人中簽率翻倍 北京小客車搖號新系統今日零時上線,可查累計搖號次數等;首期搖號2月26日進行
新京報訊 北京小客車搖號新政今日正式實施,self storage新版小客車搖號系統也於今日零時正式上線,網站增加了新能源小客車指標申請、階梯中簽率查詢等新功能。根據新政,小客車搖號每兩月一次,逢雙數月26日組織搖號,因此今年首期購車搖號將在2月26日進行,預計超40萬“久搖不中”者可享中簽率翻倍。搖號超24次不中者中簽率翻倍北京市交通委表示,按照購車搖號新政的有關規定,購車搖號系統進行了升級改造,新系統將于2014年1月1日零時上線。此次系統升級改造主要有五個方面的內容。涉及新調整的階梯中簽率、新能源車指標申請和盜搶車指標申請等功能。根據搖號新政,個人參加搖號的累計次數設置階梯中簽率。累計參加搖號24次(含)以內未中簽的,中簽率為當期基準中簽率;累計參加搖號25次至36次未中簽的,中簽率自動升為當期基準中簽率的2倍;累計參加搖號37次至48次未中簽的,中簽率自動升為當期基準中簽率的3倍,以此類推。搖號新系統可查累計搖號次數小客車指標管理機構于搖號當月25日會在網上公佈各個梯次搖號的有效編碼數量,以及當次搖號的基準中簽率等信息。今日零時上線的新系統也具備了查詢功能,申請人登錄系統進入用戶中心,打開“申請表”即可查看累計搖號次數、歷次搖號情況和自己在下一期搖號所處的階梯等級。據瞭解,增加“久搖不中”者的中簽幾率是通過增加搖號者在搖號池中的權重實現。例如申請者已經累積搖號25次,系統中就增加一組對應該申請者的基數序號。新上線的搖號系統,也可以查詢新增的階梯分配搖號基礎序號,申請人登錄系統進入用戶中心,打開“普通指標搖號池編碼公佈”即可查詢迷你倉人編碼對應的各期搖號基數序號。據北京市交通委有關負責人介紹,今年第一期搖號預計有145萬申請人累計搖號在24次以下,基準中簽率為0.8%;累計搖號25次至36次未中簽的約有39萬申請人,基準中簽率為1.6%;累計搖號37次至48次未中簽的約有2.5萬申請人,基準中簽率提升到2.4%。■ 相關新聞新能源車指標個人單位各一半新京報訊 昨日,北京市交通委公佈了今年小客車指標額度和新能源車指標額度。今年全市新能源車指標有2萬個,其中個人指標占50%,單位占50%。根據昨日公佈的2014年北京市小客車指標額度及配置比例,北京市小客車指標額度為15萬個,其中:普通指標13萬個、示範應用新能源指標2萬個。小客車普通指標中,個人指標額度占年度指標配額的88%,單位指標額度占年度指標配額的6%,營運小客車指標額度占年度指標配額的6%。示範應用新能源指標中,個人指標占年度指標配額的50%,單位指標(含營運指標)占年度指標配額的50%。■ 提醒個人有效編碼每半年確認一次新政明確,個人經搖號未取得配置指標的有效編碼保留6個月。“有效編碼保留6個月”是指申請編碼自審核通過之日(每月25日)起,可自動連續參加3次搖號。而現行的規定是,個人申請指標有效期是3個月。新政規定,個人有效編碼在保留期內自動轉入下一次搖號基數,在保留期滿後需要繼續申請指標的,應在保留期滿之前,登錄指定網站或者在各區(縣)政府設置的對外辦公窗口進行確認,有效期自動延長6個月。未在保留期滿之前確認的,視為自動放棄指標申請,需重新申請才能參加搖號。本版採寫/新京報記者 郭超迷你倉將軍澳

開年流動性壓頂 基金打出防守牌
楊穎樺 夏曉柏 彭立國在日曆上,存倉2013年已經成為過去。而在A股市場上,這一年的“戲劇性”或許將常常被人們提起。2013年上證指數從年初的2289.51點下跌至年末的2115.98點,一年間下跌173.53點,跌幅達6.75%,可謂熊冠全球。而同期創業板指數漲幅高達82.73%。分化是這一年當之無愧的主題詞,傳統產業與新興產業所表現的背離在這一年來得尤其凶猛。站在2014年的門口,這種背離未來是繼續拉大還是回歸,自三中全會而起的改革紅利如何真正照進A股,成了新年裡A股市場上最值得思考的問題。如果將視線拉得近一些,在多重因素下形成的流動性驟緊,會否束縛住2014年春季的A股?作為A股最重要的機構投資者,基金們已經在思考,在他們看來,小心應對眼下流動性這一最關鍵的核心變量,才是當務之急。而私募則認為,2013年的結構性行情仍將持續。只是創業板行情難再現流動性成關鍵變量資金面,這是各家基金經理在談及近期市場走勢必須提及的關鍵詞。博時基金宏觀策略部總經理魏鳳春就直言,“流動性在繼6·20之後,再度成為了驅動全局的核心變量。”“對於短期A股市場而言,我們認為決定市場走勢因素仍主要由資金面鬆緊及新股供應等。”萬家基金的觀點也是�多基金的代表。事實上,從2013年12月起開始在銀行間市場蔓延的緊張氣氛,已經不可迴避的反映到了A股市場之上,加上在外QE退出,在內年末各家機構的業績考核時間點、IPO的蓄勢待發等疊加,使得資金面已經成為短期內A股的關鍵決定性因素。“年末國內外綜合因素下形成的利率衝擊是指數大幅波動的重要原因。雖然利率提升在金融機構普遍負債端成本提升背景下是長期趨勢,但是短期這一波動也存在政策應對極端情況過緩的因素。”大成基金指出。錢緊之外,此前有利於市場上漲的刺激也演繹殆盡,難有行業景氣度呈現出持續改善勢頭,三中全會的改革相關主題炒作也暫時告一段落。即將來到的2014年一季度怎麼做,市場似乎沒有明確的共識,“新年元月,行情尚難有明確判斷。市場對今年一季度行情的展望爭議比較大。”新華基金就指出。基金選擇的是防守為主。在倉位方面,中性觀點的代表者有大成基金,“去年底前資金面利率波動帶動市場的大幅波動,在無法形成對於經濟和流動性方向的合理預期前,應保持均衡的配置方式進行應對,因此繼續維持整體倉位‘中性’判斷。”悲觀的代表則來自于博時基金,魏鳳春指出,“我們依舊對未來的行情保持謹慎。此時追高,猶如當風秉燭,風險偏高,因此可考慮安全第一,降低倉位。”他的謹慎考慮不僅僅在於短期流動性的驟緊。魏鳳春認為,三中全會之後,地方政府考核機制的變化將形成短期“改革”錦標賽的激勵模式。產能的去化程度極有可能超出市場的普遍預期。相比于地方政府的債務問題,企業去產能引發的信用事件帶來的系統性風險更值得關注。近期山西的煤炭民企破產或許就是一個危險的信號。但也有稍微樂觀的代表,比如南方基金投資總監邱國鷺,他認為目前的壞賬問題或是擔憂過度,他認為雖然2014年上半年或出現還債小高峰,但從目前的利率水平、存款準備金水平等方面來看,都存在空間為2014年上半年資金面作出適當的放鬆。但樂觀也好,悲觀也好,防守已經成為近期基金的共識,醫藥、消費類已經重新成為基金的安全港。“繼續看好業績確定性高的汽車和家電行業,以及通脹受益和穩定防禦的食品飲料、農林牧漁和餐飲旅遊行業。”大成基金指出。“行業選擇上,我們認為醫藥、消費類、軟件類行業估值相對合理。”大摩華鑫基金指出。“看好農業、醫藥,但需要挑選個股;券商值得適度關注;另外,一月份末需要適度關注水泥板塊。”新華基金同樣選擇了醫藥行業。還有基金不僅僅將消費股的前景看在短期,華商基金研究總監田明聖就指出,未來幾年,財富再分配要比財富積累更重要,因此下游的消費板塊將會有重大的機遇性機會,消費升級是不可改編的趨勢。成長股調整開始?如果將視線放得更遠一些,對於2014年的成長股表現,基金並不樂儲存。這其中較為積極的代表有泰達宏利基金,“對2014年市場格局總體結論是成長勝于周期的市場風格會延續。綜合考慮了經濟增長、利率、政策和成長股盈利等多種因素後,我們認為成長股仍然會跑贏周期股。”田明聖也指出:“結構性行業將會越來越明顯。”但泰達宏利也指出,未來兩個季度,仍可重點關注創新類核心行業,例如計算機軟硬件、高端裝備製造、醫藥、電子和環保等;看全年,需要增大國企改革類相關標的的配置。“新興行業行情可能在二季度見頂,國企改革行情有望持續到四季度。”較為中性的觀點則來自東方基金,“2014年結構性行情將繼續演繹,其中高估值成長股需要修生養息。”在東方基金看來,高估值成長股的調整風險包括:一是處於三季報、年報業績證偽期,短期內難以支撐高估值;二是IPO、新三板帶來的股票供給壓力;三是機構年底鎖定收益、獲利回吐,風險偏好階段性下降。長期來看,經濟轉型趨勢將逐步體現為A股的市值結構變遷。如消費升級、現代服務業崛起將助力轉型;而環保、城市燃氣、城市軌道交通等與民生密切相關的投資將得到重點發展。但其強調,“成長股依然值得重點關注”。“我們預計2014年將發生市場風格的轉變,而2013年的新興產業強勢在2014年可能難以延續。”新華基金基金管理部總監曹名長則顯得更加悲觀一些。他認為,這類似于2011年。如果從2011年實際發生的來推演2013年,在經濟增速下滑的背景下,影響最大的恰恰是新興產業。金融地產建材家電汽車等傳統產業業績繼續保持較好的增長(至少是比市場預期的好很多),而新興產業反而受影響較大。“新興產業由於其‘新興’的特徵,其更需要政策的扶持和好的經濟環境,相反的是,摸爬滾打了很多年的傳統產業上市公司,在逆境下則更能生存甚至發展。”其指出。創業板瘋漲難再“2013年整體來講是結構性行情,宏觀經濟的疲軟,使得主板的表現低於預期,導致資金大量流向創業板,創業板出現局部牛市。”南方基金首席策略分析師、基金經理楊德龍預測,2014年A股仍將延續結構性行情,全年可望有20%-30%的反彈空間。私募基金觀點大同小異。從容投資市場部經理黃錦林、湖南寬行資本研究總監劉軍輝均認為,A股2013年的結構性行情在2014年仍會繼續,上年的投資邏輯依然適用,“只是適用領域可能會轉向國企改革、土地流轉等概念板塊。”“2013年不能簡單用小盤股的炒作來籠統概括,而應該說是在經濟轉型大背景下,所有帶有創新特點的行業都受到資金的熱捧。”瀟湘資本證券投資總監魯昀如是向21世紀經濟報道記者分析,2013年是轉型�動之年,資本市場已經意識到過去的模式難以為繼,必須以創新模式創造新的財富,而文化傳媒、互聯網、新材料等行業無疑是轉型下的市場新寵兒。魯昀認為,2013年的A股主要還是結構性行情,盡管部分板塊出現了小牛市,但並未改變整個市場疲弱的大勢。對於2014年,他認為這種結構性行情仍將繼續,“2014年選股會更難,可能需要從細分行業板塊中找機會,2014年會重點關注醫療服務、互聯網、文化傳媒板塊。”而在私募寬行資本研究總監劉軍輝看來,2013年A股的表現更像是資金在經濟轉型調適下在熱點板塊間的輪動。“經濟結構調整,傳統行業受擠壓,而雲集了互聯網、新材料等公司的創業板和中小板,由於此前股價下跌較多,面臨估值修復需求,且這些行業中很多公司是符合經濟結構調整方向的,因此在2013年受到資金熱炒。”非但私募,公募亦有同感。南方基金基金經理楊德龍表示,由於經濟轉型改革有利於創業板公司,因此資金蜂擁而入,導致創業板迎來結構性行情,全年大漲近80%,形成局部牛市,很多業績不好的公司也跟風大漲。“創業板今年漲得太高,這種雞犬升天的情況今年不會再出現,業績不佳的公司甚至可能回落,預計創業板全年漲幅難超10%。”楊德龍同樣認為2014年會是結構性行情為主,“比如國企改革、金改、土地流轉等可能受青睞,進而帶來主板公司的投資機會。”(編輯 卜堅 鄭世鳳)迷你倉

Buying curbs in the car sector and slowing bull run for sale of gold and jewellery add to uncertainty but online shopping seen boomingKey planks of consumer spending on the mainland are expected to come under pressure this year, with the economic slowdown adding to uncertainty over the outlook for markets from cars to jewellery, but it’s all blue skies for online shopping.倉For the car industry, some analysts doubt the robust demand seen last year can be sustained, exacerbated by buyer quotas in some cities – including Beijing and Shanghai – amid concerns over worsening air pollution.As for the jewellery sector, some say the bull run for sales of gold ornaments and jewellery in the first half of last year has sputtered after prices of the metal recouped some lost ground.Still, a number of analysts and retailers see sufficient strength in private-sector consumption to keep the tills ringing and cushion the impact of reduced public-sector spending amid Beijing’s anti-corruption campaign.“Consumer spending should remain resilient,” HSBC chief economist Qu Hongbin said. “All the signs are that the anti-corruption campaign will likely continue, which implies that wholesale consumption and catering services demand would remain muted. This is likely to dent total consumption demand.”Qu forecasts that growth in mainland retail sales will taper off to 12.8 per cent this year, from an estimated 13 per cent last year. Sales grew 14.3 per cent in 2012.China International Capital Corp economist Liang Hong said domestic consumption would slow down as the mainland pursues policies aimed at rebalancing income and wealth distribution between state-owned sectors and the rest of the economy, as well as between urban and rural areas.This trend is likely to be played out in the car industry, with Citic Securities analyst Xu Yingbo forecasting sales growth of 9 per cent to 24 million vehicles this year, slowing from an estimated 14 per cent rise to 22 million vehicles last year.The China Association of Automobile Manufacturers said sales in the first 11 months of last year gained 13.53 per cent to 19.86 million vehicles. Sales grew 4.33 per cent to 19.32 million vehicles for all of 2012.From January to November, sales of passenger vehicles rose 15.4 per cent from a year ago, while the growth for commercial vehicles was 7.2 per cent.Xu is upbeat on passenger-vehicle sales, expecting growth of more than 10 per cent, reflecting the strong spending power of mainland consumers. Commercial vehicles are expected to see steady growth of 6 to 7 per cent.However, he said the economic slowdown could dampen demand.
