中國銀監會副主席 郭利根廣大消費者對公平公正享受高質量的金融服務的期望,迷你倉最平成為廣大人民群�追求美好生活願景在金融領域的具體體現,實現了這一目的,就是落實群�利益。金融消費領域信息不對稱、交易雙方地位不對等的特點,是導致銀行業消費者處於弱勢地位和合法權益容易受到侵害的根本原因。因此,如何針對行業特點深入推進體制機制建設,加快完善銀行業消費者合法權益保護框架,業已成為亟待解決的重要課題,事關改善民生、促進社會公平正義、實現人民美好生活的大局。保護消費者合法權益既是銀行業聯繫群�,體現群�利益的具體表現,也是銀行業健康發展的必要前提。水可載舟,亦可覆舟,失去了消費者的信任和支持,金融業的發展將成為無源之水,無本之木。保護消費者權益同維護銀行體系穩定從根本上是一致的,二者不矛盾、不衝突。消費者對金融服務的信任將會促進金融的穩定和增長,消費者對金融服務要求的提高將會促進金融服務的效率和創新;健康的銀行體系是服務消費者的前提和基礎,充分維護消費者的合法權益應該成為銀行業發展的目標和動力。當前,與人民群�對金融服務的期望相比,銀行業消費者保護工作的全面�動不是太早,而是太晚;我們之前給予的關注不是太多,而是太少。只有意識到差距,我們才能奮起直追,迎頭趕上。我國金融監管從行業管理演變而來,工作對象是金融機構,傳統監管目標定位於維護金融體系穩定,更多關注金融行業發展與風險防範,偏重于維護金融市場秩序,對消費者權益保護關注相對不足。國際金融危機的慘痛教訓充分顯示,僅僅關注金融體系內部風迷你倉是遠遠不夠的,只強調增強金融機構風險抵禦能力和盈利能力,而忽視消費者權益保護,必將使行業發展誤入歧途,從而導致全社會付出巨大代價。要讓人民群�充分享受經濟發展、金融改革的成果,就有必要加快推進監管升級。對監管部門來說,要淡出行業管理定位,以風險防控作手段,以行業發展為保障,將消費者保護作為常態化監管工作內容,加強對銀行業經營管理行為的嚴格監管,優化和充實監管資源配置,切實履行保護消費者權益這一監管者的天賦職責和重要使命。對銀行業金融機構來說,首先要學會換位思考,防患未然,真正從消費者的角度出發,憑著良心和責任感,設身處地考慮消費者究竟需要怎樣的金融產品和服務。做到從消費者的利益出發,為消費者設計和提供產品服務,盡可能減少不必要的誤解和糾紛。其次,要開誠佈公,取信于民。在接受和使用金融產品和服務的過程中,消費者與金融機構之間信息不對稱的特徵十分顯著。信心來自于信任,信任來自于公開透明,只有將必要的金融知識和風險信息充分傳遞給消費者,才能獲取消費者的理解和信任,從而構建消費者與銀行之間的良性互動。最後,要科學定位,真誠服務。銀行業是服務行業,提供的產品和服務直接面向終端消費者。消費者是銀行業的衣食父母,消費者的評價和口碑是銀行最具價值的核心競爭力,也是銀行長期穩健發展的根基。銀行業金融機構要懂得尊重消費者,要善於在消費者的投訴和抱怨中汲取營養,真心實意地幫助消費者解答疑問、解決問題,真正將消費者的滿意作為促進銀行發展的動力。如此,才能從根本上改變銀行業消費者的弱勢地位。儲存

證券時報記者 方麗近期信托產品收益提高0.5至1個百分點,迷你倉目前1至2年期產品收益已經超過9%,逼近最近1年的最高值,是投資布局好時機。據好買基金研究中心統計,8月份41家信托公司共成立324只固定收益信托產品,納入統計的171只產品總規模為174.05億元,平均每只產品規模為1.02億元,成立總規模較7月大幅增加74.36%,但同比減少43.16%。1至2年(含)期信托產品收益突破9%,達到9.01%,接近近1年的最高值。2年至3年(含)期產品的收益率大幅回升,達到8.87%。用益信托網數據顯示,9月9日至9月15日一周共24家信托公司參與成立了53款產品,成立規模約為55.38億元。成立產品平均預期收益為8.6%,較上周上升0.28百分點。而從各期限平均收益水平來看,收益最高的一類是1.5至2年期產品,平自存倉收益為9.24%,1至1.5年期產品平均收益為8.62%。目前在售的信托產品收益也有所上浮。�元財富策略投資總監汪鵬稱,近期收益率上升主要是受兩方面因素影響,一是近期資金面仍偏緊,二是監管層對信托產品監管趨嚴,信托公司也加大風險控制力度,發行數量有所下滑,也間接提高了產品收益率。“目前到年底可能資金面仍偏緊,信托產品收益率提升可能是暫時的,但這一收益率水平將保持。”汪鵬說。還有人士認為,近期信托收益率上浮和基金子公司產品高收益的“逼宮”有關。但汪鵬認為,這一趨勢並不明顯,信托產品收益率目前較子公司產品低1個百分點左右,主要和信托公司要價高于基金公司有關。有第三方人士稱,目前信托產品收益率基本回到今年初的水平,具有較好的投資價值,可以選擇其中優質品種進行投資,最核心的是考察融資方自身實力,這是最重要的審核標準。迷你倉

飛索半導體(Spansion LLC)日前向美國國際貿易委員會(ITC)指控宏�、旺宏等台灣、日本以及在美國的廠商侵害該公司快閃記憶體晶片相關專利,存倉並要求ITC發布全面禁制令,之後ITC也確定對台灣旺宏電子、宏�、華碩與友訊科技等電子廠商,展開專利侵權調查。據了解,編碼型快閃記憶體大廠飛索半導體在2009年受全球不景氣影響,營運陷入困境,導致公司聲請破產重整,此時旺宏、華邦電受惠於飛索客戶的轉單效應,在編碼型快閃記憶體市場快速爬升,到去年,旺宏已擠入全球第三大;而飛索也東山再起,去年重奪市場龍頭寶座。值得一提的是,在旺宏購入茂德12吋廠後,競爭優勢大增,今(2013)年以來,即使市場競爭激烈,旺宏擁有12吋廠產能作後盾,有足夠本錢打價格戰,也導致飛索這次下重手、祭出控告專利侵權手段。因此,這次專利戰可說是針對旺宏發起迷你倉至於華邦電,由於和飛索仍有合作往來,不同於旺宏是純競爭對手,所以才演變出這波專利戰「打旺宏、放華邦電」的情況;而宏�、華碩、友訊與日本任天堂等,則是因為使用旺宏相關產品,才被列入調查名單。其中,宏�生產的Aspire V5筆記型電腦、華碩路由器被控違反「半導體元件接點及其斜邊設計」、「記憶體的最適布局密度」及「減少記憶體介面區的方法與裝置」三項專利。而華碩路由器除上述三項,還包括「快閃記憶體資料的密碼與動態保護」專利。對此,宏�、華碩均表示,相關法務單位正在處理中。旺宏則表示,該公司向來致力自有技術與產品創新與研發,累積專利逾5,000件,且重視聲譽及智財權保護,絕無侵害他人專利。面對飛索發動專利侵權訴訟,盼藉此掠奪市場的不當行為,旺宏將主動反擊,對飛索侵害旺宏專利提起訴訟,以保護公司、股東及客戶的合法權益。(徐珍翔)自存倉

Young Laotians regard proficiency in Chinese as a ticket to better career prospectsAs dusk falls on sleepy Houay Xai, Ms Somphet, 24, makes her way to the new school at the top of a hill, along with around 60 others ranging from eight to 28 years old.mini storageLike many young Laotians attending the small, newly-opened schools in provinces bordering China, they are there to learn Chinese. In many cases, they are taught by Chinese teachers paid for by the Chinese government."If I can speak Chinese, I can get a good marketing job with a Chinese company," says Ms Somphet, who goes by one name. From the classroom above the Mekong River, she can see the lights of Thailand across the dark water.At the same school is Ms Somneuk, 28, who is studying Chinese though she already has a job at a local bank. But speaking Chinese will help; many of the bank's customers are Chinese.In recent years, China has become the biggest foreign investor in Laos, and growing numbers of Chinese have moved in, drawn by natural resources, from minerals to hydro power. The Chinese have long leases on gold and copper mines, as well as rubber, cassava, sugar cane, eucalyptus and banana plantations.The Chinese influx has raised hopes of an economic boom for a country with a population of less than seven million, which decades of war left chronically underdeveloped. But it is also controversial as Chinese investors extract natural resources and introduce sweeping changes to landscapes and livelihoods.In just a few short years, the Chinese stamp is visible everywhere. Houay Xai, a town in the province of Bokeo, has a Chinese-Lao hospital open to all, but staffed mainly by Chinese.Nearby is a market run by Chinese people. Nobody knows quite how many Chinese now live in Laos, but the figure is thought by some to be in the hundreds of thousands.Surging tradeUp until the mid-2000s, Thailand and Vietnam were the top foreign investors here.But in 2006-2007, China displaced Thailand as Laos' No. 1 source of foreign direct investment, according to Dr Ian Storey, a senior fellow at Singapore's Institute of Southeast Asian Studies (Iseas).Trade with China also surged. In 2009, according to official Chinese data, trade with Laos reached US$744 million (S$928 million), a 77 per cent jump from the previous year.In Vientiane, at the capital's oldest Chinese school, Liaw Tow, which recently celebrated its 76th anniversary, student enrolment is growing at 10 per cent a year."After studying here some students go on to study in China," said the school's Laotian principal, Mrs Somphet Vannavong. This year, she said, 40 students went on to China.The school has over 2,000 students, starting from as young as two years old. Lao and English are also taught, but the main draw is Chinese. Several of the Chinese teachers are here on two-year stints paid for by a Chinese government programme to promote the language overseas."The parents are happy that their kids have the option of learning Chinese; students who go on to qualify in China, come back and can get higher salaries," said Mrs Somphet.Five years ago, China's Soochow University established its first overseas branch in Vientiane. Today, the university has over 2,000 students and plans a new campus on a 100ha site on the outskirts of the city. At its current classrooms in town, students spend a year or two in Vientiane, then continue their studies at the main university in Suzhou, China.Mr Chansai Nanthanong, a 26-year-old Laotian who has worked as a tour guide for eight years and was at the university's office to inquire about courses, told The Sunday Times his work offered limited options. He wanted to learn Chinese, go to China to obtain a technical degree, and come back to Laos to pick up a good job self storageith a Chinese company.At the office, he met 16-year-old Soumina Koothakaisorn, who was already enrolled to learn Chinese. "My Dad wants me to study medicine in China," she said.A Laotian ManhattanChina's presence looms in the capital, in the shape of ambitious urban developments. The Shanghai Wanfeng Group's US$1.6 billion, 365ha development, That Luang Marsh, will have hotels, offices, malls and condos, lakes and recreation areas, promising to turn the Laotian capital into a version of Manhattan.China also built a cultural centre, a stadium, government offices, and luxury villas on the Mekong for the November 2012 Asia-Europe meeting.A Chinese saleswoman at the office of the planned Vientiane Centre said the company wanted the hundreds of Laotians who cross the border to shop in Thailand every day, to stay and shop in Vientiane instead.But the rapid development has rubbed some residents the wrong way. The That Luang Marsh project stalled on concern over 400 families who faced relocation. In 2008, the Laotian government took the unusual step of holding a press conference to dispel rumours that the city was designed to house up to 50,000 Chinese people.Today, the site is still a green field, but trucks cart building material up and down a dusty approach road, hinting at preparations for the project to begin.Most ambitiously, but also most controversially, Laos wants to build a high speed rail which would connect the Laos-China border in Luang Namtha province, with Vientiane - linking up with another high speed train from Vientiane to Bangkok.At US$7 billion, it will cost almost as much as Laos' gross domestic product of US$8 billion, and will be financed by loans from China. The line will require dozens of bridges and tunnels, and a broad strip of countryside along the route to be cleared of people."Locals are saying, why not fix the road system first," a foreign diplomat in Vientiane said.Many Laotians grumble - but quietly. Laos, ranked by Transparency International as one of the most corrupt countries in the world, is a one-party Communist state which tolerates no dissent. Laotians, and foreigners in Laos, refuse to give their names when talking of anything remotely political. The first reaction of Laotian and foreigner alike when asked about the growing Chinese presence is: "That's a very sensitive subject."A fine balanceLaos has had normal trade relations with the United States only since 2009, and became a member of the World Trade Organisation this year.Analysts say Laos is just playing a very astute game leveraging its resources and strategic location between economic powerhouses and connecting Asean to China, all while balancing the influences of its old ally Vietnam.While Vietnam still has an inside track to Vientiane politically, in the long term, "China can bring more resources to bear on any issue, than Vietnam can", says Dr Storey.Up the road from Houay Xai, rice fields give way to banana plantations on land rented by Chinese investors from locals.From the greenery emerges the extravagant Kings Romans casino, the centrepiece of a 103 sq km special economic zone leased by a Hong Kong company for 99 years, patrolled by its own security force.A new "Chinatown" showcases China's history; shops sell clothes, jade, tea sets and tiger bone wine.Most customers are from China, Myanmar and Thailand. Russian and French tourists also arrive by boat from Thailand, snap up Chinese-made fake designer handbags, and gawk at bottles of Lao whisky containing embalmed snakes and scorpions.The casino sits smack in the middle of the Golden Triangle, where Laos, Myanmar and Thailand meet. Source: The Daily News, Jacksonville, N.儲存倉C.Sept. 21--Onslow County Schools took its message to the people this week.A meeting Thursday night was the first of eight presentations for a proposed $75 million capital improvement program approved by Onslow County Board of Education.County voters will decide the program's fate during the Nov. 5 election.On sample ballots from Onslow County Board of Elections, the program is listed under "Referendum" as Onslow County School Bonds.Voters have final authority in bond referendums -- requests by public agencies to borrow money for capital projects.School officials say the bonds would fund: safety and security at the county's 37 schools; replace Dixon Middle and Richlands Elementary schools, which were built in the 1920s; and fund major scheduled maintenance, according to a presentation Thursday by Barry Collins, Onslow County Schools' associate superintendent of human resources and student services.The security upgrades -- which would cost $6 million -- include plans for enhanced cameras and monitoring systems; new door locks and scan card readers at school entries; and new tools to check identifications.Construction of the new Dixon Middle School would cost $28 million; replacing Richlands Elementary School would cost $25 million.The remaining $16 million would go to maintenance of chillers, HVAC systems, asphalt surfaces, roofing and windows.According to Assistant Superintendent of Auxiliary Services Steve Myers, Dixon Middle and Richlands Elementary were built when North Carolina had no building codes.Myers said major renovations would require the district to bring the buildings up to current codes.The schools are overcrowded by Department of Public Instruction standards, he said, and renovations would require about 30 mobile classrooms."These students would be in a mobile classroom for one to two years while we renovate," Myers said.The land for the new schools was bought with money approved in the 2006 bond referendum."The next phase of that is we have to build the schools," Myers said.Onslow Schools are required to get the construction permits for Dixon Middle School by May 2015 or they will lose 30 acres donated for the project and be required to sell back the 10 acres purchased for $800,000 at 85 percent the market value, he said.Collins said that many people ask why the buildings cannot be paid for with funds from the North Carolina Education Lottery. The Onslow County property tax is currently 58.5 cents per $100 valuation.With the average home in Onslow County valued at $178,700, he said the average homeowner will see an increase of $60.76 in his or her annual tax bill if this bond referendum is approved.Richard Keith no longer has children in school, but the 70-year-old Onslow County resident said he attended the meeting because, if it passes, the referendum will increase his property tax. He also worries that if the school board has future bond referendums, the property tax will increase even more."For people on fixed incomes, retirees like us, that's big bucks," Keith said.Keith, who said a sales tax increase would have been fair to area residents, suggests that others attend future meetings to learn about the bond referendum before heading to the polls in November "if they want to have some wisdom behind their vote."School officials say they were happy with the turnout. IT expert using the Internet to aid charities By SU ZHOU suzhou@chinadaily.迷你倉com.cn As a child, Wan Tao admired chivalrous swordsmen from ancient Chinese folklore. h ey used a blade to i ght injustice, and as he grew up Wan found his own weapon to do the same — the Internet.Wan was an angry young man during his university years and became one of China’si rst generation of hackers. He founded a group called the Chi- naeagle Union, which became known for cyber attacks against foreign websites.“During my undergraduate period I was so angry about the US and Japan. h ose countries had bad relations with China,”says Wan, 41, who joined IBM China in 2007 as a senior man- agement consultant.“I was part of many online anti-America and anti-Japan activities, but then, I felt this cannot solve the real prob- lems we witness every day and I have been to many other countries to experience dif er- ent cultures. I am no longer as angry as before.”As Wan’s anger waned, his life altered. Still heavily involved with the Internet, he decided to do something that could change society using technology and co-found- ed Yiyun (formerly called Neteasy), which means “cloud of social benefit”, in Beijing, with the aim of providing technical support for charity organizations across China.According to Tao Chuanjin, director of the Research Cen- ter of Philanthropy and Social Enterprise at Beijing Normal University, “In the past, people expected the government, or government-funded organi- zations, to take care of public welfare and charity. But the (2008) earthquake in Wen- chuan, Sichuan province and the scandal of Guo Meimei changed people’s attitudes.”Guo Meimei posted pic- tures of her extravagant life- style online and claimed to be general manager of a company called Red Cross Commerce.Guo and the Red Cross later denied any ties to each other.“Guo Meimei’s case caused a loss of support for organiza- tions like the Red Cross Soci- ety of China, because people became concerned about cor- ruption,” says Tao.“h e Wenchuan earthquake stimulated a public desire to help strangers. People began to think and wanted to get involved in social charity activities personally.”The result of this was that non-governmental organiza- tions took on a greater role.On Sina Weibo, the Chinese version of Twitter, there are millions of posts appealing for donations to a wide range of causes including chil- dren from poor families and patients with rare diseases.Fully aware of the power of the Internet, Wan has turned that might toward helping charities.“For ordinary people and companies that want to do something for charity, we make it easier to participate or organize activities,” Wan says.One of his projects deals with social welfare advertise- ments. His company offers a paragraph of code which can be included in a blog or web- site and generates social welfare advertisements on the site.For companies, his team offers technical support and IT solutions.Wan is also the director of IBM’s volunteer teams in the north of China and Yiyun pro- vides volunteer management sot ware to IBM, Canon and other companies.Over the past two years Yiyun has provided its ser- vices to more than 20 orga- nizations including Jet Li One Foundation, founded by kung fu movie star Jet Li, Adream China Educati迷你倉n Fund, and the YouCheng China Social Entrepreneur Foundation.Yiyun has also established strong relations with inter- national organizations and has hosted numerous events to cultivate young IT fans or exchange experiences with other IT firms, according to Zhou Li, a co-founder of Yiyun.Yiyun plans to work with MakeSense, a global IT vol- unteer network based in France, to host HackSense in December. h e event will be a gathering of IT talent from around China aimed at solv- ing charity issues. Companies attending the event are being asked to develop charity apps.Among the proposed apps are an e-commerce platform for disabled artists and an infor- mation app for children in rural communities.One of Wan’s passions is stimulating enthusiasm for information technol- ogy among young people.By doing this, he hopes to encourage others to follow in his footsteps and use the power of the Internet for good.Wan’s desire to help comes partly from his background.He comes from Jiangxi prov-ince, where poverty is rife in many areas. Experience has taught him that with desire there must also be a dose of reality about what can be done.“You need to balance your capabilities and the interests of people who need your help,”he says.Wan funded the education of poor students in Hunan province during 2006 and 2007. h e experience was like putting a drop of water on a desert, he says.“I wasn’t able to solve all of their problems. I funded their education to finish middle school, but at er that there was nothing. h ere are too many children and I cannot help them all,” he says.His experiences have also taught him the dangers of devel- oping dependence on charity.In some areas of China, poor people have become reliant on donations to such an extent that it will be difficult for them to become self-reliant again.Wan is concerned about the sustainability of charity work in China. “I have a job at IBM China, so I don’t take a salary from Yiyun, but most of my staf members are paid employees,” he says.“People may think charity means unpaid work, but I think people should be given a rea- sonable wage for their work.”Yiyun charges companies that use its on-demand ser- vices and is also considering seeking social capital.“We need them to under- stand our ambitions because we cannot provide them with short term returns on invest- ment,” he says.Wan’s original vision of using the Internet to help charities has come a long way but he has bigger plans in mind. h e next step is to provide management sot ware and apps.“Running a social charity organization is more or less like running a company,” he says. “Ordinary people care about transparency, which is a basic issue in charity work.The most important issue is not where the money goes, but how ef ectively it is used by a charity organization.”Wan hopes Yiyun, like its Chinese meaning, can become a cloud of social benei t which links IT developers, volunteers, companies and organizations together for the greater good.“In the future, I hope every charity project can share information on the platform so resources will not be wast- ed and more people can take advantage of the technology we of er,” says Wan.“Charity should be a life- style, and I believe with the help of modern technology more people will adopt this lifestyle.”儲存倉

“生活中,迷你倉有些孩子總是喊肚子痛,又不愛吃飯,瘦瘦弱弱的,免疫力差,總是感冒。”徐曉紅說,孩子的這些症狀其實很大原因與幽門螺桿菌感染有關。幽門螺桿菌感染是慢性活動性胃炎、消化性潰瘍、胃黏膜相關淋巴組織(MALT) 淋巴瘤和胃癌的主要致病因素。在全球自然人群的感染率超過50%, 我國屬發展中國家,幽門螺桿菌感染率高。平均為59%。這也就意味著每兩個人中就有1個有幽門螺桿菌感染的,發病率很高。幽門螺桿菌感染後,最早就是胃黏膜遭到破壞,產生充血、水腫,進而會引起胃炎,慢性胃病等。當細菌穿透胃黏膜層後,在胃上皮細胞表面定居,會引起炎症細胞的局部聚集,幽門螺桿菌獲得了更多的營養,其生長和繁殖會更加迅速,同時還會產生空泡毒素、細胞毒素相關蛋白質,引起進一步病變。如起胃潰瘍、十二指腸潰瘍等,此時如果不及時治療,就可能演變成萎縮性胃炎,最後甚至會自存倉成胃癌。幽門螺桿菌主要通過唾液傳染,老百姓由於傳統的飲食習慣,大多數人就餐時不分餐,因此極易發生幽門螺桿菌的相互感染。此外,親吻孩子也可引起幽門螺桿菌的傳染。還有一些家長喜歡嚼好了食物再喂給小孩,這也可能傳染。因此預防幽門螺桿菌的傳染,應該儘量採取分餐制,用公用筷子夾菜、用公用勺打湯。每晚對碗筷進行消毒,可用消毒櫃消毒15分鐘或煮沸15分鐘,或用微波爐中火轉5分鐘。注意飲食的衛生,儘量不要在外面一些衛生條件差的飯店用餐。感染幽門螺桿菌的表現主要有以下幾點:食慾不振,總是胃口不好,不想吃東西;早飽,還沒吃幾口就感覺飽了;無法形容的上腹部不適;上腹部的隱痛、脹痛、絞痛等等。出現這些症狀的話就應該考慮是否感染了幽門螺桿菌。判斷幽門螺桿菌感染的檢查方法很多,主要包括細菌的直接檢查、尿毒�活性測定、免疫學檢測及聚合�鏈反應等。本報記者 杜凱迷你倉

  9月26日至28日,存倉第五屆歐亞經濟論壇將在西安舉行,本屆論壇將以“推進古絲綢之路沿線復興和新歐亞大陸橋互聯互通”為目標。  在國家主席習近平近日提出中國希望同中亞國家深入合作、共同建設“絲綢之路經濟帶”後,絲綢之路經濟帶概念一時風起雲涌。  多位西部區域經濟學者告訴《中國經營報》記者,實際上,近年來處在絲綢之路經濟帶上的陝西、甘肅、新疆等省份一直通過多種形式在擬復興絲綢之路的戰略上大做文章。習近平主席此番提出與中亞共同建設“絲綢之路經濟帶”後,國內涉及絲綢之路省份對該經濟帶的戰略或將大大提升,而作為落地載體的自貿區、經濟區將成為各涉及省份的爭搶對象。  西安市政府研究室副主任陳洵榮近日表態,西安市應爭取國家先行先試,在西安建立“上合組織自由貿易區”。  而就在不久前,新疆喀什經濟開發區總體規劃已經獲批,喀什金融貿易區、總部經濟區、綜合保稅區已現雛形。西安爭搶經濟帶核心城市  陝西、甘肅、新疆等地的基礎設施建設、能源合作、旅遊開發等板塊未來都將蘊藏巨大的潛能。  2100多年前,張騫兩次出使西域,開闢了一條橫貫東西、連接歐亞的“古絲綢之路”。上世紀90年代初,中國蘭新鐵路西段與哈薩克斯坦土西鐵路接軌,標誌著東起連雲港、西至荷蘭鹿特丹的新亞歐大陸橋全線貫通。  建設“新絲綢之路”的初衷是通過這條連接亞歐兩大陸、輻射30多個國家的大動脈促進國際貿易。隨著經濟全球化的加速發展,特別是中國經濟的騰飛,中國與中亞國家、歐洲國家之間的往來不論在廣度上還是深度上都有了空前發展。“新絲綢之路”沿線國家已不滿足于僅僅建設交通運輸生命線,還要不斷加深沿線區域經貿合作,形成“新絲綢之路經濟帶”。  近年來,總人口30億的“新絲綢之路經濟帶”已具雛形。新絲綢之路經濟帶,東邊牽著活力四射的亞太經濟圈,西邊系著發達的歐洲經濟圈,沿線國家經濟互補性強,在交通、金融、能源、通信、農業、旅遊等各大領域開展互利共贏的合作潛力巨大。  最早關注絲綢之路經濟帶概念的學者之一陝西省社科院學術委員會副主任張寶通表示,實際上近年來絲路經濟帶在國內西部各涉及省份已經架設多種平台進行布局。比如在西安每兩年舉辦一次的歐亞經濟論壇,就為絲路經濟帶各國提供了一個在能源、金融、旅遊等行業領域的對話交流平台。西安這個古絲綢之路起點城市,現如今是西北門戶城市,處在亞歐大陸橋城市的重要位置上,區位優勢不錯。並且陝西省豐富的能源、深厚的文化旅遊資源吸引力巨大,因此在絲路經濟帶上大有可為。  也正是在絲路經濟帶上大有可為,陝西、甘肅、新疆等地的基礎設施建設、能源合作、旅遊開發等板塊未來都將蘊藏巨大的潛能。陝西區域觀察學者孔軍表示:“資本市場上,近期陝西、甘肅、寧夏、新疆等地的相關公司都被追捧。這說明,資本市場對絲路概念潛能的期許。”  西安市委政研室副主任劉發奎告訴記者,西安是古絲綢之路的東方起點,存留著許多彌足珍貴的歷史遺跡。在我國絲綢之路首批申遺的22個項目中,西安有5個,是項目最多、等級最高的城市;西安是亞歐大陸橋中國段最迷你倉的城市,是西部大開發的橋頭堡。而西安在科技教育、信息技術、新能源與可再生能源、新材料、航空航天、電力設備、紡織、農產品加工、文化旅遊產業上優勢明顯,初步形成了高技術產業、裝備製造業、旅遊業、現代服務業和文化產業五大主導產業,與上合組織成員國在產業結構上有較強的互補性,合作潛力巨大。所以說西安是國內唯一同時具備這兩個條件的城市,西安最有資格成為支撐經濟帶建設中國境內的首選核心城市。  9月16日,陝西省旅遊局亦召開絲路經濟研討會,並擬明年研究相關旅遊項目,借助新絲路概念推動其旅遊大省建設。西部省份爭搶自貿區、金融特區  絲路經濟帶相關的落地形式——自貿區、金融特區等都將成為各省向國家申報試點爭搶的對象。  實際上,絲路經濟帶最令大家期待的是未來出台的相關金融改革試點等政策。  有區域專家指出,西部各省近年來在經濟增速與總量規模上處於加速趕超的階段。比如,2010年,2011年,2012年,新疆的GDP增速分別為10.6%、12%、12%。陝西的經濟增速也處在彎道超車的關鍵節點上,並且經濟結構升級亦急需借助絲路經濟帶帶來的機遇提升。因此,絲路經濟帶相關的落地形式——自貿區、金融特區等都將成為各省向國家申報試點爭搶的對象。  事實上,比陝西更近水樓台的是新疆,在絲路經濟帶上,近年來已經成了相關的貿易、金融特區,對面向中亞進行向西開放試點。  2011年成立的新疆喀什、霍爾果斯經濟特區已具雛形,目前國家和地方優惠政策疊加效應凸顯。據瞭解,古絲綢之路南道重鎮喀什具有“五口通八國一路連歐亞”的地緣優勢,與吉爾吉斯斯坦首都比什凱克相距400公里,與烏茲別克斯坦首都距離為700公里,在1500公里的範圍內,喀什可到達周邊8國的首都,比到烏魯木齊還近。  2011年,《國務院關於支持喀什霍爾果斯經濟開發區建設的若干意見》頒佈,賦予喀什建設“金融貿易區”政策。根據有關細則,有6項20條金融服務創新在喀什經濟開發區先行先試。喀什金融貿易區是國家首次在沿邊地區提出,也是全國繼上海陸家嘴金融貿易區之後的第二個金融貿易區。建成後將成為中亞、南亞區域性金融中心,並建立產權交易、期貨交易、債券交易及股權交易市場等多層次的金融市場。目前,浦發銀行、廣發銀行、太平洋保險等金融保險機構已落戶。巴基斯坦哈比銀行設立喀什分行事宜正在磋商。喀什開發區產權交易中心、企業上市服務中心相繼掛牌。  另外,《國務院關於支持喀什霍爾果斯經濟開發區建設的若干意見》也同樣賦予新疆北部特區霍爾果斯金融創新使命。  在新疆金融貿易區建設如火如荼的時候,陝西也不甘落後。西安市政府研究室副主任陳洵榮近日表示,西安應利用好面向思路國家舉辦的歐亞論壇品牌,爭取國家先行先試,在西安建立“上合組織自由貿易區”,向國家爭取含金量高的實質性政策,順勢而為把西安的發展提升到國家戰略層面。  多位學者還分析指出,絲綢之路經濟帶上升為國家戰略之後,國內各省份向西開放的步伐或將加速。由此類似于喀什的特區或將在未來幾年成熟之際,向西北多個省份推廣試點。自存倉
