Innovation, the cure for poverty
Community Care Fund Chairman Law Chi-kwong reviews the poverty situation in Hong Kong, comparing it to a few years ago and assessing progress by the Commission on Poverty.迷你倉沙田 He praises the commission, calling it a useful, flexible, cross-policy platform that brings together wisdom from non-government organizations and the business sector to alleviate poverty. Joseph Li spoke to him. Law Chi-kwong says poverty in Hong Kong is growing worse, underscoring the need to re-establish the Commission on Poverty, of which he now sits as a member. Law, who served on the commission’s predecessor from 2005 to 2007, also chairs the commission’s Community Care Fund Task Force. To date, the Community Care Fund (CCF) has spent over HK$2.5 billion on 19 assistance programs designed to help underprivileged people who fall beyond the scope of social welfare programs and have slipped through the social safety net. They fall into several categories such as, elderly, disabled, single-parents, patients with chronic illnesses, new arrivals and ethnic minorities. Pilot schemes Some social service programs start out as pilot schemes before being transferred to the regular programs. Often implementation hinges on the availability of resources. Although the new poverty commission has been working for less than a year, Law says it is functioning well. “The poverty situation is worse than the period between 2005 and 2007,” Law said in an exclusive interview with China Daily. “Although the situation eased a little with the implementation of the minimum wage in 2011, statistics over the past two years indicate signs of deterioration.” The international benchmark for measuring “poverty” is an income level less than half of the median household income. He estimates nearly 1.3 million people live below the poverty line. Even when the different types of social welfare are brought into consideration, that number is still as high as one million. Law attributes poverty to deep-rooted economic and social problems. He also contends that certain government policies are not conducive to alleviating poverty and lifting people above the poverty line. So it is a good thing to have a new forum to discuss problems, identify the causes of poverty and seek solutions among representatives of government departments, non-government organizations and the business sector. “At the meetings, it is sometimes good to put pressure on government departments because it is not easy for these departments to think and work alone,” he laughed, adding, “Media opinions are a kind of pressure but we give the government departments more direct pressure when we see them face to face.” He cited an example. At a recent meeting of the CCF Task Force, discussions focused on financial assistance to seriously disa迷你倉價錢led persons — assistance that would allow them to rent equipment, buy consumables and pay living expenses. The Social Welfare Department objected to paying additional money for living expenses to people aged over 60, since those people already are covered by existing services. Members then asked the department to determine the number of people receiving benefit and the estimated expenditure before taking the next step. “The officials showed signs of reluctance because extra work was entailed,” Law said. “Members asked if three months were enough time to find the answer and at first refused to commit. In the end, they spent only a week to trace the relevant information.” Business sector’s role Law also highlighted the business sector’s role in the fight against poverty. Apart from giving donations, enterprises have become more deeply involved in organizing activities, deploying staff to act as volunteers and mentors for internship programs. They also arrange training, visits and placement opportunities for children/young people from low-income families. In particular, he heralded the participation of businessmen Lau Ming-wai and Michael Tien Puk-sun, which, Law said, provided a kind of impetus to the Commission on Poverty. “Lau Ming-wai is very zealous with his work. Since he looks at problems from the business sector’s point of view, his input can help make our policies more complete. Even though he does not know the welfare issues well, the way he asks questions brings new dynamics to our work. The thinking of the government and NGOs is more complicated. The business sector’s thinking is simpler and more direct as they always emphasize the effectiveness of the relief measures and whether the measures can help the people. “Take the example of cash assistance to tenants living in sub-divided units in industrial buildings, Michael Tien is adamant that the government should assist them. Tulsa Library's Genealogy Center's upcoming move to Hardesty site gets mixed reviews
Source: Tulsa World, Okla.儲存倉Aug. 22--In just a few weeks, the Tulsa City-County Library will relocate its genealogy collection from its 5,500-square-foot branch at 29th Street and Harvard Avenue to the second floor of the Hardesty Regional Library in south Tulsa, a move that has upset some of the Genealogy Center's users.Lloyd Hobbs said he doesn't see the need for the move."It's a very convenient, nice, clean location," said Hobbs, who has visited genealogy collections across the country. "Ours is very good. Everyone down there, including the volunteers, are very good."Judith Jaeger is one of those volunteers."It was planned and studied and didn't involve any of the users," she said of the move. "The library has made a lot of progress. It doesn't show the same progress as other parts of the library."Library administrators say the move will actually be an improvement for the collection because it will mean more space, more amenities and more hours of operation."The building is tiny, and the collection grows and grows. We're constricted by the building," library CEO Gary Shaffer said."We did have customers complain about the size of the building, the size of the meeting room. The (current) building is open 42 hours a week. We're going from 42 hours a week to 69 hours a week."The Genealogy Center will close on Tuesday, then the center's staff will begin packing and preparing for the collection's move to Hardesty, 8316 E. 93rd St.The materials will move Sept. 3 and 4 and should be available to the public again beginning Sept. 5.Mary Barnes, who works on her family's genealogy in her spare time, is excited about the change."People who do genealogy love the past, and we don't like change," Barnes said, but she added that she sees the opportunities at the Hardesty location. "I showed (other genealogists) the second floor. I said: 'Look at the space. Look at the computers.'"Most of the people are retired. I'm not. I can't come in at 3 p.m迷你倉沙田 every day. Saturday I'm running errands. Now I can go in at 5 p.m. at night. I can go on Sunday."Hobbs and Jaeger said they worry about the collection's security."We (will) go to open stacks at Hardesty," Jaeger said, although typically genealogy collections housed at library branches are kept in separate areas behind closed doors. "I don't think we're asking anything extraordinary."Hobbs said his biggest concern is possible damage to the collection's books and records."I'm afraid people are going to run amok through there," he said.Shaffer said in the new space, the collection will be able to grow and will be housed on its own and will be secure. All Genealogy Center staff members also will move to the Hardesty location."We feel genealogy is incredibly important and an important service. We're placing it somewhere where it can expand," he said.The current Genealogy Center building, which is owned by the Harmon Foundation, will become the new home for the library's adult literacy, outreach and volunteer programs."It makes sense to give them a space," Shaffer said. "Part of it is giving them a home, but we wouldn't be doing it if genealogy wasn't outgrowing its home."Jaeger and Hobbs said that despite their objections, they'll likely continue to use the genealogy collection after it moves to Hardesty."I'd use it but I'd still have a bitter taste in my mouth that it never should have happened," Hobbs said.Jaeger said some genealogists will make the transition to the new site, but others won't.Barnes is looking forward to the change."All the people who use Hardesty for the children's area, they'll wander up," she said. "We have an opportunity to grow; we have an opportunity to have a new audience. There’s a revolution taking place, a veritable robot uprising right here in Hong Kong.儲存 Those in the vanguard of that revolution believe, before the robot becomes cleverer and more accomplished than humans, it must have sensitivity training so that it may empathize with our human failings. Timothy Chui writes. Broken pipes growing out of decaying masonry, surrounding the cold, towering blue glass facade of Mong Kok’s Langham Place, emit a quintessentially cyberpunk aura when it rains. Ridley Scott, the director of Bladerunner, took his inspiration for a robot permeated dystopian urban landscape from right here in Hong Kong, not far from where many believe a real robot revolution is taking shape. While Bladerunner’s Mong Kok-inspired, fictional Los Angeles of the near future was the birthplace of mass-produced humanoid robots, Ben Goertzel, an American expert on artificial intelligence, predicts the real world robot revolution will begin here. Goertzel is one of a four-man team building a humanoid robot for the mass market. Robots that can chop onions, whip up a stir fry, take out the trash, get the mail, massage your feet, bark like a dog and balance your books, as long as they don’t break down. From a height overlooking the world’s most densely populated district, multi-colored umbrellas mix, mingle and collide in kaleidoscopic swirl, heated exhaust and vapors laden with the stink of the city are drawn skyward into the gloomy clouds. It’s suffocating. Nature’s light shines but dimly here. Soggy pedestrians deprived of illumination turn ambivalently to the giant outdoor televisions and jockeying neon signs. “Hong Kong’s hybridization of Chinese and Western cultures favors more open communication,” Goertzel tells China Daily. “On the mainland, I think it’s harder to get junior team members to share their creative, half-baked ideas with their supervisors or colleagues; whereas in Hong Kong it’s easier. I think it’s also true that mainland Chinese culture is a bit more ‘closed’ in terms of openly communicating ideas than Western culture.” Guangdong likely He emphasizes, however, “if cheap, scalable robot manufacturing is going to happen anywhere, it’s very likely to happen in Guangdong.” There is plenty of AI research underway on the mainland. Goertzel is chairman of the board of the Open Cog project, which allows developers to draw from a global bank of free-to-share algorithms that attempt to give robots the powers of human thoughts, which after all originate with electrochemical signals in the brain. In his present endeavor, Goertzel, slightly disheveled, bespectacled and looking like the technical phenom who finished secondary school before puberty and got his PhD at 23, analyzes financial markets — using artificial intelligence. With that goes an impressive sounding title: chief science officer of financial prediction for Aidiyia Holdings. Goertzel sees it like this: highly specialized robots have been the mainstay of robotics development in the US and Japan for years. He thinks robots are ready for the mainstream, but getting there will demand a carefully balanced ecosystem: creative critical mass, coupled with a viable production base, and an available market. The kind of collective creative brainstorming and collaboration which often leads to breakthroughs is considerably easier to get going in Hong Kong, he said. Hong Kong has “an atmosphere where the team members are willing to share their half-baked ideas with each other and openly brainstorm. This may partly be because in Hong Kong my teams have been more international, mixing Hongkongese, Western and mainland Chinese members; and the Western team members have brought with them more of an anything-goes American startup-style mentality,” he said. Joining Goertzel is Mark Tilden — inventor of the highest selling, mass market consumer robots ever. Caregiver robots Tilden, a graduate of Canada’s University of Waterloo, envisages robots as caregivers, capable of housecleaning, preparing meals and dispensing medication, “a robot you could give your mother to look after her into her dotage,” and that will allow her “to live with dignity, to stay at home without the constant requirement of someone coming to deliver three or four meals a day.” Prior to setting up a Sai Kung lab where he tinkers during the cooler months, he was the founder of a divergent school of robotics thought — a keep-it-simple, bottom-up evolution of robotics versus the advanced prototypes unfit for mass marketing approach taken everywhere else. He built his first robot when he was three, designed robots that sold more than 22 million units and built prototypes for the US military and NASA which contributed to the development of the Spirit and Opportunity Mars Rovers. The team plans to set up an advanced robotics lab here in Hong Kong. “The goal is to get a large space where we can start to develop grown-up robot products for mass market applications,” Tilden said. By designing in Hong Kong and churning them out in China, Tilden’s robots “are 10 times less expensive to manufacture and distribute on average than conventional machines. I’ve sold over 20 million or so in the past decade, so the customers must like the prices,” he said. The third aspiring leader of the coming robotics revolution is David Hanson. He builds robots with character, robots which eventually will empathize with human users, robots able to see faces, show facial expression, make eye contact, and like HAL 9000 in the film 2001: A Space Odyssey, empathize with their human operators, engage in speech, model how a person is feeling and build relationships. Hanson’s field is the development of socially intelligent robots capable of human interaction, robots that one day will be able to take their place in the human family. Hanson’s work focuses on robots’ perception of and by people. A robot’s face is its natural interface and the more in新蒲崗迷你倉uitive it is for people to interact with the easier they are to use and more accepted they become. Human-robot interation Hanson is the creator of the most realistic humanoid robot faces ever. He will develop the basic aspects of human to robot interaction — the automoton’s facial expressions and conversational abilities. Hanson, who is moving to Hong Kong this fall, has already produced robots bearing the likeness and manner of Albert Einstein and American science fiction writer Philip K Dick, who penned Do Androids Dream of Electric Sheep, upon which the film Bladerunner was based. Mark Tilden says the technology is already here. What remains is to figure out how to make it a part of daily life. Goertzel remembers a time “when a large percentage of the population was uncomfortable with electronic musical instruments — they sounded unnatural, etc,” he said. “By and large the strange feeling folks got from electronic instruments is a thing of the past, and they’re now considered an ordinary part of life, and certainly able to evoke the full range of emotional and musical experiences in the listener. The same sort of thing will happen with humanoid robots,” he said. Hong Kong Polytechnic University’s Gino Yu is the fourth member of the team. Founder of Hong Kong’s Digital Entertainment Association 12 years ago, he helps head PolyU’s robotics lab and works with Goertzel on OpenCog. “Robots provide a user interface and we’re born hard-wired to look at faces and track them. Looking at a screen is quite uni-dimensional. If a robot has a face and eyes and is looking at you, nodding every now and then, it’s a different experience,” he said. Emotional links to robots have been proven beyond those for fictional characters such as R2-D2 or Wall-E. Volunteers reported negative emotions when watching robots being abused in a study led by Astrid Rosenthal-von der P�tten of University of Duisburg Essen. “Hong Kong is already the consumer robot capital of the world. Japan has made a handful of robots with short battery life while millions of units of consumer robots developed in Hong Kong have already been shipped. We’re already the leader of the world with our more user-centered approach, it’s a matter of maintaining that lead,” Yu said. BBC向性侵受害者各賠40萬元

Roby: 'Compromise' isn't a dirty word

Martha Roby drew applause Tuesday when she said she doesn't understand why "compromise" has become a dirty word in politics."We're not going to move this country forward if we continue to draw lines in the sand and stand behind them," Roby, R-Montgomery, total a breakfast crowd in her home city. "A lot of what's going on in Congress right now with this great divide is that we've been pulled away from each other so far that members on the opposite sides of the aisle are afraid to listen to each other."The speech came during a series of town hall meetings in which Roby has heard from concerned constituents about contentious issues like immigration reform, health care changes and budget cuts related to the sequester. She plans to hold four more town halls throughout her district before Congress reconvenes in September.While opinions differ, she said the common thread has been anger over the lack of movement on key issues."People are generally frustrated with the lack of function in the federal government right now, the ability to actually get something done," Roby said. "I personally believe that we're not going to bring America back to liking Congress until we can actually solve a problem."She has faced some criticism in earlier town hall meetings from tea party members who accuse her of too often siding with mo存倉erates. A 2012 analysis of congressional votes by CQ Roll Call shows Roby votes with the GOP, and against Democrats, 92 percent of the time.If Congress can't reach common ground, the situation could get much worse.Roby told the crowd that by 2023, on its current financial trajectory, the nation will spend more to pay the interest on its debt than it spends defense. 核心提示“大師”王林在官場有著自己的朋友圈。這朋友圈最早從江西的政法系統開始建構,迷你倉出租王林一步步積累官場資源。有些官員是他特異功能和名聲的傳播者,向他介紹更高級別的官員。這其中有著利益交換。王林與江西原政協副主席宋晨光的交往是其中的典型一例。在兩人交往中,王林成為宋晨光的高級顧問,為仕途吉凶占卜,為他出謀劃策。而王林與宋晨光的親密關係也為他爭取到了某些利益。7月21日下午,江西省鷹潭市副市長宋迪維到訪“王府”。現場記者拍下副市長宋迪維配合“大師”表演的畫面。宋緊抓王林右手,一位蘆溪縣官員捏住王左手,王將掌中四季豆變到襪內。王林的身邊人對宋迪維和這樣的場景並不陌生。宋迪維曾任蘆溪縣的縣委書記,2006年升遷異地後,常回蘆溪“王府”拜訪。“每年三節,加上‘大師’農曆五月初六的生日,是‘王府’最熱鬧的時候。”王林身邊人介紹,宜春、萍鄉乃至外省社會名流和官員多會前來,除了宋迪維,“老面孔”還有江西某些省級官員及萍鄉公安系統的人,比如宋晨光、唐建國、譚曙耀等人。媒體報道,7月21日的聚餐結束前,王林提到了自己的朋友們“如果有朝一日自己被‘搞死’了,會有‘百萬朋友’幫他報仇”。“越獄犯”的政法朋友“當時省司法廳辦公室主任、紀檢組長,五體投地信服王林。”一名江西廳級官員回憶江西省一位廳級官員早在上個世紀80年代末就認識王林。該官員稱,王林出名是從江西政法系統開始的。1979年,27歲的王林,在宜豐縣石花尖墾殖場,因詐騙和侮辱婦女入獄。1985年,在南昌監獄服刑時,王林給管教洗腦,謊稱為其變老婆,成功越獄,雖被抓回但因此成名。“那時江西省政法系統,把王林傳得神乎其神,不光變蛇變酒,還會意念搬運。”上述官員回憶,王林1987年出獄,適逢全國“氣功熱”,王林受到官員追捧。曾為王林開過車的身邊人回憶,當時王林表演輕功和硬氣功,比如手拎水桶頭頂木桌站在一頁紙上、嘴含雞蛋頭頂磚塊劈磚等,場場爆滿。“當時省司法廳辦公室主任、紀檢組長,五體投地信服王林”。上述廳級官員回憶。該官員表示,“身懷絕技”的王林,開始成為南昌市公安局顧問、南昌市氣功科學研究會顧問、江西省氣功學會副理事長,後來,江西省行政學院聘請王林,“相當于客座教授”。江西省行政學院與江西省委黨校合併,是“江西省培訓、輪訓領導幹部的主陣地”。當時江西行政學院院辦公室秘書冷淑蓮稱該學院教職員工、江西省市領導和省外來賓,多次觀看王林意念搬運的表演。一位當年參加培訓的官員回憶,90年代初江西省委安排正縣級以上官員培訓,上午學習文件,下午安排王林的氣功課。上世紀90年代初,江西行政學院院長方彥接受央視採訪時稱,“每次看後都引起轟動效應、不可思議,但這都是事實,不是變魔術。”江西行政學院成為王林揚名的第一個舞台。他在此結識第一批官場朋友,比如江西省公安廳長丁鑫發,南昌市灣里區委副書記毛野德,毛後來調任宜豐縣縣長,該縣被王林稱作第二故鄉。1994年,42歲的王林成為江西省政協委員,因為“氣功大師”的身份,從曾經的詐騙犯轉變為政協委員。吹捧的與獲刑的“回過頭看,隆重吹捧過王林的官員,很多都是貪官,有的已被槍斃。”上述廳級官員表示上個世紀90年代初,“氣功大師”王林的表演,開始進入個別中央領導視野。“兩個省里的官員很關鍵,一個是省公安廳長丁鑫發,一個是省委副書記劉方仁。”前述官員表示。丁鑫發1992年至2001年任江西省公安廳長。1995年,丁接受南昌晚報採訪時,曾稱已觀看王林20多次“變蛇”。丁鑫發講述了王林為官員兩次變蛇的經歷。上述廳級官員稱,時任江西省委副書記劉方仁,把王林推薦給國家體委主任伍紹祖。(下轉A26版)(上接A25版)劉方仁1985年至1993年任江西省委副書記,後調任貴州省委書記。2002年,王林在自己出版的書中稱“貴州省委書記劉方仁是王林大師十多年來的知心好友”。一些省級官員為王林題字或作傳。時任江西省政協副主席葉學齡為《中國人》作序。時任江西省副省長胡長清,則為王林題字:“氣貫長虹,功大無邊”。“回過頭看,隆重推薦、吹捧過王林的官員,很多都是貪官,一部分已經坐牢,有的已被槍斃。”上述廳級官員說。新京報記者統計,原貴州省委書記劉方仁因受賄罪2004年判處無期徒刑;原江西省檢察長丁鑫發因受賄罪于2006年獲刑17年;原江西省副省長胡長清因貪汙受賄于2000年執行死刑;原宜豐縣委書記毛野德調任吉安市紀委書記後于2000年服毒自殺。市委書記的“高級顧問”知情人稱,小到宋晨光私人生活,大到市委、市府重要活動,都邀請王林並聽取意見前述廳級官員介紹,上個世紀90年代,經江西省司法廳一個副廳長推薦,“大師”王林與時任江西省政府法制局副局長的宋晨光相識,直到宋主政宜春後,兩人關係親密。2002年,宋晨光從江西省建設廳長調任宜春市長,2003年升任宜春市委書記,到2008年升任江西省政協副主席,主政宜春6年。接近宋晨光的知情人士稱,宋為人迷信,2004年曾有中央領導到宜春考察入住錦繡山莊,領導退房後,宋下令不准任何人進入。宋入住該房至次日,他後來告訴下屬:“我要沾沾官氣。”錦繡山莊是宜春市委接待賓館,山莊前負責人回憶,宋晨光曾叮囑,“大師”來山莊要最高規格接待。據其介紹,王林到錦繡山莊,每次入住總統套房,消費均由市委辦和市府辦簽單。一位當時的正縣級官員看到王林出版的《中國人》,發現市委書記宋晨光在書中被描述為“大師的忠實信徒”。“我曾提醒宋書記,作為黨的高級幹部,信仰王林大師欠妥,”上述縣級官員回憶,宋晨光當時不以為然,“他說,這麼多高官跟大師合影,比我高級的官員多得很。”“王林就像市委書記的高級顧問一樣,小到宋晨光的私人生活,大到市委、市府的重要活動,都會邀請王林‘大師’並聽取他的意見。”上述知情人士說。該知情人士回憶,2003年,宋晨光任市委書記兼市長初期,噩夢不斷,曾邀請王林驅鬼無果。後來,市里稍有大一點的活動,宋都會邀請王林“大師”到現場看氣場,“是否存在煞氣”。宋晨光主政宜春後,4層老宜春市委大樓前面建起一棟10層高樓。該知情人士回憶,王林認為高樓擋住風水,市委辦公儲存倉要搬。宋晨光聽從建議,調整辦公桌朝向,“起先,宋的桌子對著窗戶,後改為對著大門”。2004年上半年,宜春市政府打算新建行政中心,派員前往蘇、滬等地考察。考察組提出現代行政中心方案。接近宋晨光的知情人士回憶,宋請來王林審查方案,王說,不行,“王林說,按這個方案,你出不了‘大官’,當不了省級幹部。”這位知情人說,原方案行政中心建4棟樓,市委、政府、人大、政協各一棟。王林認為4棟樓“相煞”,風水不好,建議重新設計。“王林建議,改成一棟大樓,整個形狀從外面看,一定要是一頂巨型官帽,兩邊還要有耳朵那種,下面用柱子支撐。”上述知情人士稱,王林說服宋晨光的依據是,蓋“大官帽”,就能做大官。後來,宋晨光召集宜春4套班子廳級幹部加秘書長一共50多人討論,“宋晨光力挺‘官帽’設計方案,認為非常好,但現場超過80%的廳級幹部反對。”“巨型官帽”設計方案沒有通過。“如果當時那些官員不堅持反對,那麼中國最大官帽將落戶宜春。”前述知情人士說。“地下組織部長”?知情人稱,2006年宜春市區縣黨委政府換屆,宋晨光邀請王林對幹部調整名單“把關”在萍鄉,王林常吹噓自己左右官場的能力,王常對一位區縣級公安局長和身邊人強調,“不是我,這個局長不會提拔這麼快!”王林的這名身邊人回憶,王林所言的局長,2003年時是蘆溪縣政府辦負責人,時常跟在“大師”身後,大師在酒店包廂用餐,這位官員在外面給“大師”洗車;王林接手蘆溪賓館重新開業後,閉路電視開戶都是該官員出面搞定。該官員對此未回應。而在宜春官場,接近宋晨光的知情人士稱王林有“地下組織部長”之稱,“直接插手關鍵崗位幹部任免”。2006年上半年,宜春市區縣主要領導換屆。初步調整方案中,宜春下轄的縣級市高安市委書記,調任省糧食局副局長,當時的高安市長,擬接任高安市委書記。“一般情況下,縣市區領導班子換屆,書記市長兩個人不會同時走。”一位接近宋晨光的知情人士稱,當時的市長做好接任書記的準備,但半月後因王林的一句話改變。據新京報記者瞭解,2006年宜春黨委政府換屆擬任幹部名單出爐後,宋晨光邀請王林到錦繡山莊,對幹部調整名單“把關”。王林入住總統套房,宋有兩個身邊人在場,上述知情人士是見證者之一。宋拿出名單,上面備注有調整官員姓名、性別、職務和年齡,“宋要王林大師算算生辰八字,不能與其相克。”宋晨光老家在高安市石腦鎮。當時擬提拔高安市委書記的人選,生于1964年。王林大師看完名單,坐在沙發上,閉目沉思。“‘大師’突然睜開眼,大喊不得了,”該知情人回憶,王林告訴宋晨光,“擬任你家鄉的書記1964年生,是天龍,你1952年生,是地龍,任命此人做你家鄉的市委書記,就是天龍壓地龍,你不要說做省領導,就是現在這個市委書記都不保!”據稱,宋聞聽此言,“臉都嚇白了”。為破解“天龍壓地龍”,宋對原方案做出調整。上述知情人士還表示,宋晨光還曾利用王林占卦,尋找“舉報人”。在2006年,宜春官場傳出有人舉報宋晨光。上述知情人士回憶,宋請來王林,要“大師”算卦找出舉報人的具體信息。上述知情人士回憶,宋晨光據此找出一位市委副秘書長,並找到這位副秘書長說,“有人算過,就是你在告狀。身高、年齡、模樣都對上了”。而據宋的身邊人回憶,即使被雙規前,宋晨光仍不忘請教王林。“王林說宋兩眼發黑、形色暗淡,如果不調整好,在劫難逃”,“建議宋多拜菩薩。”雙規前兩天,宋晨光在廣東出差,專門前往當地的寺廟燒香朝拜。“宋晨光當時講,自知職務難保,只求菩薩保其不坐牢。”上述身邊人回憶。2012年,宋晨光一審因受賄罪被判死緩。別墅、車牌與朋友知情人稱,唐建國擔任萍鄉市公安局長期間,王林名下先後獲得至少4個“豹子號”的車牌前述江西省廳級官員稱,宋晨光主政宜春期間,王林的財富也迅速積累。王林被曝光在宜春下轄官山自然保護區擁有1棟別墅,在袁州城區擁有3棟別墅。據接近宋晨光的知情人士稱,保護區別墅用地,系宋向宜豐縣領導打招呼所批;袁州區湖田鄉一塊別墅用地,也是宋晨光打招呼特批。8月16日,新京報記者要求職能部門公開王林別墅的土地產權和別墅產權信息,均遭拒絕。接近宋晨光的知情人稱,王林曾低價接手宜春市銅鼓縣一處溫泉,後高價轉讓,背景指向宋晨光;2010年,“港商”王林控股的一家香港公司,與袁州區簽訂協議,投資興建袁州新城五星級賓館項目,後王林退股。據王林身邊人回憶,2008年宋晨光升任江西省政協副主席後,王主要住在蘆溪繼續擴展他的官商圈子。原萍鄉市公安局長唐建國,與王林關係密切。唐建國愛人患癌症,王林曾為其氣功治病。2011年,王林與“弟子”鄒勇發生經濟糾紛,王林提供的一份材料里稱找到“我的朋友唐建國、譚曙耀作見證”。唐當時任萍鄉市公安局長,譚任萍鄉市公安局緝毒支隊政委。據新京報記者核實,在唐建國擔任萍鄉市公安局長期間,王林名下先後獲得至少4個“豹子號”的車牌,其中,贛JK8888(2007年3月,奔馳);贛JQ8888(2010年7月,悍馬);贛J00000(2009年2月,勞斯萊斯);贛J33333(2011年1月,凱宴)。“這說明王林跟公安的關係。”江西政法系統一位內部人士稱,“車牌‘豹子號’,有錢也不一定能搞到,需要一定級別的領導特批。”而據新京報記者調查,王林名下懸掛的車牌贛J00888的悍馬為蘆溪縣公安局交警大隊所有。王林如何獲得特殊車牌號?為何懸掛蘆溪縣交警大隊車牌?新京報記者向萍鄉市公安局求證,未得到回應。在江西省內部,對於王林的調查有不同聲音。8月6日,江西省政府法制辦相關負責人,召集公安、工商、地稅等部門,召開座談會,要求職能部門依法對王林事件展開調查。次日,法制辦又對前述會議予以否認,稱“並不具有協調相關案件調查的職能”。“王林的金錢和官場關係網,有些還在台上。這是王林事件的複雜性和特殊性。”江西省相關負責人告訴新京報記者,調查王林事件受到來自“個別更高層官員的干擾”。而在蘆溪,政府官員和職能部門,面對媒體追問,不作回應。“大家都在擔心,搞不倒王林,會影響前程被打擊報復。”一位蘆溪縣委人士告訴新京報記者。A25-A26版圖片/新京報記者 Coastal city opens arms to advice and investmentBy Ed Zhang in Zhanjiang, Guangdongedzhang@chinadaily.迷你倉價錢com.cnPrivate investment, first of all from Hong Kong, will be treated as an important social asset in the next stage of economic development in the city of Zhanjiang, Guangdong province.All efforts will be made to provide the city’s future investment and trade partners with a much better business environment, said Liu Xiaohua, leader of the Communist Party’s local committee in the seaside city in western Guangdong.Hong Kong’s capital and expertise in running modern service industries are of particular value in the city’s attempt to build its modern urban economy.In addition to all the available national and provincial policies, Zhanjiang is ready to concede more favorable terms to Hong Kong investors in the service sector, Liu said in an interview with China Daily immediately following the provincial authorities’ decision to speed up the development in the eastern, western and northern corners of the largest Chinese province in economic power.Zhanjiang is located at the southwestern tip of Guangdong. The city boasts not only unique potential for modern industry and services, but has also been “a fertile land to nurture private entrepreneurship”, Liu noted, although many of Zhanjiang’s private entrepreneurs are operating elsewhere due to historical limitations.Hong Kong has a community of almost 10,000 migrants from Zhanjiang including a number of successful businesspeople who the local folks can name.But agriculture long remained a main business in Zhanjiang as the Pearl River Delta, or the central part of Guangdong, was quickly transformed into a new industrial area in the 1990s.The local market was small, and in many aspects cut off from the global network, and has up to now benefited only in a limited way from overseas investment.But all this is soon to be a thing of the past, said Liu.The city is going to embark on a number of major development projects to become a new powerhouse in Guangdong’s economy — from public infrastructure to a French-style shopping arcade in the waterfront of the former French concession.As local leaders were busy preparing for a road show of their projects for the business communities in Hong Kong, Liu welcomed private entrepreneurs originally from Zhanjiang to participate in their hometown’s economic takeoff.“Conditions have changed. Potential returns are easy to see. And there are already promising examples,” said Liu, the 53-year-old chief official of Zhanjiang.Fresh opportunities“Private investors are discovering fresh opportunities. They can tell that the local government has now become competent in delivering public services,” he said. “And even the streets are cleaner than before. There is no reason to not trust one’s own eyes.”Today the non-State sector, including companies funded by overseas and domestic private capital, makes up 58 percent of all businesses in Zhanjiang and generate 53 percent of the city’s total business sales. Private capital’s contribution to the local economy is “indisputable”, Liu said, hastening to add that Zhanjiang wants still more, much more.He said the next thing to come is an integrated “industrial platform” to encourage more private investment, improve the city’s investment environment and channel new capital toward larger and technologically more sophisticated projects.Hong Kong is already the largest source of finance for Zhanjiang. From 1980 to 2012, the city received a total of $2.4 billion in foreign direct investment, in which Hong Kong’s share was 70 percent.The city has some 150 locally registered companies owned by Hong Kong investors and receives about 70,000 visits by tourists from Hong Kong annually.In trade, Hong Kong remains its second-largest partner. In 2012, when exporters around China were complaining about dwi迷你倉庫dling orders and rising costs, Zhanjiang still managed 19 percent growth in its exports to Hong Kong, which totaled $163 million.Traditional tiesHong Kong is also the nearest global shipping and logistics service center. Last year it handled 140,000 containers from Zhanjiang.Zhanjiang’s ties with Hong Kong are traditionally close, although as seen by local officials, still not strong.Indeed, Liu said, the city’s existing ties with Hong Kong are far from enough to help the city fully utilize its natural endowments and realize its ambition for faster economic transformation than ever before.Geography alone contributes considerably to the city’s development potential.The city is actually a national support center for offshore oilfield development, especially the pumping of oil and gas from the South China Sea.But few people likely know that Zhanjiang actually has one of the best of the few deep-water harbors in China.The Zhanjiang port provides to China’s vast southwestern interior regions ready access to the global market and can still be used for the import and export of much larger quantities of energy and mineral resources.Its geographic location also makes it the closest seaborne trade hub between China and Southeast Asia.In its near-term development program, Zhanjiang aims to build a 400 billion yuan economy in 2016, Liu said. For a city with a population of more than 8 million, that translates into 48,000 yuan (about $8,000) in per capita GDP.The plans call for Zhanjiang’s shipping facilities to have a throughput of 300 million tons, to rank among the 10 largest commercial ports in China by that time.Future cooperationIn the changes that Zhanjiang expects in the next three to five years, the mutually complimentary feature between the city and Hong Kong will grow even more and its capital and expertise will play a much stronger role in Zhanjiang’s transformation, Liu said.Ties with Hong Kong will expand substantially to encompass trade, investment and financial services, shipping and logistics, tourism, and also social development and the humanities.In broad terms, Hong Kong’s capital and expertise can help Zhanjiang build a more desirable structure of its industries, Liu said, by rebalancing the relative weight of agriculture, manufacturing and services.Agriculture, including production of fruit and aquatic foods, is Zhanjiang’s traditional advantage. It still accounts for nearly 20 percent of its whole economy.Manufacturing makes up almost 42 percent. Though still weak in absolute terms, the sector already has a few major national-level projects in the pipeline, in metallurgical and petrochemical industries.By comparison, a myriad of details are still to be worked out to answer questions like how to make the new industries serve the local society, and how to at least prevent them from polluting Zhanjiang’s precious resources for tourism. An equally strong service sector is needed to help the city find its solutions.For example, even though Zhanjiang is an old port city, its annual cargo throughput is no more than 400,000 containers. There is much room for port upgrading and the development of various financial services that a modern container power requires.Right now the service sector contributes only 37 percent of the local economy. In contrast Hong Kong’s various services account for more than 90 percent of its GDP. Liu was candid enough to point out that Zhanjiang “has a lack of bright spots” in its service sector and has an “urgent need” for importing new capital and management expertise from Hong Kong.There is almost “unlimited potential” in Zhanjiang’s future economic cooperation with Hong Kong, Liu said.Private investors are discovering fresh opportunities. Family to sue over bloodbath
The mother of slain tourist guide Masa Tse Ting-chunn will sue the Philippine government, the former mayor of Manila and seven other officials in a Hong Kong court.self storage Lee Mei-chun, Masa's younger brother Tse Chi-kin and wounded survivors Yik Siu-ling and Chan Kwok-chu will file the writ in court today - a day before the third anniversary of the killing of eight Hong Kong tourists during a botched hostage rescue operation in Manila. The second is former Manila mayor Alfredo Lim, who was commander at the scene, and who was reported to be away having lunch when the SWAT team botched the rescue. The rest are officials criticized in the official report including the vice mayor, deputy interior minister, director general - who was highly criticized for the rescue - Manila's chief police official and negotiators. The family will not to sue a reporter who played a live interview between the Ombudsman and gunman. The compensation amount is still under discussion with the lawyer, the family said. Philippines presidential spokesman Edwin Lacierda said: ``I think the Philippine government has already voiced its regret to the victims' families, survivors and the people in Hong Kong. ``I feel sorry for the victims as well. 飛龍航空取消停航 旅客可獲全額退款
晨報記者李寶花報道 因菲律賓民航總局上周決定暫停飛龍航空航班運營,迷你倉一度導致數萬名乘客受到影響,其中包括數十名上海遊客。昨天,飛龍航空向晨報發來聲明郵件稱,目前菲民航總局已取消其對飛龍航空暫停航班運營的決定,當所有的飛機通過檢查後,飛龍航空會立即恢複所有航班的運行。飛龍航空方面表示,菲民航總局對該公司提出的問題並非針對其11架飛文件倉的安全性和可靠性,而是針對程序性,這些問題目前已經得到解決。在天氣條件允許的情況下,該公司的飛機預計將在一天之內完成檢查。對原定行程受此事件影響的乘客,該航空公司提供以下三項服務之一:簽轉其他航班,保留機票延用,或給予全額退款。記者昨天同時從相關旅行社瞭解到,受停飛事件影響的遊客已通過包機或搭乘其他航空公司航班的方式全部返回上海。存倉
