網購微軟實習證明 微軟員工看後都笑了
畢業前,新蒲崗迷你倉有人幹的最後一件大事是什麼?造假!這不是聳人聽聞。為了向學校交差,更為了在找工作時贏在起跑線上,一些應屆畢業生選擇造假實習證明。成都晚報記者經過半個多月的調查,發現成都就有這樣的企業,為大學生虛開實習證明。在淘寶網上也不乏這樣的賣家,號稱能搞到“微軟”之類大公司的實習證明。記者當起了買家。真能成功嗎?實習證明有啥用?沒它畢不了業也難找好工作“沒有完成實習是畢不了業的。”四川音樂學院的郭老師表示。成都晚報記者調查了成都多所高校,發現學校有這樣的要求並非個例。“在大單位實習過,身價自然會漲,找工作也相對容易得多。”川音的鄭同學告訴記者,他是學平面設計的,若有在4A廣告公司的實習經歷,許多單位都會爭著要。因此,實習證明不僅僅是向學校交差,對未來職業發展也大有裨益。“朋友經常請我幫忙,給娃娃的實習證明蓋章。”成都一家知名企業的相關負責人稱,這樣的請求讓他很為難。記者在調查中發現,大學生總會想各種各樣的辦法去搞一張實習證明,至於這證明是真是假、是否真的在這些單位實習過,就顯得不重要了。“老師一般也不會太為難學生。”學生小吳說,他們很少去核實這些同學是否真在那些單位實習過,對同學們的伎倆也十分清楚,“只要別5個同學都拿一個單位的實習證明來就行,那樣顯得太假了。”招聘單位是否會核實應聘者的實習證明呢?“很重要的崗位要進行核實,但一般都以應聘者提交的實習證明為準。”一家企業的人力資源部主任這樣告訴記者。有人公然造假的!小公司幫辦只限應付學校24歲的馮先生經營著一家廣告公司,如今正幫學弟學妹幹著造假的事兒。他這公司是大三時與同學一起創辦的,畢業時順理成章地將加蓋了自家公司公章的實習證明交給了學校,順利過關。“嘿,幫學弟學妹蓋章,還能掙外快。”某次,一個朋友的提醒,讓馮先生的廣告公司“拓展”了業務範圍。今年,馮先生就為20多位學生解決了難題。“都是同學介紹過來的,我一個人只收10元錢。”他說。可是,小廣告公司提供的假證明,最多只能滿足學生的眼前之需——應付學校。看了這兩張證明晚報人和微軟人都笑了成都晚報記者喊淘寶賣家搞張成都晚報實習證明,收到貨一看——我們晚報哪有汪洋這個人、哪裡來編輯部專用章嘛。賣家弄了一張自稱是微軟成都公司的實習證明,記者拿去驗證,別個公司頭的人說:沒張旭這人,章也假!晚報記者與一個淘寶賣家的交易全記錄500元買兩份證明 都是假的!在巨大的就業壓力形勢下,如有在知名企業實習過的經歷,無疑會更占據主動。淘寶網就在賣這種出自大公司的實習證明。成都晚報記者以買家的身份與一位賣家取得了聯繫。資料顯示,此人一個月內做成了27筆買賣。他真能搞定實習證明嗎?先看賣家吹牛皮我們全國有合作公司;證明保證是真的;三兩天就辦好;大公司當然得花大價錢……“絕對不是假公章,我們是把證明拿到你指定的公司去蓋章。”賣家張先生表示,只需要兩三天就能辦好,“客戶可以提供紙質或電子檔的實習表格,我也可以根據需求直接擬定。”“一般的公司99元就能搞定,大公司就得花大價錢。”張先生稱,知名企業的實習證明最低收費也得幾mini storage元,“蓋章需要找公司的內線,我也得花上一筆(打點費)。”“騰訊成都分公司的實習證明能不能搞到?”記者問。張先生表示,騰訊在這方面的要求很嚴苛,他也無能為力,“如果只是應付學校,那就不必買真的,去網上買一個假的只要幾十塊錢。”記者又稱欲購買微軟(中國)有限公司成都分公司的實習證明,張先生沉默了一陣後回複“可以,但價格會比較高,299元。”為了印證實習證明的真實性,記者又提出還需要一份成都晚報的實習證明。經討價還價,雙方達成協議:兩份實習證明500元。記者給了錢,靜等對方發貨。這期間,記者與賣家有一段對話——問:你們在外地,為何能搞掂成都企業的實習證明?張先生:我們是一家中介公司,在全國有一批合作公司。問:如何驗證實習證明的真假?能否提供企業人力資源部的座機?張先生:實習證明肯定是真的。座機放在辦公室,也許會被其他人接聽,但我們可以提供手機號碼,有專人應對回訪。問:手機是外地號碼,不會穿幫嗎?張先生:你是學生不清楚。像我們上班的人,關係網複雜,就算是工作調動,也不會更換電話號碼。再看李逵打李鬼微軟成都公司的說“我們沒這人”;成都晚報的稱“我們編輯部沒得章”前日,記者收到貨了,兩份證明上分別蓋了“微軟(中國)有限公司成都分公司”和“成都晚報編輯部”的印章,並留有聯繫人姓名及聯繫電話。它們是真的嗎?記者昨日前往微軟(中國)有限公司成都分公司核實。“我們公司沒有叫張旭的員工。”拿著記者帶來的實習證明看了一陣,公司員工陳先生稱,這份實習證明中的聯絡人“張旭”根本不存在。陳先生又將這份實習證明拿給多位同事辨認、比對,大家看出了印章的問題——“(公司真正的公章)和這個長得不一樣,字體要大得多,而且章也不在成都,況且我們成都分公司沒有蓋章的權利。”該公司另一名員工說,公司內部管理十分嚴格,即使是一份實習證明也需要複雜的程序才能獲得,而且時間會非常長,不是那麼輕易就能搞到。那麼,本報又是否有“內鬼”呢?賣家寄來的實習證明上蓋的是“成都晚報編輯部”。而實際上,成都晚報社沒有這個名稱的公章。對此,本報人力資源部主任、編輯部主任均稱,這個“成都晚報編輯部”的公章印純屬杜撰。另外,本報編輯部也沒有叫汪洋的人。○聽律師說法律不管證明真不真買的賣的都有責,淘寶網也跑不脫“在網上販賣實習證明,不管證明是真是假,都是違法行為。”興華中律師事務所易川律師稱,若實習證明上蓋的是假公章,賣家及刻假章的人均涉嫌構成偽造公司、企業、事業單位、人民團體印章罪。若實習證明上加蓋的是國家機關的公章,不僅賣方要承擔刑事責任,買方同樣涉嫌構成犯罪。易川稱,就算實習證明確系企業出具,也是虛構實習經歷,系違法行為。實習生沒有實習經驗,而憑借虛構的實習證明尋找工作,若產生嚴重後果,企業應對出具的證明負責,並承擔相應法律責任。同時,對於網上出售實習證明的行為,淘寶網也負有管理上的責任。咋處理賣家?等看淘寶的!昨日,成都晚報記者已向淘寶網發出退款申請。對於銷售實習證明的賣家,淘寶網會如何處理?本報將繼續予以關注。成都晚報記者 鎖千程 林姝霏 攝影 李楊self storage

Man in three-car collision runs from scene
Source: Desert Dispatch, Barstow, Calif.迷你倉庫July 27--BARSTOW-- A motorist involved in a three-car collision on Main Street ran from the scene, according to eyewitnesses.The collision occurred directly in front of Divine's Market and Liquor Store on West Main Street in Lenwood about 9:30 a.m. Friday.A middle-aged man driving a white pickup stopped abruptly in the middle of the road, eyewitnesses and a California Highway Patrol official said. A green SUV directly behind him crashed into the back left side bumper of the truck and veered into the opposing lane, according to CHP.The green Ford Explorer hit the third vehicle, a Saturn sedan, with a glancing blow as it approached from the eastbound lane, CHP officer Don Spiker said.The driver of the Saturn was 68-year-old Jean White, according to her husband, Steve White. He said he was not inside the vehicle with his wife but arrived following the crash. Jean White was transported to Barstow Community Hospital by Desert Ambulance with moderate injuries. Her husband said she was complaining of chest pain from the impact of the airbag.The driver of the white pickup was chased down and caught by a beer delivery man儲存who witnessed to the crash, according to eyewitness Joey Holmeyer. Holmeyer was just exiting the corner market when he saw the crash occur, he said.CHP officials said they could not confirm if the driver attempted to flee.According to Holmeyer and other witnesses, the driver said he had stopped suddenly to avoid a dog in the street, although Holmeyer said he did not see any dogs nearby.Richard Baroni, 19, was a backseat passenger in the Ford Explorer and said his sister-in-law was driving with his mother as a front passenger."All I remember is getting thrown around, seeing the two red (brake) lights and pulling my mom out of the car," Baroni said. "She was pinned against the dashboard."Baroni's sister-in-law and mother were also transported to BCH by Desert Ambulance with minor injuries, according to CHP. As I said last week, it was easy for Apple (AAPL) to surprise favorably, because of very low expectations, and the enigma that is Amazon (AMZN) continued to defy prediction.Amazon slid into loss, and the share price rose. Investors in effect told smiling but stubborn Amazon founder and CEO Jeff Bezos that he should take plenty of rope and go wild with investment at the expense of the bottom line, because he has already proved himself a man of vision who is not always understood. They never believed that this bookseller would defeat the great IBM in a tender worth hundreds of millions of dollars for setting up cloud computing for the CIA.Among the Israeli companies that reported was Mellanox Technologies Ltd. (Nasdaq:MLNX; TASE:MLNX). Founder and CEO Eyal Waldman took leave of the local stock market with a last conference call in Hebrew, and like any good Golani Brigade man who goes off in anger, he left scorched earth behind at the Tel Aviv Stock Exchange. When you see what is happening there at the moment, it makes you wonder whether it really was such a vital matter of principle for the institutions to vote against Waldman as chairman, and thus show him the door.As for the second quarter results themselves, they were better than expected. The guidance was below expectations, because the huge contracts that the company has apparently won will contribute only from the end of the year, going into 2014. In the days leading up to the results, there were constant rumors that Intel (INTC) was winning contracts at Mellanox's expense, and that it had launched a processor that would hit Mellanox. These rumors put pressure on the share, but Waldman vigorously denied both of them in the conference call.In the past two years, Intel has become the doomsday weapon that the short players have deployed against Mellanox whenever they see the share price start to take off thanks to rumors of contracts that the company has won. It reminds me of the first years of Check Point Software Technologies Ltd. (Nasdaq: CHKP) as a profitable public company, when it kept being threatened that, any minute, Microsoft (MSFT) would kill it off with amazing security solutions.It has to be understood that these gorillas find it very hard to contend in special niches with outstanding small companies, which are a kind of elite force focusing on specific areas. In case anyone has forgotten, Intel was supposed to have finished off pipsqueak EZchip S迷你倉新蒲崗miconductor Ltd. (Nasdaq: EZCH; TASE:EZCH) years ago, but in the end surrendered to founder and CEO Eli Fruchter's compact and wonderful outfit, and abandoned high-performance network processors.The threat to the Israeli elite forces doesn't always come from the gorillas. I recently got to know a small privately-held company from Cleveland in the US that is making life difficult for ClickSoftware Technologies Ltd. (Nasdaq: CKSW) in the small niche in which ClickSoftware is the undoubted leader: management and optimization solutions for field service personnel in such industries as cable television, telephony, power supply, water and gas.The company in question is TOA Technologies, which is on track for a Nasdaq IPO, after recently raising $66 million, making it $100 million raised since it was founded. One of the suprising things about this company is that it is run by two Israelis, who founded it a decade ago. Yuval Brisker, an architect, and Irad Carmi, a musician, decided that the frustration experienced worldwide waiting for ever for a service technician to turn up could be solved by smart ordering software.Thus TOA was founded, and the two Cleveland-based Israelis have found themselves competing head-to-head with ClickSoftware of Petah Tikva, run by Dr. Moshe BenBassat. Gartner rates them both market leaders, and TOA, which does not disclose financial details, is apparently much smaller than ClickSoftware, but growing fast. The annual value of contracts it won grew by 444 percent between 2008 and 2012.ClickSoftware warned about June quarter profits, and also said that the switch to software as a service (SaaS), or cloud-based, sales, would adversely affect its profits in the short and medium term. The warning can to some extent be linked to TOA, because, in April, it won a large contract at ClickSoftware's expense with a giant telephony company that operates in 24 countries and has tens of thousands of service technicians.Brisker and Carmi founded TOA a decade ago as an SaaS company from the start, even before they knew that this would be called "cloud computing". In the near future, when TOA too is a public company and its numbers are disclosed, we will be able to express an opinion on which of these two Israeli-led companies on the two sides of the ocean is the derby winner. Source: The Register-Guard, Eugene, Ore.迷你倉出租July 27--Oregon elected officials and transportation managers on Friday congregated in Eugene to celebrate two milestones: The anticipated opening, on Aug. 8, of the northbound Interstate 5 bridge across the Willamette River, and the expected start of service for two new state-owned passenger trains on the Eugene-Portland-Seattle route by the end of August.Public officials lauded the two-bridge construction project, officially called the Whilamut Passage Bridge.Matthew Garrett, director of the Oregon Department of Transportation, said the bridges, which are carried across the river on eye-catching concrete arches, will be a symbol to the community for decades."Bridges are the art of connection," Garrett said. The arches are "a distinguished landmark that enhances the surrounding landscape and adds value to the communities (the bridge) connects," he said.The new official name for the two bridges comes from the Kalapuya Indian name for the area, meaning "where the river riffles and runs fast," ODOT said.The northbound bridge will open on the night of Aug. 8, ODOT spokesman Rick Little said.Currently, both northbound and southbound I-5 traffic cross the river on the new southbound bridge.By Aug. 8, the concrete surface of the northbound bridge will be properly cured and northbound traffic will be switched onto it, leaving the southbound bridge exclusively to handle southbound traffic.Dignitaries at Friday's event included U.S. Rep. Peter DeFazio, D-Ore; Eugene Mayor Kitty Piercy and Federal Highway Administrator Victor Mendez.ODOT embarked on the $204 million bridge replacement in expedited fashion after determining that the old Willamette River bridge had deteriorated, and that they needed to impose weight restrictions on it.The transportation department still has plenty of work to do, including installing artwork near the bridge, completing a bike path into Glenwood, and removing the temporary work platform that sits below the bridge.Meanwhile, on Friday afternoon, officials were given a tour of one of two new Talgo passenger trains that will be added to the existing fleet of five passenger trains -- three owned by the state of Washington, two owned by Amtrak -- that ply the Eugene-Seattle route.The two 13-car trains were bought by the state using $44.4 million in 2009 federal economic stimulus money, according to ODOT.The trains will let the state increase the volume of, and improve the timing of, daily commuter service between Eugene and Portland, said Hal Gard, ODOT rail administrator.Also, by now owning its own trains, the state will have more control over the Eugene-Portland service, Gard said. The Oregon t儲存倉ains will be operated by Amtrak.The most notable immediate change made possible by the new trains is that travelers will soon be offered a late-afternoon train heading from Eugene up to Portland, and a morning train from Portland down to Eugene, Gard said.Currently, trains heading north to Portland are clustered in the morning, and train service from Portland to Eugene is clustered in the afternoon.To supplement its train service, Amtrak also runs buses on the route. People wanting to complete quick round trips back and forth between Eugene and Portland currently often use a mix of train and bus.With the new trains added to the existing fleet, more passengers will be able to take round-trip day trips between Eugene and Portland using trains exclusively, Gard said. Passengers typically prefer trains over the buses, he said.Oregon won't be able to increase the total number of train trips per day between Eugene and Portland, just the timing of them, he said.As the transportation department adjusts the times of the daily train trips, it will add bus service into the gaps that are created, he said.The changes may not thrill everyone."Some folks are going to be happy with it, and some are not," Gard said.Another big long-term plus of having the new trains is that Oregon will be able to buffer the Eugene-Portland route from possible trip reductions, Gard said.Washington received nearly $1 billion in federal stimulus money to make rail line corridor upgrades between Portland and Seattle, and as part of that, Washingon is required to increase trips on that route by 2017, Gard said. With only a limited number of trains, the only way to increase trips on that segment is to reduce them on the Eugene-Portland segment, he said.And with three of the existing five-train fleet owned by Washington state, there would not have been much Oregon could do about that, he said."We've been the red-headed stepchild in this relationship," Gard said, but with the new trains "we have a much bigger voice."That's not Gard's only worry. Another is money for Amtrak to operate the two new Oregon trains.Passenger fares will pay about 60 percent of the cost, he said. The rest will come from gas tax and vanity license plate money that ODOT receives, he said. That subsidy will amount to about $9 million a year, he said. □ 趙雷 劉昆明7月12日,迷你倉價錢廣東陽江東平邊防派出所官兵迅速行動,將駛入陽江(東平)核電站碼頭附近海域的3艘漁船勸離。原來,核電站已進入投產運營準備階段,漁船在附近海域進行作業存在著很大的安全隱患。在碼頭上目睹這一切的核電站總經理蔣明祥說:“如果沒有東平邊防派出所的參與,核電站建設恐怕是寸步難行。”近700個億的項目投資,3萬余名外來務工人員的湧入,該所官兵以“護核電建設,保轄區平安”的決心,迎難而上,出色地完成了無數次艱巨任務,以辛勤的汗水換來了轄區的平安和諧,換來了核電建設的順利推進。築牢安全防護屏障去年3月份,在多方努力下,核電站警務室終於建成。由於核電站用房緊張,警務室只是依托一個破舊的集裝箱建成,面積不過15平方米,只能放下3個辦公桌和2個文件櫃。然而,警務室的建成是打造全方位、立體化、高科技防控體系的重要組成部分。警務室作為前沿指揮所,是核電閉路電視監控系統和船舶自動識別系統的終端所在,完全實現了對核電重要路段和重點海域的實時監控。此外,該所定期對核電站管理層、安保部門負責人、保安隊、財物保管員開展防盜、防搶、防破壞以及違法犯罪現場保護等專題培訓,致力打造聯防專業隊伍。隨著核電站正式投產運行日期的日益臨近,海上安全顯得越來越重要。該所官兵主動走訪駐地漁政、海事等職能部門,研究制定了《陽江核電站核應急海上工作措施》,明確了“情報互通、資源共用、任務共擔、保障共享”的工作機制,逐步建立海上聯動格局。為實現海上科學化管理,該所將核電站周邊5公里範圍內的海域劃分為6個重點區域,全面覆蓋海上島嶼、港口、旅遊點和停泊點,保持1艘巡邏艇、2艘摩托艇的海上力量,切實切斷了違法犯罪分子的海上通道。打造和諧生產環境警務室建成以後,該所先後組織了4次“相約警務室”活動,邀請轄區群�代表與核電負責人員齊聚一堂,交流對工程建設的不同看法,解決矛盾衝突。在一次“相約警務室”活動中,允泊村村民梁永泉提到,“都說核電來了,能造福迷你倉庫們這一方百姓,可我們現在什麼好處都沒得到,還被工程中的噪音吵得每日不得安生。”若這一訴求得不到及時解決,很可能會釀成大事端。可是工程中的噪音在所難免,唯有通過其他方式補償村民。該所官兵在走訪中瞭解到,允泊村部分路段位置偏僻,一直未安裝路燈,給群�出行帶來諸多不便。該所及時與核電相關負責人員進行了溝通,核電站當即答應為允泊村安裝15盞愛民路燈。路燈安裝完畢之後,得了實惠的村民們再也不抱怨工程中的噪音了。該所還積極協調核電站相關施工單位,推動漁民就業,先後安排300余名漁民在核電站做工人、保安或者食堂服務員,使他們有了固定收入。日本核泄露事故猶如一顆巨型炸彈,使得東平鎮到處瀰漫著恐懼和不安,給轄區穩定和核電建設帶來了巨大的挑戰和阻力。為此,派出所的官兵們別出心裁地製作了《核能——潔淨能源》的宣傳單,下鄉宣講,入校授課,普及核電知識,終於逐漸消除了群�心頭的憂慮。扎實推進“安心”工程2011年4月,核電站工人盧某等3人在大澳村萬人墳景區參觀。當地村民勸說他們購買香火,並對逝者進行禮拜,可獲得護佑。盧某等人不以為然,出言諷刺這是封建迷信。他們的話引起了當地村民的公憤。數十名當地居民包圍了盧某等人,要求他們給予說法。接警後,民警們第一時間趕到現場,對群�“動之以情、曉之以理”,終於勸服群�離開。與駐地風俗、文化、生活習慣迥異的3萬外來人口,是核電站的主要建設者,卻也隨時有可能演變成為社會不穩定因素。為避免此種事件繼續發生,派出所官兵將駐地民風民俗彙編成冊,送發給外來務工人員。此舉實施後,轄區內再也沒有發生因風俗的差異而引發的摩擦事件。該所還派出警力沉下一線,定期深入轄區摸底排查,印發相關流動人口管理法律法規等宣傳單4000余份,明確主動申報居住證的重要意義,提高流動人口辦證主動性。期間,官兵們還攜帶相關設備主動上門收集數據,為他們辦理居住證。目前,這個所的流動人口管理已基本實現“底數清、情況明,人來登記、人走注銷”的目標。儲存

港珠澳大橋通車後,新蒲崗迷你倉將給珠中江帶來怎樣的發展機遇和戰略影響,珠中江又該如何迎接?昨日,“港珠澳大橋通車後珠中江面臨發展機遇——共同迎接港珠澳大橋時代”專家論證會召開。省委常委、珠海市委書記李嘉、市長何寧卡,中山市委書記薛曉峰、市長陳良賢,江門市委書記劉海、市長龐國梅出席了論證會。珠中江城市群作為珠三角大經濟圈的一部分,港珠澳大橋的通車,未來的交通格局將因一座橋而變,珠三角或將重塑發展的新格局。三地如何避免淪為一條“過道”?如何實現合作共贏?粵港澳合作又如何進一步深化?成為昨日專家們聚焦的熱點對策。交通運輸部規劃院院長李興華認為,港珠澳大橋將成為撬動珠江口西岸經濟社會更好發展的“新杠杆”、珠中江地區轉型成長的“孵化器”。南方日報記者 向松陽 見習記者 林群賢 陳曉 實習生 陳雨馨■機遇篇港珠澳大橋將起杠杆作用空間格局交通運輸部規劃院院長李興華認為,巨型的世紀級跨海交通工程建設能夠改變相關區域的時空關係,港珠澳大橋也將扮演重塑珠三角西岸地理空間格局的重要角色。他用“新杠杆”和“孵化器”來形容港珠澳大橋對珠江口西岸的影響。對此,省委政策研究室主任張勁松,“港珠澳大橋是一個樞紐性工程,也是一個樞紐性事件,共同迎接港珠澳大橋時代,其實也是共同迎接珠江口西岸大發展的時代,港珠澳大橋將起到杠杆性作用”。國家發改委綜合運輸研究所研究員肖昭升認為,港珠澳大橋建成後,珠海將由交通末端城市轉變為交通樞紐城市,珠三角西岸與香港將由軟連接變為軟硬連接相結合,由獨立發展逐漸走向區域性整體合作發展。在未來粵港澳區域空間格局的轉變上,“大珠三角城市群建設”成為多名專家強調的亮點之一。“隨著大橋時代的到來,大珠三角地區今後的城市發展模式將由點軸模式向網絡模式提升。”李興華表示。引發高端服務業轉向珠西產業發展陳廣漢介紹,根據地理經濟學理論,規模經濟和運輸成本是現代產業集聚或轉移的基本原因,“港珠澳大橋建成通車,將有利於降低珠三角西岸、尤其是珠港澳之間的交通運輸成本,促進珠中江現代產業進一步的集聚和格局優化。““依托交通通道,特別是像咽喉工程、關鍵工程的打造,珠江西岸在承接產業轉移上將出現新的局面,地區經濟的產業轉型升級也會增加新的動力。”李興華表示,未來珠中江與港澳之間綜合交通網絡的完善,將更系統地鞏固地區產業的綜合競爭優勢。中山大學港澳珠三角研究中心副主任袁持平也認為,大橋的連接將極大地縮短珠海與香港之間的交通距離,以珠海為首的珠江西岸城市相對低廉的勞動力與土地和香港互補的產業結構將吸引更多的投資,有利於新一輪產業結構的調整。“一方面,大橋建設將促進珠三角兩岸製造業的存量優化和增量調整,另一方面,將可能推動珠中江規模經濟的進一步擴展延伸,從而加快珠中江現代服務業發展。”陳廣漢表示。未來珠海作為陸上同時直接連接港澳的城市,在承接產業轉移、調整產業結構方面必然排在前位,成為最主要的受益方。其中,多名專家均指出發展高端服務業將成為珠海產業結構調整的重心。袁持平表示,相對於港澳高昂的成本,珠海的商務辦公成本低,可以吸引很多高端商務移至珠海,因此珠海在發展金融、旅遊、物流、會展等高端服務業方面有著很大空間資源共享打造經濟增長極粵港澳合作港珠澳大橋的建設將使珠港澳合作進一步便利化,加速三地經濟一體化進程,更好地實現城市之間經濟、制度、信息等資源共享。袁持平認為,在人流、物流、資金流、信息流得以更順暢流動的條件下,珠港澳之間的貿易、投資以及各生產要素的密集往來將實現三地產業互補,使其在全球區域經濟競爭中發展成為輻射力更強大的增長極。“珠江口西岸可以學習香mini storage、澳門先進的經濟發展經驗,承接香港、澳門轉移過來的相關服務業和製造業,同時香港、澳門也能將本土一些成本過高的製造業、服務業轉移到珠江口西岸,使這一區域在承接產業轉移的過程中實現對產業結構調整的探索,實現三地更緊密合作和融合發展。”袁持平說。李興華認為,依托大橋的建設,珠港澳地區的大旅遊圈將得到進一步的充實和拓展。“作為大珠三角尤其是港澳地區‘後花園’的珠中江地區將迎來新的機遇,以大橋串聯而成的珠港澳1小時旅遊圈將更有利於刺激三地旅遊合作的發展。”在澳門經濟建設協會理事長楊道匡看來,珠三角擁有充裕的土地空間和綿延的海岸線,珠澳未來可以合作共建世界旅遊休閒中心,打造珠三角西岸的黃金旅遊休閒帶。■對策篇1.提升區域綜合交通一體化水平2.創新合作制度建自由貿易區3.打造全新口岸 創新通關模式在肖昭升看來,要保證交通對經濟發展的引領作用,建議加強珠中江區域綜合交通體系規劃,並重點突出小的城市群交通規劃。城市公共交通優先發展規劃也需同步。肖昭升提出,今後珠海的公共交通優先發展要得到充分體現,同時,幾個地市應聯合起來,加強與港澳等地區對外交通的整合,並全面完善地區交通網絡。同時,他提出,珠海有戰略資源和優勢,在大橋建成通車前,珠海港要在樞紐港建設方面有所突破,要加快珠海港的開放度,並推進高欄港保稅港區的申報。在重點提升兩港功能的同時,並完善區域路網對接和城市交通功能,並加強靜態交通規劃的建設和管理,避免停車弊病等。對此,李興華建議,注重個體運輸方式、城際交通和城市交通的銜接,另外要注重綜合運輸樞紐和綜合性物流園區的規劃建設。2.創新合作制度建自由貿易區港珠澳大橋通車後,珠中江三地如何避免成為過道,創新區域合作也被專家普遍認為是避免邊緣化的對策之一。袁持平認為,加速三地經濟一體化,應該基於三地合作的進一步便利化。在他看來,珠海可通過整合保稅區、跨境工業區、香洲科技工業園區、橫琴以及金灣、斗門數十萬畝淺灣灘塗,設計出一個新的“珠港澳經濟合作區”。張勁松持同樣觀點,他認為,圍繞自由貿易和投資便利,才能把香港這個“發動機”收入囊中。“珠中江應該保持總體特點,同時三市要發揮各自的優勢,把握好自己的發展空間。”在李興華看來,珠海建設珠江口西岸核心城市,重點是要把握好橫琴新區、高欄港區和高新區“三大引擎”的建設。3.打造全新口岸 創新通關模式專家們同時關注,港珠澳大橋通車後,能否實現創新的通關方式。楊道匡就提出,珠海的拱北口岸已經滯後于粵港澳的合作發展,應將港珠澳大橋作為一個試點,打造全新的口岸。“關鍵是要一次驗防,一次排隊。”他建議,增加澳門和珠海的新通道,“沒有更多的通道選擇,一來不利於車輛分流,二來達不到拉動城市消費的目的,珠海也難以直接受惠于港珠澳大橋的通車。”4。加快綜合保稅區申報促產業發展珠中江未來產業發展的方向,同樣是專家聚焦的重點。李興華認為,珠中江要真正實現三市優勢互補,形成系統的支撐,重點要加強產業鏈的專業化分工和協作安排,要搭建好產業發展公共服務體系,要推動特色產業集群化的發展。在他看來,珠中江地區非常有必要推進發展海洋經濟,把握藍色珠中江的主題和主線,同時在發展過程中學習先進經驗,努力規劃建設智慧城市和智慧城市群。肖昭升則認為,應該打開政策空間,促進珠三角西岸物流業大發展。以珠海為例,他建議發揮兩港的核心作用,積極加快綜合保稅區的申報。在楊道匡看來,旅遊休閒可以是珠澳產業合作的重點領域。他建議兩地共同建設世界旅遊休閒中心,包括設立珠澳政府專責合作機制、成立旅遊合作委員會共同編制旅遊發展規劃等多方面的合作內容。self storage
