  • “免費打車”里的隱形風險

迷你倉徐 達打車“不花錢”,在減輕乘客打車負擔、增加司機收入的同時,也帶來一些風險,短期表現在支付安全、交通安全等方面,長期則是對競爭方的運營及盈利帶來不利影響日前,支付寶錢包和快的打車聯合宣佈,再投5億元“請全國人民免費打車”,40個城市的乘客只要用“快的打車”手機軟件內置支付寶付款,或用支付寶錢包掃描出租車司機的二維碼付款,乘客每單獎勵10元,司機每單獎勵15元。此前,嘀嘀打車也推出微信支付獎勵,用嘀嘀叫車並用微信支付的乘客和司機各會得到一定的獎勵。這意味著,部分城市的乘客打車如在起步里程內,基本不花錢。打車“不花錢”,對於乘客及出租車司機都有相當大的誘惑。然而,不容忽視的是,這些優惠政策在減輕乘客打車負擔、增加司機收入的同時,也帶來風險。從短期來看,在支付安全、交通安全等方面都存在一定風險。首先,用微信或支付寶支付車費,往往要求乘客填寫銀行卡號、密碼、手機號甚至打車地點等個人隱私信息,一旦信息泄露,乘客的財產乃至人身安self storage都有可能受到威脅。其次,不少出租車上裝有多款叫車軟件,為快速“搶單”,司機要不時看手機屏幕進行相關操作,甚至與約車乘客聯繫,分散了正常開車的精力,造成安全隱患。此外,打車軟件還為“黑車”提供了生存土壤,存在一些正規出租車在乘客不知情時,將叫車“單子”轉給“黑車”等現象。從長遠來看,打車軟件競相推出返現優惠,其長期運營及盈利也存在較大風險。事實上,“叫車+交易”這一“閉環式”的營銷合作,使各大打車軟件進入短兵相接的激戰之中。大力度的“燒錢”,不能不考慮到未來的盈利風險。雖然對相關公司而言,市場推廣期要捨得花錢,只有付出足夠的成本才能贏得更多的市場,但是等市場培育起來再考慮盈利等問題,顯然容易造成資金透支、發展缺乏後勁等問題。國外打車軟件通常採取軟件公司和司機分成的模式,但國內能否套用這一模式,還需要嘗試。所以,廣大乘客和司機要想吃好打車軟件提供的“免費午餐”,需要從強化支付、交通安全、警惕“黑車”等多方面入手,確保安全駕乘。迷利倉

  • 不等同內地直接駕車入澳 汪雲:駕照互認冇時間表

self storage【本報消息】交通事務局長汪雲書面回覆立法議員吳國昌的質詢,指粵澳駕照互認安排牽涉範圍廣,政府正收集社會意見,現時未有實施時間表。去年十月吳國昌提出書面質詢,擔憂內地與澳門駕駛執照互認會衍生澳門道路超負荷、黑工司機、交通隱患等問題。當局是否同意遊客較適宜步行或使用公交,而不是發展自駕遊?駕照互認目的是否為方便旅遊,而非增加人力資源的工具?澳門受地理環境所限,不宜實行駕照互認。但廣東省不受此限,當局會否透過粵澳合作框架,讓澳門居民車輛進入橫琴,為本地物流運輸業參與合作發展創造條件?汪雲迷利倉覆表示,因應澳門社會持續發展及近年交通運輸狀況轉變,如港珠澳大橋將於二○一六年落成、橫琴島的發展等,有必要對陸路跨境車輛及道路使用者作出規管。過去兩年,當局與粵方就駕駛執照互認展開商談,借鑒粵港互換駕駛證模式的經驗,期望在友好合作基礎上,逐步實現互認駕駛證的工作。他澄清粵澳駕照互認是指駕駛資格互認,不代表可從內地直接駕車進入本澳,亦不等於內地駕駛者可在澳工作。由於粵澳雙方仍在商談,未有實施時間表,且考慮到相關安排牽涉範圍廣,政府正收集社會各界意見,期望凝聚社會共識,再妥善處理相關事宜。迷你倉

迷你倉近日,反對派陣營中的「人民力量」成員陳偉業和民主黨等提出向來港旅遊的內地同胞,每人每次徵收「入境稅」100港元,以「減輕」香港擠迫和交通壓力, 「減少」水貨客從中漁利。他們更打如意算盤謂:如此徵稅,年增30億元足以支付低收入家庭津貼開支云云。「建議」竟然得到民主黨人和公民黨人的支持,狼狽為奸地淪落成香港的攔路車匪路霸,要向內地同胞收買路費、入境錢,其荒謬和窮兇極惡,莫此為甚!深圳從不收「買路錢」請問香港是誰人的香港?答曰:香港特別行政區是中華人民共和國不可分離的部分;香港是中國(當然也包括700萬香港同胞)13億人民的香港。即使在港英管治的155年間,港英政府也不敢而且沒有向從內地入境旅行的中國人徵收入境稅;而香港同胞回內地旅行探親,羅湖口岸或各大城市鐵路、公路關口,也從未向港人徵收入境稅。如今香港已回歸祖國,香港的中國人和內地同胞更融為一體合而為一,香港與祖國母親更痛癢相關休戚與共, 「人力」竟藉口「擠迫」、「水客」要向來港同胞收「買路錢」入境費,意在挑撥兩地同胞的相互反感、對立和疏離,達到割斷香港與祖國內地的血肉相連關係。這是何等荒謬猖獗的分離言行,必須堅決揭穿和聲討。眾所周知,僅僅是羅湖口岸,港人往內地打工、做生意、探親訪友每日數以萬計,假日更逾10萬,深圳一方卻從不厭香港人的多、擠和逼,也君子坦蕩蕩地看�香港人穿金戴銀、荷包滿脹地到內地消費和攜帶物品回港。35年前深圳經濟條件和生活條件比現在差很多,但也不會窮到向自己的香港同胞徵收入境費「買路錢」;如今以陳偉業為首的反對派政客,竟提出和支持向自存倉地同胞收「入境費」買路錢,這不僅是恩將仇報,更是賤格、賊相和打家劫舍的背信棄義行為。九七亞洲金融風暴爆發後,國家為支持香港金融、經濟復甦,開放了內地同胞來港自由行和簽訂了《內地與香港關於建立更緊密經貿關係的安排》(CEPA)。「個人遊」政策的實施,為香港旅遊業和其他行業帶來了極大商機,截至2012年,可以由內地來香港「個人遊」的城市已達49個;9年中,「個人遊」為香港帶來逾萬億港元進帳,酒店業、飲食業、零售業、珠寶業以及迪士尼、海洋公園、山頂公園重新恢復興旺,更創造了逾萬職位,刺激了香港經濟迅速復甦。回歸16年來,內地始終是香港最大的旅遊客源市場,支撐�香港四大產業之一的旅遊業堅挺屹立。提出向內地遊客徵收「入境稅」無疑是斷了上述各行業以財路,變香港四支柱成三支柱而倒塌,是倒香港的米,是謂香港家賊和內奸。香港家賊「倒自己米」就以港人個人而論,幾乎95%在內地有父母、兄弟、姊妹、姨媽、姑爹、甥舅,構成中國「六親」的常倫親情。改革開放前,內地經濟條件和生活條件都沒有現在這樣好,港人顧念六親往返兩地接濟親友,是為血濃於水;如今,內地富了,來港自由了,為港人帶來物美價廉用品和財富,這就是反饋。然而「人力」等政客卻要收買路錢設障攔阻,甚至狂言「年收30億」,將來港探親同胞當「提款機」、「榨錢汁」。這六親不認,違背人倫的不義行是可忍孰不可忍!廣東有民謠斥責翦徑賊的無賴曰: 「高山是我填,河橋是我連;你若要過界,留下買路錢」。「人力」和民主黨提出向入境的內地同胞們收100元買路錢,不就是路匪和截劫犯嗎?作者為資深評論員迷你倉新蒲崗

  • 訪港旅客續增 客房料仍緊張

迷你倉沙田   政府剛完成的香港接待旅客能力評估報告,預測在內地自由行旅客推動下,在9年後訪港旅客將超過1億人次,即使酒店逐步數目增加,但屆時酒店客房仍然持續緊張。酒店入住率 近年高達90%  商務及經濟發展局公布的《香港承受及接待旅客能力評估報告》,過去10年本港酒店業在自由行旅客支持下,幾乎每年入住率均高企80%以上,近年更高達90%,而且整體酒店租金亦較10年前上升接近一倍。  至於本港旅遊業發展,當局保守估計,9年後或2023年時旅客將超過1億人次,若果以2017年作為香港承受能力的中期評估,屆時訪港旅客亦會增至逾7,000萬人次。  同時從酒店供應層面,屆時客房數目相信能夠增加約1.6萬間,總數達到8.4萬間,當中包括政府近年所批出的4幅酒店地,涉及2,030間客房。  即使政府評估酒店客房數目將大增23.5%,不過旅客的留港時間、酒店房間價格、酒店房間類型以及香港與內地交通連繫改善。  政府相信,屆時本港酒店房間供應在2017年仍會出現供不應求的情況。迷你倉價錢

  • 多管齊下紓解旅遊壓力 優化一簽多行 分流旅客 增建旅遊景點

存倉 近日,有政黨建議對內地來港旅客徵收陸路入境稅,目的為壓制水貨客,紓緩本港市面的擠迫情�。這個建議點出了本港面對的問題,只是寓禁於徵的做法,既不可行也不可取;來港旅客數字顯示,一簽多行是衍生本港旅遊問題的關鍵,須對症下藥,從優化一簽多行入手,才可以解決問題;至於長遠紓緩旺區旅客過度擠迫,當局要全面規劃,適度分散旅客到其他地區;並要增建旅遊設施景點,確保本港旅遊有持續吸引力。一簽多行衍生水貨活動 設限可減市民所受滋擾政黨建議徵收陸路入境稅,無論數額多少,因為目標對準內地人士,客觀上加深了本港與內地之間的隔閡,內地即使不採取報復措施,每日往返兩地的18 萬名本港居民毋須受徵稅影響,但是內地民�若解讀入境稅為歧視措施,會對旅遊業造成深遠影響;另外,10 多年前政府曾經研究類似稅項,最終以無法決定由哪個部門徵收、難以區分水貨客或跨境工作人士等而放棄。不過,即使政黨的建議於情於理令人難以苟同,但是徵稅動機目的若僅為打擊水貨客造成的擠塞,則還有其他辦法可以考慮。按旅客增長情�顯示,2009 年4 月實施深圳非戶籍人口也可以一簽多行來港之後,旅客增幅明顯,例如2012 年內地旅客訪港約3490 萬人次,去年增至約4050 萬人次。本港統計來港旅客人數,不管來港目的,都以旅客視之;內地旅客來港觀光、購物,固然大有人在,但是一簽多行之後,本港成為不少深圳居民生活圈的一部分,他們來港採購玩樂,進而發展至水貨大行其道,水貨客如同螞蟻搬家,絡繹於中港口岸。只是,在旅客人數統計上,即使水貨客每日來港搬貨5 次,本港也算是5 人次旅客入境。去年入境「內地旅客」之中,以一簽多行(即深圳居民)來港的約有1200 萬人次,佔去年來港內地旅客總數超過25%,而去年上半年90%一簽多行來港「旅客」都選擇即日來回,不在香港過夜。這1200萬人次,當然不能排除有人專程來港遊玩,因為仍然有人選擇在港過夜,但是一簽多行也為深圳居民創造了即日多次來回港深的空間,近年內地水貨客活躍,港深兩地水貨生意愈來愈火紅,是否與此有關,是十分值得探討的問題。據旅遊業界的統計數字,一簽多行人士來港消費,平均約2300 元,較諸在港過夜旅客平均消費逾8000 元,差距甚大,雖然即使個別消費較少,但是一簽多行來港人數龐大,綜合而言收益也很可觀。不過,一簽多行人士來港,放諸本港目前的旅遊生態去檢視,得失之間應該如何衡量,已經成為現實問題。預期一段長時間內,本港與內地仍將保持可見的差距,特別是內地民�對內地製品欠缺信心一日不除,則本港仍然會是內地水貨的主要來源,目前深圳居民獨享的一簽多行會否出現進一步異化,以過去數年情�而言,不排除有此可能。現在的一簽多行,實際上是「一簽無限行」,只要在簽證有效期內,就可以無限次來港,箇中相信有人真正需要隨時來港,或每日來回多次,相對於1200 萬人次,這些只屬少數,相信更多與水貨活動有關。以一簽多行來港人次之龐大,港府應該提出與內地當局商議,檢視一簽多行的真實情�,改為一日一行,或對每年來港次數設限,例如15 次、20次等,相信可以減少水貨活動而導致一些地區(主要是元朗、北區)的擠迫。至於真正需要無限次來回港深的人士,申明原因,經核實後,仍應取得一簽無限行。我們認為,優化一簽多行,較諸開徵陸路入境稅更合情合理,在紓解旅遊壓力方面,效果更長遠和可持續。橋頭經濟分流旅客 增景點保持競爭力當局的評估,預計2017 年有7000 萬旅客訪港,到2023 年更說超過1 億,不過,值得注意的是,隨�高鐵和港珠澳大橋未來數年將分別建成啟用,屆時內地旅客來港從量到質都可能有變化,當局現在就要長遠規劃,盡量強化承載力。除了優化一簽多行政策,政府有兩方面可努力。(1)全力發展橋頭經濟——規劃在邊境等地區,建設購物中心,讓內地旅客來港後集中採購,毋須再舟車勞頓,減輕交通以至市面擠迫的壓力;另外,政府可藉規劃引導發展商在全港各區設立更多大型商場,並且區分檔次,讓消費能力不同的旅客分流,減輕旅客過度集中少數地區,形成人潮擁擠的情�。(2)增建旅遊景點——本港較大型旅遊設施、景點的建設,要追溯至8、9 年前,昂坪纜車在2006 年啟用,香港迪士尼樂園在2005 年建成,而規劃這類大型設施,一般需要7、8 年,但是昂坪纜車和迪士尼樂園之後,未見政府有類似規劃,所以,未來大嶼山發展在旅遊設施方面的角色,必須體現出來,否則,本港旅遊的競爭力就會落後。本港旅遊生態面對的壓力,市民在不同程度雖然要付出代價,不過,總的而言,情�仍然值得欣慰,因為這是貴客盈門的煩惱,而非門堪羅雀的閉翳。只要政府優化一簽多行、做好旅客分流規劃、建設更多旅遊設施景點,則本港可以在持續收取旅客紅利之餘,也不致因為旅客人數太多而衍生的矛盾更趨尖銳。【相關新聞刊A4】歡迎回應editorial@mingpao.com儲存

迷你倉(檳城11日訊)檳城峇都丁宜遭污染事件曝光後,引起居住在海邊一帶的民眾對海水污染的關注,日前有Reef公寓居民的投訴,週二再有丹絨武雅水上清真寺理事投訴,底下的水呈黑色,且傳出陣陣異味。清真寺理事會主席羅斯蘭阿布巴卡說,他們在一週前發現此問題,近日更聞到臭味,希望州政府及相關部門能對此事採取應對措施。他週二與清真寺教育及福利組主任阿末法茲爾在檳島市議員李俊傑及莫哈末哈力祖安陪同下召開記者會時,這麼指出。阿末法茲爾說,水上清真寺是一個旅遊景點,是當地一個著名的地標,每天有約15名至20名國外遊客到訪,本地人則有50人至6自存倉人前往該處。 市議員莫哈末哈力祖安說,當局在週一接到清真寺理事的投訴後,於次日早到現場了解情況。清真寺旁建有組屋,組屋排污管必定與英達麗水污水處理站銜接,這問題是否與英達麗水處理污水事宜有關則不得而知。李俊傑說,檳島市政局已通知英達麗水公司及環境局對此展開調查,當局非常重視此事,一旦找到問題源頭,必定會對有關單位採取行動。他說,清真寺底下的水已成死水,主要是因為這地方的水被外灘阻擋著無法外流。這事件與州政府無關,若是英達麗水公司的基設欠佳,希望該單位能作出提升,畢竟這是祈禱場所,又是旅遊勝地,有關單位應該儘速解決此問題。;迷你倉新蒲崗
