Industrial recovery still weak: Official

In the first three quarters, industrial added-value by enterprises above the designated scale increased by 9.6 percent year-on-year, according to data from the National Bureau of Statistics. The figure was 0.3 percentage points higher than in the previous six months, with the individual figures for the respective three quarters being 9.5 percent, 9.1 percent and 10.1 percent. Xiao Chunquan, a spokesman for the Ministry of Industry and Information Technology, said at a news conference on Thursday that although China achieved positive progress, there are still challenges and problems, such as the inadequacy of effective demand and severe overcapacity in some sectors. “The foundation for the industrial economy’s stabilization and recovery is not solid,” said Xiao. At the beginning of this year, the ministry set up an annual target of realizing 10 percent growth in terms of industrial added-value above the designated scale. Xiao said the country is heading toward the target in full gear and is expecting a good result. Information consumption, a field that involves e-commerce business, the Internet and cloud-computing technology, has been a highlight and played an increasingly prominent role in driving economic development, the ministry said. For the past nine months, the country’s communication sector raised its business revenue to 870.9 billion yuan ($143 billion), up 8.6 percent year-on-year. The trading volume of domestic e-commerce market reached 7.5 trillion yuan, an increase of 35 percent over the same period last year. China, which already is the world’s biggest telecom market, has seen a rapid development of its third-generation (3G) wireless network servi存倉es and is going to embrace the 4G mobile era soon. The number of mobile users nationwide reached 1.21 billion, among which 368 million were 3G users. “The Ministry of Industry and Information Technology is promoting the issue of 4G licenses with all its might,” Zhu Jun, deputy director of the communication development department at the ministry, said at the same news conference. But he did not reveal further information. Previously, MIIT Minister Miao Wei said China is set to issue licenses for the 4G mobile network by the end of the year. China Unicom (Hong Kong) Ltd, the nation’s second-largest telecom carrier, said on Thursday its third-quarter profit gained 51 percent to 3.1 billion yuan, from 2.02 billion yuan a year earlier. The operator attributed the good performance to the country’s burgeoning 3G market. In contrast, China Mobile Ltd earlier this week said its profit fell 8.8 percent in the period, and the carrier failed to benefit from 3G development. In the fourth quarter, MIIT said it will make more efforts to cut back on overcapacity especially in the iron and steel, electrolytic aluminum, cement, flat glass and shipbuilding industries. “The enterprises in this year’s list with overcapacity will be fully sorted by the end of this year,” Xiao said. Meanwhile, China will improve the environment for micro- and small-sized enterprises to develop. “We will deepen our efforts in taking special action to support micro- and small-sized enterprises and relieve the burdens on them,” Xiao added. Roller derby national championship comes to Tulsa as sport gets serious

These people are serious.As the women and men of the Tulsa Derby League prepare to host the USA Roller Sports National Championship this weekend, their practices are focused and intense. This is not the same roller derby from decades ago, and they're quick to point that out."I've been eating a special diet for several months now, watching my health, making sure I'm eating right, taking my vitamins," said Amy Scott, one of the star jammers on the Tulsa Derby All Stars.On the track, Scott is known as Criminally Insane, CI for short.OK, so maybe don't throw away all of the fishnets.Scott and the other members know the reputation roller derby has: that women get on roller skates dressed in silly costumes and beat one another to a pulp, usually to some kind of script or storyline. But derby has changed, they said.The sport is now recognized by the International Roller Sport Federation and by the U.S. Olympic Committee. The Tulsa Derby All Stars have won their regional two years in a row and are now hosting teams from across the country at this year's national tournament at the Cox Business Center this weekend.There is a men's team and a juniors team, too.At a recent practice, Scott pointed out the strategy and plays the blockers were utilizing to stop the other team's jammer. There was nearly constant contact, but the ferocious competitive nature was also constant."A lot of people who hear roller derby automatically think of party girls in tights that are going to beat you up," Scott said. "They don't really think of it as a sport, they don't really think of it as an actual thing going on when they come to watch. They just think, 'I'm going to go watch some girls in tights beat each other up,' and it's not like that at all."'You can't just punch people'Tulsa's rise in the roller derby world didn't happen overnight. The team members first had to understand the rules, of which there are many."It's kind of like football, I explain to people," Scott said. "There's a lot of rules; you can't just punch people."Here are the basics: A team consists of three blockers, a pivot and a jammer. They're all on roller skates and skate around a flat track now, not typically on banked tracks.The two teams line up for a "jam" with pivots up front, blockers in the middle and the two jammers behind. At the whistle, the blockers try to keep the opposing team's jammer behind while letting their own through.If a jammer breaks through, he or she must then skate around the track and lap opposing players, thereby scoring points. Once a jammer is through, the opposing team's pivot can chase them down to stop them or score on their own. The lead jammer has the ability to stop that play whenever he or she desires.Jams typically last about two minutes. Each bout consists of two 30-minute periods.Things get a bit more complicated when it comes to blocks and hits players can use and how they use boundaries.Roller derby started in its earliest form in the 1930s but became a different game more akin to professional wrestling with its theatrics and storylines.In the early 2000s, a resurgence began in an effort to make derby a bona fide sport. The Women's Flat Track Derby Association became the main governing body to give some organization to the groups. USA Roller Sports became a prominent governing body when it approved the sport in 2010."The USA Roller Sports rules sets, it's always moving forward," said Court Collier, head coach for the women's team. "It's fast and it's a lot more aggressive, so I think it takes a lot more skating skill and development."'We make this their home'The skill needed is what attracted Scott to the Tulsa Derby All Stars: how serious and competitive it could be, while being accessible."I'm a very competitive person, and when you get older there aren't a lot of sports you can do as an adult," Scott said. "I decided this is my thing."But it took some convincing.She went to Skates in Sand Springs with her daughters and met some other women there who wanted to start a league."I sat there and looked at their flier formini storagea couple months and said 'Well, I guess I'll go try it,' " Scott said. "I tried it once and have been addicted ever since."Partly, it's because roller derby lets her have a healthy stress relief and outlet for her competitive nature.Scott calls roller derby her divorce therapy."I'm very shy and mellow," Scott said. "Once I put my skates on, I can be free, I feel free. I put on my straight jacket to roll out, and they play my heavy metal. I can be myself, I guess, in my alter ego."And she would have to be at least a bit loopy to skate through these larger women at high speeds around a short track.Scott is a slight woman, 4 feet 10 1/2 inches tall (the extra half is important) and thin. But her petite figure shouldn't be confused with weakness.She rams and jams through the pack, nudging and slamming into women twice her size. Then she slips through.One of those blockers she sometimes passes, and one of the women who helped to start the league, was Amy Uffhausen, known on the rink as Mauly Pop-Her.Uffhausen is in the Navy and moved to the Tulsa area not knowing anyone. Roller derby for her was a chance to meet other women and build friendships.She also uses it to prove to herself that she can. With a myriad of health problems that have slowed her down, derby keeps her up."It was my way of flipping off the health gods, and it got me out of my depression," Uffhausen said.As aggressive as the sport is, it tends to attract a certain type of person, at least a person with aggressive tendencies on the inside."It's kind of the outcast, people who don't fit in anywhere," Scott said. "We make this their home. We have all different types of people."Some of the teams and players do appear to be a throwback to a wilder time in roller derby, but that's starting to change, Collier said."A lot of people who play derby, they take it serious but they don't practice that hard. But they love to say they play roller derby -- there's just that attraction," he said. "Now it's starting to develop more into an athletic sport."Moving up in the worldThings changed for the Tulsa team a few years ago at a bout in Tennessee, Uffhausen said. They skated better and played harder but couldn't win no matter what they tried."We were better skaters and had better endurance, but they had the strategy," she said.If this were a movie, that would have been the start of the montage toward their improvement. They have since won regionals two years in a row and competed in nationals in Fresno, Calif., last year."Once we set our minds to it, things changed," Uffhausen said.At a recent practice, the women were focused and ready, said Amy Handyside-Rule, also known as Rowdy Piper.She is also on the USARS committee and helped to bring the tournament to Tulsa. She serves as one of the team's captains."Everyone was in a great position, mindset," she said.As the sport grows and the focus sharpens more, Collier said the future will rely on the younger skaters. He said that will be the major shift from the drama of the '70s and '80s to an Olympic-level game."The juniors, especially with young girls, there aren't many aggressive sports for young girls," Collier said."It could be big here in Tulsa."USA Roller Sports National ChampionshipWhen: Opening ceremonies set for 9 a.m. Friday.First-round play on Friday. Pan-democrats' Taiwan visit
迷你倉 NOT LONG AGO Labour Party legislator Lee Cheuk-yan, Occupy Central organiser Reverend Chu Yiu-ming and Alliance for True Democracy convenor Joseph Cheng went to Taiwan, where they met former chairman of the Democratic Progressive Party Shih Ming-teh and some others. With them they talked about Occupy Central. They have therefore been slammed by pro-Beijing newspapers and even been condemned by pro-establishment legislators in a jointly signed statement. Those in the pro-Beijing camp probably believe they will prevail in the constitutional- reform struggle if they frustrate Occupy Central, which is therefore a target of their venom. They closely watch its initiators' movements and attack them at every opportunity with a view to weakening popular support for the campaign, as evidenced by the criticisms pro-Beijing newspapers have hurled at the pan-democrats for what they did in Taiwan. Therefore, what Occupy Central initiators ought to do now is to manage properly their dealings with "outside forces" and do what is most favourable to Occupy Central. Lee and the others say they had only ordinary exchanges in Taiwan. However, Shih mentioned a round-table conference on Occupy Central and even said people would be sent to the territory to take part in the campaign. Clearly, what passed between them was not just exchanges of ideas. An action plan was actually touched upon. Therefore, though pro- Beijing newspapers' denouncement of them smacks of a reckless attempt to exaggerate what they deem to be their fault, it is actually hard to negate what is apparently a mingling of Occupy Central and taidu (Taiwan's independence). Beijing is ultra-sensitive about taidu. A veteran taidu advocate and chief commander of the red shirt army in the 2006 campaign to topple Chen Shui-bian, Shih has considerable experience in mass struggle. It would indeed be odd if Beijing failed to react strongly to such a person's involvement in Occupy Central. Of course, pan-democrats do not have to observe Beijing's "countenance" in taking action. However, as Occupy Central is considered a strong bargaining counter, they should put what is most favourable to it before everything else. We believe few would agree with pan-democrats if the y judge an Occupy Central-taidu mingling favourable to the campaign, for most citizens are convinced that it would draw even severer blows from Beijing and thwart Hong Kong people's fight for universal suffrage. Furthermore, the generality of Hong Kong people are averse to taidu. They would find an Occupy Central-taidu mingling unacceptable. Since the reality is such that taidu advocates' involvement in the campaign would drive people away from it,Occupy Central initiators must hasten to declare their position and make a clean break with taidu advocates. Matters concerning Occupy Central being sensitive, its initiators must properly handle their dealings with "outside forces". Some in the pro-Beijing camp have kept giving out that "foreign forces" are trying to gain control of the SAR through the agency of democrats. Such a conspiracy theory hardly sells with Hong Kong people, but the effects it may have on Beijing's policymaking must not be ignored. Beijing has recently reacted strongly to comments on Hong Kong's constitutional reform made by new US Consul General in Hong Kong Clifford A Hart and UK Minister of State for the Foreign Office Hugo Swire, and it is now a concern whether such comments may persuade Beijing to become tougher on Hong Kong's constitutional reform. Therefore, pan-democrats had better keep at arm's length Americans, Britons and taidu advocates who express concern for their own benefit. Amazon's Baltimore site to receive more than $43M in tax credits
Source: The Baltimore SunOct.迷你倉 24--State and city officials said Wednesday that Amazon.com's new warehouse in Southeast Baltimore will receive more than $43 million in tax credits -- incentives they say helped lure the large company to Maryland.The company and its landlord, Duke Realty Corp., are eligible for much of the incentive package by locating at the site of the former General Motors plant, which the state has determined to be an impoverished area.Dominick Murray, Maryland's secretary for economic development, said the state worked on the deal for more than a year."When we got the word they were investigating coming out here, we were all over it," he said. "The shippers are happy. The workers are happy. The port's happy. Everybody's happy."Amazon announced late Tuesday that it would open a 1 million-square-foot distribution center next year that will employ 1,000 people at the General Motors site. The company plans to hire locally for jobs packing and shipping books, electronics and other goods.The Maryland Department of Business and Economic Development and the Baltimore Development Corporation helped orchestrate the incentive package, which includes an estimated $35.3 million in Enterprise Zone tax credits and $5.5 million in One Maryland tax credits, both of which are designed to promote economic growth in impoverished areas. The deal also includes an estimated $1.7 million in estimated tax credits for job creation and an undetermined amount of credits for building in a brownfield -- a site that was previously contaminated.The state will also provide Amazon with a $1.25 million loan, which could be forgiven, and the city will provide a $125,000 loan, officials said. The company also will receive discounts from Baltimore Gas and Electric Co., officials said.Maryland will loan Amazon $750,000 at a 3 percent interest rate when it signs a lease with Duke Realty to occupy at least 900,000 square feet and invest $2 million in project costs, officials said. The company will receive a $500,000 loan if it employs at least 1,000 full-time workers by the end of 2015.If the company keeps that staffing level for 10 years and invests at least $175 million in the project, the loans will be forgiven, Murray said.The Baltimore distribution center could be a key part of the company's emerging strategy of reaching customers for same-day delivery. Cargo leaving the port of Baltimore by truck is within an overnight drive of two-thirds of America's population, Murray said.In their discussions with the company, Amazon was most concerned with making sure the area had enough workers to meet its staffing needs, Murray said."We highlighted our workforce," he said.Neither city nor state officials said they were particularly concerned about a 2011 investigation published by The Morning Call newspaper that an Amazon warehouse in Pennsylvania's Lehigh Valley subjected workers to "brutal heat" as they were "pushed to work at a pace many could not sustain."During summer heat waves, temperatures in the warehouse soared above 100 degrees, and Amazon arranged to have paramedics parked in ambulances outside, ready to treat any workers who became dehmini storagedrated or suffered other forms of heat stress, the newspaper reported. An emergency room doctor called federal regulators to report an "unsafe environment" after he treated several Amazon warehouse workers -- who were paid $11 or $12 an hour -- for heat-related problems, the paper found.Kelly Cheeseman, an Amazon spokeswoman, said the Baltimore site will have air conditioning."We have an open-door policy that allows associates to bring their comments, questions and concerns directly to their management teams," she said in an email. "We feel we can best address our associate's needs by encouraging this open-door policy in our workplace."Baltimore City Councilman Robert W. Curran said Amazon will have to abide by state regulations designed to prevent unsafe work conditions."Obviously they have to follow the law," he said.The new distribution center, expected to open in 2014, would revive a 2.8 million-square-foot site where city and state officials have tried to lure a large employer for several years. The 65-acre site is currently assessed at $9.8 million.Amazon picked the Southeast Baltimore site because of its proximity to a large customer base, officials said. Currently, the Amazon warehouse closest to Baltimore is more than 70 miles away in Middletown, Del. The closest distribution center to Washington is in Richmond, Va.Duke Realty, an Indiana-based commercial real estate company handling the building's development, submitted permit requests this summer describing the planned warehouse as a distribution center with 50-foot ceilings and nearly 2,000 parking spots.In the documents approved by the city, Duke said the facility could employ up to 2,600 people. Cheeseman said the company plans for about 1,000 full-time jobs, but could add more in the future. Baltimore Mayor Stephanie Rawlings-Blake said Duke Realty also would be recruiting other tenants.Amazon said its jobs pay more than the typical retail position, but working in a warehouse is not retail. The online retailer reportedly pays around $12 an hour for workers in its distribution facilities.That's in line with what such workers typically earn in the Baltimore region, according to a report released Wednesday by Opportunity Collaborative. The report, developed by the labor market research firm RDA Global, said a full-time worker in Baltimore doing packaging and handling earns a mean wage of $12 an hour, which works out to about $25,000 a year.The city's per capita income in 2011 was just under $24,000 a year, according to the U.S. census.Rawlings-Blake said the jobs would provide "full benefits," and that the city is in talks with the state to provide bus service to the site. She said the city was helping Amazon recruit qualified applicants for the jobs."One thousand jobs is nothing to sneeze at," Rawlings-Blake said. "We know how competitive it is. We also know how advantageous the Baltimore City location is. ... Two actors performing in Tulsa this weekend share their career stories
Source: Tulsa World, Okla.mini storageOct. 24--Tulsa has been the starting point for dozens, even hundreds of actors who have gone on to fame on Broadway, from Tony Randall to Kristin Chenoweth.But the city has also been home to hundreds, even thousands of talented actors who -- for myriad reasons -- have spent the majority of their performing lives in Tulsa, working with local theater troupes for little or no money.They do it because the art form they love is something they think important to share with their fellow Tulsans. They do it because they know live theater can entertain, uplift, disturb and challenge in ways that are unique and powerful.This week, two new productions open in adjacent theaters at the Tulsa PAC. One is by a community theater company whose history goes back two decades. The other is by a professional company affiliated with Actors Equity.One show has in its cast a veteran of the Tulsa theater scene. The other features a young actor just beginning what he hopes will be a professional career.Curtain going up ...Sterling McHanTheater isn't supposed to be a life-or-death proposition.But Sterling McHan, who has worked as an actor, director and technician for local theater groups for the past 30 years, has had to be selective about the jobs he's taken in the past decade."I have this blood-clotting disorder that is a genetic thing," McHan said. "My problem is that what I have doesn't respond to the usual treatments for such disorders."It's put McHan in the hospital numerous times and forced him to spend months in a wheelchair, unable to walk because of blood clots in his legs. And because of this condition, McHan has been reluctant to do what he loves most of all -- to act on stage."I've done some things in the meantime -- some commercials, small roles in local films, murder mystery shows," McHan said. "Those are jobs that don't take a lot out of you because you work a day or two, do your stuff and you're done."But when you do a play, you're making a commitment for five or six weeks of rehearsal, as well as for however long the show itself is to run," McHan said. "So I sort of took myself out of the game because I wasn't sure I could be reliable. And I'm one of those people who's pretty fanatical about being punctual, of being someone the people I work with can count on."This weekend, however, McHan is once again in the theater game, playing the pivotal character in the ensemble comedy "Seminar," by Theresa Rebeck, being presented by Theatre Pops.McHan plays Leonard -- a once-critically acclaimed novelist who now offers his talents as a teacher, charging exorbitant sums of money to aspiring writers in exchange for casting his jaundiced eye over their attempts at the Great American Novel.Leonard is the sort of person who believes his literary taste is so refined that he can suss out a manuscript's strengths -- and, more devastatingly, weaknesses -- from the first page, even the first sentence. But as this particular "Seminar" goes on, the students find ways to turn the tables on their arrogant instructor.The cast of "Seminar" includes Heather Sams, Chris Williams, Larry Ward and Jennie Lynn."Seminar" debuted on Broadway in January 2012, with Alan Rickman as Leonard. Jeff Goldblum took over the role before the show closed in May 2012.What is a bit unusual about Theatre Pops production is that McHan wasn't supposed to play the role of Leonard."Randy (Whalen, Theatre Pops artistic director) met with me to talk about doing the show," McHan said. "He had managed to get the rights to do it right after the Broadway production closed. So it's like doing a brand-new play. I doubt few people in Tulsa have heard of the play, much less seen it, so no one's going to have any preconceived notions about it."I told him about not being sure I could commit to doing the show -- in fact, a month before we had this meeting, I was in such a state that I couldn't walk -- but Randy said he was more interested in me directing," McHan said. "And that I didn't mind, because it wouldn't be physically taxing."Then, about three weeks into the rehearsal process, Whalen began experiencing health problems of his own."We had spent the first week doing table readings, working out a lot of the groundwork of the characters and their relationships," McHan said. "But once we put the show on its feet and started blocking out the action, I could tell that Randy was really just dragging."He works at a hospital, which means he works some really odd hours, and he kept saying he was just tired, not getting enough sleep," he said. "But I could see that he was beyond 'just tired.' And I told him I was really worried about his health. I knew that, as a director, I was going to have to push him a lot, and the last thing I wanted to do was push him right into an ambulance."McHan came up with the idea of a switch. He would take over the role of Leonard, and Whalen would finish the job of directing."By this time, we had a lot of the real heavy lifting out of the way," he said. "We were at the point where the actors could more or less throw the scripts away and see what comes out of their interactions. And it has changed the dynamics of the show somewhat, because I'm not trying to imitate what Randy had been doing with the character."McHan got into theater a bit by accident. He happened to see a notice for auditions for a production of the musical "Man of la Mancha" and tried out for the show on a whim. He credits local director Cyndi Vetter with "taking me under her wing and getting me addicted to this theater stuff.""The great thing about that show was that I was on stage practically the entire time," he said. "I wasn't the lead, I was just part of the ensemble, but I had to play all these different roles."McHan spent what he characterized as an "ill-fated semester" at the University of Tulsa."I decided I would go to Dallas and be a star," he said, laughing. "Dr. (David) Cook, who ran the theater department then, told me I would regret leaving. And he was right. I should have stayed and finished at TU. Oh well."McHan has lived and worked in other parts of the country but keeps "bouncing back" to Tulsa. For several years, he funded his work in theater by owning a boat shop, which he had to give up because of his blood-clot disorder. He teaches acting at the June Runyon School of Dance."Debi Myers, who runs the school, is an old friend, and she's someone who understands that there's more to dance than the movement," he said. "There has to be an emotional component to it, and that has 儲存o be communicated, otherwise it's just calisthenics set to music."As for dreams of fame and fortune, McHan said those are for other people."To be honest, I like my anonymity," he said. "I don't want to have to live among the crazies in California or deal with the pace of New York City."Besides, acting on stage is a completely selfish act for me," McHan said. "I'm not interested in the applause or what people might say about a show I'm in. If I enjoy what I'm doing, and feel I'm doing it to the best of my ability, that's good enough for me."Jonathan Walker GillandJonathan Walker Gilland finds himself caught in a "Deathtrap" thanks to an overheard phone call."I sing 24/7," Gilland said. "My mother insists that I was born singing. And one day in high school I happened to be singing as I was going by my music teachers' office. They were both University of Tulsa grads and were on the phone with Machele Miller Dill (head of TU's music theater program)."Apparently, she could hear me singing over the phone, and she started asking who that was," he said.That chance long-distance encounter led Gilland, a native of Memphis, Tenn., to enroll at TU in as a music theater major.The move also led to what has become a professional relationship for Gilland with Tulsa Project Theatre, the city's only theater company affiliated with Actors Equity Association.Tulsa Project Theatre is designated a Tier 1 Small Professional Theatre under Actors Equity, the union that represents professional stage actors and stage managers.The company in its early years worked in partnership with the TU Department of Theatre, and Gilland appeared in the company's production of "Rent," which also served as his senior year musical.Since then, Gilland, who graduated from TU in 2011, has appeared in several Tulsa Project Theatre shows, including the musicals "Seussical" and "Hairspray." He has also performed with theater companies in Dallas in such shows as "Spring Awakening" and "Next to Normal," where he earned enough credits to become a member of Actors Equity.This weekend, he has a role in the company's first nonmusical production -- the Ira Levin comic thriller "Deathtrap." Gilland plays Clifford Anderson, an aspiring playwright who has come up with an apparently sure-fire hit of a play -- the sort of stage thriller so perfectly constructed and polished that "even a gifted director couldn't hurt it."Clifford has shared the only copy of the manuscript with his mentor, Sidney Bruhl, whose only hit play debuted nearly two decades ago. Being able to put his own name on a play such as Clifford's is something that Sidney might be willing to kill to accomplish.Besides Gilland, "Deathtrap" stars Liz Masters, Chad Oliverson, Rebekah Peddy and Derick Snow, and it is directed by Jenny Guy."Clifford is such an interesting character to play because he's so totally opposite of who I am," Gilland said. "That's a big part of the fun of acting -- taking on these personae for a while, experiencing life through their eyes and their mindsets, and doing things that maybe in your real life you would never dream of doing."It's difficult to talk more about "Deathtrap" because playwright Levin has some sort of plot twist on every page of the densely worded script. But, although the characters of "Deathtrap" are there in service to a fiendish plot, portraying them is still very much an actor's challenge."And that is really true for me because I haven't done many shows that didn't involve singing," Gilland said. "I don't have the luxury of having a song-and-dance number to help express something about my character.It was the musical "Wicked" that made Gilland realize that he wanted to be an actor, to be able, as he said, "to make people feel the way I did when I first saw (the "Wicked" character) Elphaba fly."When Gilland made his dreams known to his parents, he recalled a conversation with his father, who told him "I should never live for a 'what if?' " he said. "And that really moved me. Knowing that I had their support for me following my dream made me realize that this was the right thing for me to do."Just not the easy thing to do, especially in what has become Gilland's second hometown."You can't make a living as an actor in Tulsa," he said. "There are a lot of theater companies in town who do excellent work, but there's no way to earn a living at it. Dallas has at least four Equity theater companies, so that it is possible to be able to live there and work as an actor. But even then, it's tough."Making a living as an actor is tough anywhere. Gilland now makes his home in New York City, where he works jobs that include being a personal assistant to a theatrical producer and a stage designer, and a weekend job at a preschool facility."These jobs give me the time and flexibility to go on auditions," he said. "I've done a couple of readings and a lot of auditions. But to be honest, I see this time as really being more about networking than landing that big role. I just want to be able to pay my rent and make the connections within the industry that could help me in the long run."Besides, I still want to be able to enjoy life," Gilland said. "I want to have the opportunity to live a little, not spend every waking moment stressing out about my career."It also allows him to be available for shows with Tulsa Project Theatre."When I heard they were going to do this play," Gilland said, "I got in touch with the company and said that I knew they could fill all the roles with people in Tulsa, but that I'd be available if they wanted me."But as much as I've enjoyed the shows I've done with Tulsa Project, I really like their mission, which is to bring more people into the arts," he said. "And I love the way Tulsa has changed, even in the short time I've been here. 中產階層移民潮:投資是主力買房成新途
潘寅茹近日,迷你倉電影導演賈樟柯的一條微博引發了熱議。他在微博上寫道:昨天聚會才知道,在座的十幾個朋友除了我以外,都辦了或正在辦移民手續,這讓我非常震撼。寥寥數字的微博隨即引發了網友數千次的評論與轉發。去年年底,由中國與全球化研究中心、北京理工大學法學院聯合發佈的中國第一部年度國際移民報告——國際人才藍皮書《中國國際移民報告(2012)》(下稱《報告》)披露,當下,中國正在經歷第三次大規模的“海外移民潮”。僅2011年一年,中國對世界幾個主要的移民國家永久性移民數量超過15萬人,其中在美國獲得永久居留權的人數達87017人,在中國國際移民總數中排名第一,其次是加拿大、澳大利亞和新西蘭。雖然移民在近些年來對於中國人已不是一個陌生的概念,但組成移民的群體正在悄然發生變化。報告指出,目前,投資客已經成為中國海外移民的重要組成部分。其中,中產階層和新貴階層正成為這輪“投資移民”時代的主力軍。邁斯林移民集團總裁李旭告訴《第一財經日報》記者,近些年來,感受最深的變化便是中國海外移民的組成部分變了。“5~6年前,移民群體主要是受教育水平比較高的技術移民或者因為親屬在海外的姻親移民,或者因工作關係而移民,而最近3~4年,投資類移民明顯增加了。”中產階層成移民主力針對第三波移民潮中的主力,《報告》指出,這一群體的共性便是年齡普遍在30~40歲,很多人擁有熟練的專業技能,已在國內積累了相當的財富,屬於社會各行業的佼佼者與引領者。因此,《報告》得出的結論之一,與個人淨資產超過1億元的超高淨值企業主——也就是社會普遍定義的富豪相比,中國移民人口中,中產階層已成為當下海外移民的中堅力量。多位接受本報記者採訪的從事移民工作的人士表示,其經手的客戶主要以30~45歲的群體居多,其中不乏一些“官二代”、“富二代”,甚至還有不少在社會上打拼後小有積蓄、有家有室、40歲以上的民營企業家。資深移民專家張躍輝告訴本報記者,與技術移民不同,投資移民需要一定的資產積累,甚至是一些管理經驗,因此年齡段較多集中在中年。記者也曾以潛在移民者的身份參加了一次在上海由某移民機構舉辦的美國投資移民項目EB-5的投資說明會,與會者以衣著樸素的中年夫婦為主。在項目推介過程中,他們行為低調,時而認真記錄,時而相互低聲交談,很少公開提問,只是私下與移民顧問交流。記者試圖與他們進行簡單的交談,但後者以隱私為由婉拒。李旭也指出了近三四年來投資移民組成的年齡變化。經驗顯示,投資移民以35~55歲左右的群體為主,其中,私營企業主、企業高管的人數占近90%。買房移民成新寵《報告》顯示,2011年中國移民海外的人數超過15萬,但本報記者從多家移民中介機構瞭解到,盡管美國、加拿大等國家移民政策收緊,但也難擋中產階層海外移民的積極性。在張躍輝看來,當昔日頗受歡迎的技術移民成為政策收緊的犧牲品後,花錢買房、走投資移民的道路成為當下中產階層移民的主要方式。這一點也得到李旭的認同,“自從歐洲買房移民的政策出台後,海外移民的年齡段明顯往下延伸很多,因為這不需要投資人有管理經驗或者商業背景。所以年齡覆蓋的區間明顯比以往大。”張躍輝稱,目前較為火爆的買房移民目標國都集中在歐洲,以拉脫維亞、塞浦路斯、葡萄牙、西班牙、希臘最為典型。在這5個國家中,買房移民門檻最低的是拉脫維亞,除首都以外地區,僅需7.5萬歐元起。最貴的則是葡萄牙和西班牙,需50萬歐元起。不過,即便是在投資門檻相對較高的葡萄牙,依舊不乏中產階層移民客戶。“葡萄牙政府規定,買房移民50萬歐元起,且不允許貸款,加其他費用估計要500萬元人民幣起價。”張躍輝說,“現階段已在葡萄牙當地看房的中國人有100組左右。去年據不完全統計,有1000多組家庭已經申請買房移民,預計今年這一數字會超過1500組。”李旭說,以歐洲買房移民為例,家庭年收入水平在100萬人民幣左右其實都有機會考慮買房移民。而另一種買房移民的文件倉請者往往在中國有一套以上的房產,會考慮賣掉一套進行移民。“這種情況在北京、上海居多。有些人看似收入水平不高,但因為手上有多餘房產,也會考慮移民。”李旭指出,歐洲買房移民政策對中國人最大的吸引在於沒有居住的要求,因此,這一群體在多了個身份之餘,依舊可以在國內工作、生活。“當然,公司也會安排一些代租服務。尤其在葡萄牙、西班牙等旅遊地區,當地房產的租金回報率在3%~4%左右。目前,歐洲房產價格很低,在有穩定回報的條件下,隨著當下歐洲經濟的回暖,歐洲房產還有很大的價格上升空間。”李旭告訴記者。專門為移民提供律師咨詢服務的小邱告訴記者,即便在投資移民政策有所收緊的美國,花50萬美元投資加州的一處房產,拿個移民綠卡也是一個很熱門的選擇。“盡管移民離最終入籍還有一些要求,但不少客戶覺得拿個移民綠卡也很值得。”小邱說道。子女教育成首要考慮針對一波波中產階層移民海外的原因,《報告》分析認為,我國海外投資移民多集中在房地產、外幣存款和股票等領域,他們的主要目的是為了尋求更優秀的教育資源、更安全的投資環境和更高的生活品質。這一點也得到接受本報記者採訪的移民工作人士的認同,子女教育在所有原因中位居第一。一位專門從事加拿大投資移民的工作人員告訴記者,由於這些移民客戶的孩子多數處於22周歲以下受教育階段,因此,為子女尋找一個理想的教育環境是這些中產階層移民的主要動力之一。張躍輝也告訴記者,其公司所做的移民原因調查中,教育是排在首位的考慮因素。“不過國外沒有學區房的概念,因此,這些擁有適齡求學階段孩子的移民家庭往往傾向于在配套設施齊全的富人區購房。”張躍輝說道。在李旭看來,其集團經手的客戶多數會考慮通過移民提前給孩子解決身份問題,方便孩子在國外接受教育、工作,有機會在國外發展。當然,除了子女教育的考慮因素之外,完善的養老體制、嚴格的食品安全機制以及鮮有汙染的環境等都是中產階層在移民時頗為看重的因素。此外,多樣化的投資渠道也是中產階層移民潮背後的一個推動因素。後移民生活苦樂不一至於移民後的生活,李旭坦言,移民其實就是多拿一個身份,多一個生活空間。至於移民後選擇加入目標國的國籍比例,李旭認為還是相當低的,“變更國籍最多的,就是在當地工作、落戶或者大部分時間在當地居住的這一移民群體。”張躍輝說:“對於移民後的生活,大家感覺也不盡相同。有人覺得很滿意,也有人倍感失落,感覺與自己在國內時設想的不一樣。”記者的同學小琳也通過自己在澳大利亞當地的觀察表示,並不是所有人在移民後的生活都順順利利。小琳說:“一對在國內小有名氣的建築設計師夫妻在國內專門研究高層建築的建設,但澳大利亞高層建築很少,因此,夫婦兩人移民澳大利亞後的職業發展就遇到了很大的瓶頸。要在當地找份專業性很強的工作,還是存在很大困難的。”而一位不願透露姓名、已在澳大利亞生活多年的移民告訴記者,初來乍到時,自己為了找份工作,甚至還去當地養雞場工作過一段時間。“當時,在養雞場看到黃皮膚、黑頭髮的中國人倍感親切。一打聽才知道,其中很多都是從中國來的移民,而他們之中有些人在國內的工作還很體面,比如律師或者醫生之類的。”該人士說。李旭根據多年移民工作的經驗總結出,兩類人對於移民後的生活較為滿意。其中一類便是在國內月收入5000元左右、年齡在30歲上下的這一群體。“即使這一群體在國內尚未購房,在他們看來,在上海、北京等地生活成本過高,因此,會比較滿意移民後的生活。”而另一類群體便是所謂的富豪階層。至於對移民後的生活存有失望的群體,李旭將其歸納為處於上述中產階層與富豪階層之間的“夾心層”。李旭告訴記者:“這一類人的資產水平並沒有達到千萬富翁的級別。到了國外後,在國內的積蓄不足以支撐移民後的生活。即使辭職在國外找份工作,但也感覺不像在國內那麼受人尊敬。因此,心理會有所落差。”插圖/蘇益更多往期內容回顧,請登錄.yicai.com,並搜索“中國明天 明天中國”專題。存倉
