迷你倉 高鐵本月15日再度發生轉轍器異常狀況,1萬多名旅客行程受阻,交通部長葉匡時昨(16)日在立法院交通委員會嚴厲批評台灣高鐵的表現讓人難以忍受,要求台灣高鐵公司董事長歐晉德要負全責。葉匡時接受媒體訪問時強調,歐晉德是高鐵董事長,有責任加強監督,找出問題予以解決,不能常發生重覆的狀況,這樣「太不像話」、也「令人頭痛」。他要求解決問題,但「沒有要他(歐晉德)下台的意思」。葉匡時強調,今年高鐵公司發生多次轉轍器異常的狀況,每次發生的狀況都不太一樣,發生次數太多,造成民眾的觀感不好。高鐵公司內部有國外的軌道專家,應該儘快找出問題,他已責成高鐵局在一周內組成高鐵診斷小組,徹底檢查。文件倉

辛苑薇冬日的聖何塞,迷你倉最平依然舒適,陽光照在臉上溫暖、祥和。Double Tree酒店會議廳,一個有趣的話題正在被激烈地討論著:“大數據如此之萬能,那為何我還單身?”近年來,越來越多的人追捧一句話:“除了相信上帝之外,我們必須相信數據。”“大數據”以其獨具的海量、多樣性、高價值等特徵癡迷了諸多領域的人,似乎它可以解決一切難題。此刻,這個女孩的問題勾起了美國存儲與網絡領先廠商LSI公司工程師的興趣。Bob Quinn最先發言:“這或許是因為你的數據有問題。”但是,緊接著,Bob意識到,通過數據分析和挖掘,其實可以給出更專業、有效的解決方案,就像LSI公司日常為客戶提供的業務——有效管理海量數據,同時使數據中心實現最高性能和效率。Bob是LSI企業戰略辦公室副總裁兼首席技術專家。Bob的方案是,檢索全球單身男士的數據庫,將愛情特徵進行量化,最終得出一個理想的結果。“數據架構需要改變,原先是單個服務器鎖定單個目標,現在是多個服務器追蹤多個目標。” 即,有效管理和分析海量數據。更酷的是,篩選過程可以瞬間完成。“當你進入一個酒吧,看到一個挺順眼的人,分析工具將幫你一秒鐘分析你的DNA和他的DNA,得出結論,你們的孩子將可以進世界頂級大學,還是會變成一個毒販子。”Bob說道。這一過程追求得是數據的最高性能和效率。這聽上去很酷?事實上,這僅是大數據的一個簡單應用。隨著數據分析、存儲和管理將滲透到更多的行業和部門,從領先的互聯網應用,到相對傳統的銀行、電信、保險、運輸等領域,大數據產生的價值將超乎想象。大數據並不遙遠,也不神秘。在IT基礎設施服務商和應用廠商的共同努力下,未來有一天,它將像水、電、煤一樣成為我們日常生活的一部分。商業模式仍然是謎言必及“數據”時代,大數據到底發展到什麼程度?麥肯錫、IDC等咨詢機構發佈過一系列令人瞠目結舌的統計報告。有數據統計顯示,移動互聯網時代的數據飛速增長,過去3年產生的數據量比過去4萬年還要多。數據從生成到消耗,時間窗口非常小。每秒鐘,人們發送290萬封電子郵件;每分鐘,人們向Youtube上傳60小時的視頻;每一天,人們在Facebook上發出40億條信息。但是,這一切僅僅說明大數據具備大規模爆發的基礎,就如埋藏地下千年的石油寶藏一樣豐富,而能否像石油一樣被人們開采、利用,卻是另外一回事。目前,大數據在日常生活中已經開始應用。例如:阿里巴巴、亞馬遜等電子商務網站從用戶以往瀏覽、購買行為中挖掘潛在需求;Google逾10億美元收購的以色列地圖公司Waze根據實時信息告訴用戶哪條路線狀況最好等。不過,LSI公司總裁兼首席執行官Abhi Talwalkar接受21世紀經濟報道記者採訪時認為:“大數據仍然處於早期發展階段,離大規模商業化或者盈利仍然有非常遙遠的路途。”目前,大數據的採集仍然以結構化數據為主,非結構化大數據的價值遠遠未被挖掘出來。據統計顯示,10%的結構化數據,存儲在數據庫中;而有90%的非結構化數據,與人類信息密切相關,如:郵件、視頻、微博、位置信息、鏈接信息等。Bob告訴21世紀經濟報道記者,目前,大數據價值主要有兩方面:一個是像穀歌、Facebook等公司具備廣告價值的數據,這通常被稱為“麥迪遜大道”。目前,大概有80%的數據商業價值都和廣告業務有關。另外一個是從數據中抽取信息的商業價值,規模還比較小。“但是,未來十年,廣告將是大數據盈利化中價值最小的一部分。”Bob認為。以中國市場為例,目前,百度、阿里巴巴和騰訊三家互聯網巨頭流量的轉化價值不同。百度和阿里的每個PV轉化差不多是五分錢,而騰訊不到一分錢。這背後是搜索引擎和電子商務產生的廣告價值要高于網絡瀏覽的數據價值導致。然而,這個現象可能不久就會被顛覆。“當兩套不同的數據,一個是直接與金錢相關的交易型數據,一個是生活形態的數據,兩者相互結合反映個人或者生活的全貌時,它所爆發出的商業價值將是另外一番景象。”Bob說道。遺憾得是,銀行、電信、保險等行業的大量交易型數據和信息,都還處在休眠或者半休眠的狀態,商業價值被嚴重忽略、低估。生活、娛樂等非結構化的數據價值挖掘,也只是起步階段。不過,那時基於非結構化的大數據商業模式到底是什麼樣,沒有人知道準確答案。這仍然是一個謎,有待求解。存儲的革命和機會大迷你倉據商業開發還只是冰山一角,但是,引發的存儲和計算革命,已近在眼前。海量的數據對存儲基礎設備提出了新的挑戰。LSI公司執行副總裁兼首席運營官Jeff Richardson告訴21世紀經濟報道記者,“未來移動等智能設備自身無法完成所有的存儲、計算能力,而是必須發送到數據中心。來與往的過程,數據中心的存儲和計算能力將變得十分重要。”大數據時代的存儲首先要求存儲系統有一定等級的擴展能力,且一定要簡便。LSI高級副總裁兼數據中心解決方案部總經理Tom Swinford表示:“由於規模龐大,數據中心運營商特別重視在降低運營成本和占位空間需求的同時,使其IT投資最大化。”此外,大數據的實時處理能力也必須變得非常強大。目前,各種模式的固態存儲設備應運而生,小到簡單的在服務器內做高速緩存,大到全閃存系統都帶來存儲的大飛躍。更為重要的是,大數據對安全性提出更高要求,比如金融數據、醫療信息以及政府情報等都有自己的安全標準和保密性需求。Jeff表示:“數據安全性在未來還會更加嚴峻。”當數據並非存在自有的設備上,而是遠程存儲在其他地方,就容易產生不安感。“LSI做了一系列努力來增強數據的安全性。”例如,讓網絡數據的管理密鑰更容易;讓用戶可以在網絡上實時監控數據;能有有效對策應對數據安全威脅等。“讓網絡的供應商、服務的供應商、IT的供應商,都能通過解決方案這一層或者更下一層的硬件,來增強數據的安全性。”Jeff說道。當然,數據革命的新需求給IT基礎設施廠商帶來了一次重大的飛躍機會。隨著數據的持續增長,存儲廠商通過修改以往傳統的架構設計適應新的要求,其間的競爭也會更加激烈。目前,發力大數據領域的IT基礎架構廠商主要有IBM、EMC、LSI、英特爾、惠普等公司。在中國市場,IBM提出“智慧的分析洞察”口號;EMC於今年3月在中國�動新的五年計劃,提出“大數據業務增長10倍”等目標。Jeff告訴21世紀經濟報道記者,對於LSI公司而言,存在兩大機會。一是,移動等智能設備增長帶來的數據中心存儲需求;二是,4G時代,華為、中興、愛立信等無線網絡基礎設施公司對通信處理提出的新需求,這都給LSI公司帶來重要的發展機遇。據悉,在納斯達克上市的LSI公司自從2009年一直到2012年期間,一直保持著17%的年度增長率。Abhi透露,“隨著2014年美國和中國等國GDP增長以及IT支出的增加,尤其是4G牌照頒發大規模部署LTE,LSI公司預期明年還將會有樂觀的業績增長。”如何抓數據機遇?IBM、EMC和LSI等公司就像建築行業的鋼筋、水泥,給大數據產業園搭建了最基礎的設施,但是,如何在此基礎上構建漂亮的摩天大樓,則需要應用廠商甚至傳統行業廠商的共同努力。11月22日,在第六屆年度加速創新峰會(AIS)上,諸多專家認為,“企業應該制定一個整合IT戰略,應對大數據的獲取、整合和管理。”首先,應該將大數據布局、實施與企業的商業戰略緊密掛�。LSI公司CTO辦公室的高級專家Robert Ober告訴21世紀經濟報道記者,以金融行業為例,美國最大的銀行集團之一美國銀行早在兩年前的9月就已經把Hadoop(分佈式系統架構)集群用作數據集的複制,把它在傳統IT架構的應用遷移到Hadoop集群中,這樣他們的運轉速度、效率就大大提升。一位不願具名的對沖基金行業人士告訴21世紀經濟報道記者,“金融系統對於大數據的發展趨勢已經非常明確,但是在具體實施過程中仍然非常保守。”不過,隨著今年以來“互聯網金融”概念的火熱,阿里巴巴、京東、騰訊等互聯網公司倒逼金融體系的改革,金融機構也在擁抱更大的變革挑戰。其次,需要平衡好速度、成本和可接受性等多方面的利益關係。大數據的部署需要高昂的成本投入,對於大部分中小企業來說是一個沉重的成本負擔。因此,業界專家預測,真正大規模大數據的應用將在金融、電信和物流等傳統領域。但是,中小型企業需要加強大數據意識,未來的企業組織架構管理中,不再只是設立CEO、COO、CFO等職位,還將擁有CDO(首席數據官)、CSO(首席戰略官)等專業人才,通過高效的信息合作方式,給企業的發展插上數據的智慧力量。就如,亞馬遜前任首席科學家Andreas Weigend所說,“數據是新的石油。”有數據才能有競爭的實力。(編輯 盧愛芳 辛苑薇)mini storage

CHARLES COUNTY --Breaking ranks with other area leaders, St. Charles County Executive Steve Ehlmann complains that a new regional plan favors improving existing roads over building new ones in expanding areas like his.Ehlmann cast the only vote against the plan when it was endorsed Wednesday by the board of the East-West Gateway Council of Governments."Future projects must have an equal ability to compete for available funds to meet the needs of growing communities in the region," Ehlmann said in a 18-page written response submitted to East-West with St. Charles County Councilman John White.Ehlmann added that "the population will quit moving outward only when all of our older communities have good schools and safe neighborhoods."He also faulted various other parts of the 197-page OneStL plan, which sets goals for regional cooperation in a wide range of subject areas.It was put together over three years using a $4.7 million federal grant, with input from 55 organizations, numerous local officials and 61 public meetings.Ehlmann complained that the education segment doesn't deal with the current controversy over transfers of students from unaccredited school districts or with teacher competence.Moreover, he said the plan says little about crime. For example, he said the plan has no reference to limiting the sale of pseudoephedrine-based cold medications used to make meth. St. Charles County did that in 2011 but most other areas haven't followed suit.Ehlmann and White agree with some other goals in the plan. But they complained that the authors believe they know best "where people should live, and local governments, along with state and federal bureaucracies, should cooperate with them to make sure they live there."In response, Jim Wild, assistant executive 迷你倉將軍澳irector of the Gateway Council, said the plan's priority for spending federal dollars on existing roads and bridges is no change from the Gateway board's own policy for the past 19 years.He said that hasn't kept the Gateway board from approving hundreds of millions of dollars over the years on new construction, such as extending Page Avenue into St. Charles County.St. Louis Mayor Francis Slay, who spoke for the plan at the Wednesday meeting, said putting priority on existing infrastructure, buses and MetroLink "will lift our region" and improve access of poor people to jobs.He added "that doesn't mean there won't be investment in new infrastructure."As for school transfers, Slay said that's "more than a regional issue" and should be addressed by Missouri state government.Florissant Mayor Tom Schneider agreed with Ehlmann that more input is needed in the plan on failing school districts and crime.Schneider, who represents the St. Louis County Municipal League on the Gateway board, also complained that the plan doesn't address urban sprawl.Among 16 others at the meeting, Wild said, were St. Louis County Executive Charlie Dooley, the mayors of Belleville and East St. Louis and top elected officials in Jefferson, St. Clair, Madison and Monroe counties.   一次天量交易,迷你倉讓險資“土豪”成了安邦保險新的代名詞。  12月10日,招行發佈公告,宣佈安邦保險集團旗下的安邦財險傳統產品賬戶于近日通過上證所交易系統累計增持公司11.33億股A股,增持後安邦財險共持有公司近13億股A股股份,首次達到並超過公司總股本5%,這一增持可能還將繼續。除招行外,業內猜測安邦保險或許還參與到之後民生銀行的大宗交易中。12月12日,民生銀行再現大宗交易,成交金額合計達29億元。  “產壽聯動、車險聯動、銀保聯動是安邦保險提出的集團發展三大戰略,它的一系列動作都應該是為其戰略所服務,增持銀行、房地產等也在一定程度上表明瞭其未來發展的方向和策略。”一位對安邦保險較為熟悉的業內人士表示。  截至目前,作為國內九大保險集團之一的安邦保險集團,旗下已涵蓋產險、人壽、健康、銷售、經紀、資產、銀行、養老、租賃等各領域,總資產規模達5100億元。從保險到銀行、租賃,安邦保險正在布局其綜合金控的發展規劃。看好績優銀行股  一天溢價10.7%耗資136.78億元舉牌招行,並在12月初買入454.39萬股(成交均價6.09元/股)舉牌金地持股5%,這一系列舉動都在向市場昭示安邦的“霸氣”外露。11月末還傳出安邦將競購永亨銀行,後遭否認。對於先後增持金地集團及招行,安邦財險方面給予的回應均為“處於對其未來發展前景看好,做長期財務價值投資”。  近年來,隨著保險資金的快速積累,保險資金已經悄然從A股市場的“旁觀者”變成機構投資者隊伍中的“主力軍”,而像招商銀行這種利潤排名前十的上市公司更是倍受險資青睞。  因保險資金追求的是長期穩定回報,大盤藍籌股依賴其穩健和高流動性成為諸多大型保險公司的主要選擇。其中,銀行股由於業績增長確定、估值較低,在大板塊中具備的比較優勢更為明顯。由此可見,招行作為A股市場的績優大藍籌被安邦財險青睞有加也是情理之中。  有投資界人士就分析認為,安邦之所以大筆買入持有招商銀行,不僅因為招商銀行是一隻擁有著良好發展前景的績優藍籌股,還因為保險資金從根本上追求價值投資理念,追求的是長期穩定的回報。  相關資料顯示,招商銀行自2012年以來分紅兩次,2012年3月每股分紅0.42元,派現額度達906217.57萬元,2013年3月每股分紅0.63元,派現額度達1359326.36萬元。不難看出,安邦財險僅在招商銀行現金分紅這一項上就獲益良多。  安邦保險品牌部表示,三中全會改革力度超過社會預期,整體上看好市場後期走勢,而改革所帶來的制度紅利仍是驅動股市表現的重要力量,特別是大盤藍籌。  在所有上市銀行中,安邦保險位列工商銀行、招商銀行、民生銀行十大股東之列,其中工行的持股比例較小,為0.16%。  事實上安邦在權益投資上一直眼光獨到。2012年,在整個保險資金投資低迷的狀態下,安邦集團旗下的安邦資產在權益投資上取得20%以上的盈利,其投資思路即在深入研究後,得出銀行股價值被嚴重低估的結論,在市場普遍不看好銀行股的情況下加大對績優銀行股的投資。鎖定銀行客戶  從2004年產險正式成立到2010年金融集團雛形的初步形成,安邦保險僅用了6年時間。2010年安邦成立壽險公司,集團進入新的發展期。  “當時安邦產險已經在市場上占據了一定份額,用5到7年時間排名市場前五,且每年還在以50%到70%的速度增長,依托積累的這些產險客戶開始運作壽險公司,但壽險市場上的競爭已然非常激烈,如果要在短期內能把規模做上去,銀保渠道肯定是首選。”上述業內人士說道。  《中國經營報》記者瞭解,安邦人壽從成立之初,一直未像其他已有的大中型險企一樣大規模招聘營銷員,而是從一開始就走精兵儲存倉乾路線,要求本科以上學歷,功能類似現在很多險企都在強調轉型成的理財規劃師,更多的將規模擴張任務放在銀行渠道來實現,安邦人壽也是業內較早在銀保渠道推出短期壽險產品的公司之一。  據安邦人壽所披露的數據,2010年保費收入55.3萬元,其中團險直銷、個人營銷、電話銷售保費收入分別為31.8萬元、23.3萬元和1806元。  2011年保費收入約1億元,翻了近190倍,其中銀行代理、保險中介代理均為第一年有保費,分別為0.9億元、273.8萬元、團險直銷、個人營銷、電話銷售分別為128.8萬元、126.8萬元和24.4萬元。  2012年保費收入12.5億元,同比增長11.5倍,銀行、中介、團險、個銷、電話保費收入為11.9億元、630萬元、151萬元、4232.7萬元,57.1萬元。由此看見,銀行渠道提供了九成以上的保費收入,且有愈來愈高的趨勢。  雖然就安邦自身發展來說保費收入增速非常快,但依據2012年保監會統計數據顯示,安邦人壽的保費收入排名已在20名開外,與市場上影響力較大的傳統壽險公司相比差距明顯,這或許也為近年來安邦不斷關注銀行業的一大因素。  當企業在老牌國有商業銀行中“擠破頭”的時候,諸如招行、民生這樣得到市場廣泛認可的股份制商業銀行就成為險企業務拓展的最佳選擇。  在進一步拓寬銀保渠道的同時還可通過持有股權獲得較高的投資收益,安邦的大買賣做得也還劃算。  值得一提的是,日前銀監會下發《關於進一步規範銀行、郵政保險代理渠道銷售行為的通知(徵求意見稿)》,保險營銷員有望下月起重返銀行駐點,這對於倚重銀保渠道的險企無疑是一大利好。布局綜合金控帝國  目前,國內已有人保、國壽、中再、太平、平安、太保、陽光、安邦和華泰9家保險集團。近年來,保險集團公司不斷加快綜合金融領域擴張。保險集團公司已經不再僅限于獲齊保險牌照,而是不斷向其他金融領域拓展。作為綜合金融的領頭羊,平安集團旗下匯集保險、銀行、證券、信托等領域牌照,平安集團“保險、銀行、投資”三駕馬車所產生的交叉銷售效應為業內所豔羨。  2011年保監會批准安邦保險的集團化申請,安邦保險由此成為中國保險行業第八家保險集團公司。此後,在集團化框架下,從保險領域擴展到銀行領域和租賃領域,安邦保險開始布局其綜合金控版圖。  2010年,在金融集團雛形初步建成後,安邦保險于2011年9月斥資50億元獲得成都農商行35%股權,成為其控股股東,除了看重其銀行渠道及5年內上市計劃外,安邦也將開拓三級城市縣域保險市場作為戰略之一。  今年,銀監會又正式批准成都農商行與安邦人壽聯合籌建金融租賃公司,安邦的綜合金控之路再下一城。截至目前,安邦保險集團旗下共有10家已建及籌建中的子公司,涵蓋產險、人壽、健康、銷售、經紀、資產、銀行、養老、租賃等各大金融領域,總資產規模達5100億元。  此外,安邦保險在金控方面不僅涉足金融領域,對傳統的地產、醫藥等領域也有投入。  2012年三季度,安邦保險以1.5%的持股比例開始出現在金地集團前十大股東系列,2012年末持股比例升至4.61%,今年一季度,安邦保險集團變為安邦財險,持股比例為4.9%。  從今年三季度末看,安邦產險持有中國水電0.95%股份,位列第十大股東,市值為8879萬元;安邦人壽持有吉林敖東1.29%股份,市值為19764萬元;安邦保險退出持有的 *ST鞍鋼0.15%股份,成交金額約為3288萬元。  上述業內人士認為,安邦所持股票均與其本身業務及其戰略發展或多或少有直接聯繫,比如現在險企紛紛拿地進軍養老地產,壽險公司關注健康服務業等,未來或可期待安邦在這些領域會有一些大的動作出現。迷你倉最平

Source: Tulsa World, Okla.mini storageDec. 15--There was something different when The Cult played "Aphrodisiac Jacket" while preparing for a recent tour, The Cult frontman Ian Astbury said.The album on which "Aphrodisiac Jacket" appeared was "Electric," which The Cult released in 1987."When we recorded it, it was naively done but done with a great amount of earnestness," Astbury said in a recent telephone interview. "But I think it was reaching for something we hadn't had quite enough experience to pull off. With life experience, we've evolved into some of these songs. They sound dramatically different than when we recorded 'Electric.' "That led them to look at the whole album again and see what else was hiding, to be drawn out with their experience over the course of decades.They're bringing those lessons and experiences on the road for "Electric 13 World Tour," stopping at Cain's Ballroom on Tuesday. Doors to the show open at 7 p.m.The British rock band gained popularity in the '80s for a hard rock style popular at the time. Through a couple hiatuses, the band has maintained its big sound but with different approaches, evolving in a way that they wanted and aimed to achieve."It's really about taking internal emotional information and converting it into a ritual space and it has been that since Death Cult," Astbury said. "It's been about the performance, the ritual space, the communion with the audience. It doesn't fall into a commercial realm."The band gained notoriety with "Love" in the UK that saw hits like "She Sells Sanctuary," but saw a stylistic shift from post-punk to hard rock with "Electric," their third album.Astbury said that the band first got the idea of touring with a full album from David Bowie, who performed "Low" in its entirety on a tour."When we saw that, we wanted to play the 'Love' album at the Royal Albert Hall in London," Astbury said. "Once we announced we were going to do that, all these other proself storageoters stepped up and said we want you to do this here and fans were like you have to come all over the place to do it. It's the same with 'Electric.'"The experience revisiting "Electric" for a performance has given the band a new perspective on their past recordings, where they are as a band now and where they want to go.Astbury said the band hopes to record new material next year, and that touring with the older albums have given them a good perspective on what they want their sound to be."It's almost like workshopping your own material," Astbury said. "And out of this tour other things have come. It's inspired writing, philosophy and how we move forward as a band. Right in the middle of the set it shows the difference between The Cult and many of our contemporaries."And Astbury said that between looking at their own work and the processes of others, it further hones what the band does, still evolving and striving for their own sound.In the meantime, the tour has given them a chance to visit some of the best venues around the country, and Astbury said Tulsa is a refreshing town in which to play."When you're touring around, all over the world, you're seeing venues ripped apart, gutted, rebuilt, flat-screen TVs going up, seats being ripped out, stages being ripped out all for the convenience of maybe its easier to manage," Astbury said. "It really does affect the space."Not at Cain's, he said."That's a real magical spot on the planet," Astbury said. Outside the darkened offices of the Weber Human Services building, at 26th Street and Lincoln Avenue, Pete Caldwell shoulders his backpack and trudges off through the overnight frosting of snow toward the Ogden Intermodal Transit Center -- the fancy term for the bus/train station.Along the way, passing in and out of the glow of streetlights, Caldwell points to various places he's encountered the homeless."I came across somebody sleeping in these bushes once," he says, waving toward a spot near Ogden's Union Station. "That really startled me."He continues north, beyond the transit center, before eventually crossing the railroad tracks -- headed for that no-man's land bordered by the tracks and the Weber and Ogden rivers.On this day, like every other Monday and Friday, Caldwell is out scouring Weber County, looking for people who have no home of their own. He's up early because, contrary to the stereotypes, the homeless tend to be early risers, and he wants to catch them before they leave their camps."Most wake up early, get out and go," he said. "Some of it is so they're not seen going out of their camp -- by the authorities or other homeless."His effort is part of a new outreach program recently started by the Weber Housing Authority. Caldwell's boss, executive director Andi Watkins, says there are about 230 people in Weber County living in shelters or transitional housing; these are what they call the sheltered homeless.Another 55 or so are staying in places not meant for human habitation. It is this second group, the chronic homeless, that the new outreach program is targeting."We're trying to reach the most vulnerable homeless," Watkins says. "Individuals who have no access to any services."And once they find them?"We'll try to build a relationship -- build that trust -- as they usually don't trust others," she said.Food, gloves, beaniesBeneath an overpass spanning the railroad tracks, Caldwell finds several piles of trash."One identifier of a homeless camp is lots of trash," Caldwell said.He pokes around in the bushes a bit, checking for places where someone might have stayed the night -- or nights -- all the while repeatedly identifying himself in a clear voice."Weber Housing," he calls out in the waxing dawn. "I've got food and gloves and beanies. Is anybody here?" No answer. He goes through his spiel again, focusing his attention on a battered tarp lying on the ground. He reaches for it, describing his every move aloud, so as not to take anyone by surprise."I'm just going to lift the corner of this tarp to check to see if anyone is under here," he calls out.It's empty. Caldwell moves on.Farther into the woods, he comes upon a tent hidden among some thick brush. Again, the verbal offer of food and warm clothing. A man parts the tent flap, Caldwell talks into the opening for a moment. Two men are staying there. Caldwell retrieves a couple of knit caps from a backpack; an older, weathered hand reaches out and takes them.Caldwell then leaves a little food outside the tent -- Styrofoam cups of soup and the like -- then asks if they need anything else."This other guy could use another blanket," comes the reply from the tent.Caldwell leaves with a promise to return on Monday with blankets. (When he returns three days later, no one will be at the camp. Caldwell leaves the blankets there, just in case it's not completely abandoned.)'A good sign'Some mornings, the new Weber Housing Authority outreach coordinator might come across one or two homeless people. On others, he might find as many as 10. On this particular day, given that the thermometer has dipped to a mere 3 degrees above zero, Caldwell is actually glad he didn't find more people."That's a good sign," he says. "Hopefully they all found someplace warm to stay last night."All in all, Caldwell pronounces it "a pretty successful morning.""Anytime you can contact someone new, I consider that a success," he said. "Of course, the ultimate success is in eventually housing them."And that's the end goal here, according to Watkins."Before, we didn't have an outreach strategy," she said. "But now, we're just trying to develop a relationship with these individuals, to develop their trust."They're trying to do that with gloves, hats and food."We do have an ulterior motive," Watkins said. "Our No. 1 goal is to keep them stably housed and find them some sort of income."Uphill battleIf Caldwell is able to build trust with this most vulnerable group, he may eventually be able to talk them into going to a shelter or accepting other housing help. But it won't be easy. Mental illness and substance abuse are rampant among the homeless -- taken together, those two account for "almost all" of those who are out-of-doors in the winter, according to Caldwell.Later in the morning, Caldwell explores an abandoned building on the corner of Wall Avenue and 24th Street. Although the building appears boarded up tight, the door is not locked; it pushes open easily. Using a flashlight in the near dark迷你倉樂器ess, he walks through the various rooms, bits of broken glass crunching beneath his feet. "Weber Housing," he repeats. "I have food and gloves and beanies ..."There are signs of recent occupancy here -- an old mattress, a place where a fire had been built, the telltale piles of trash -- but no people.Along with attempting to gain the trust of the chronically homeless, Caldwell and Watkins say they're also in the process of mapping the locations of all of the homeless camps in Weber County.Success story?Although the outreach program is barely a month old, there are signs that it's already starting to work. Early in the afternoon, Caldwell goes to visit a 63-year-old homeless woman who uses "Ann" as her street name. He's hoping she will be the Weber Housing Authority's first successful placement from the outreach program.Caldwell drives to an open field near a busy Ogden street and walks toward the far end of the field. There, in a slight depression in the land, near a couple of bare trees and a fallen trunk, is a large tarp, folded over on itself. Underneath that tarp, in single-digit weather, huddles Ann."On June 11th, I bought a sleeping bag from Shopko," Ann explains. "I was too depressed to do anything else."She's been living in that field ever since.The family living in a home just behind where Ann stays is aware of her presence; Ann says they brought her dinner on Thanksgiving."And they'd have cookouts in the summer, and hand me food over the fence," she says.Change of seasonsBeing homeless in the warmer seasons is much easier, Ann admits."In the summertime, it's kind of fun," she said. "These other homeless guys there had a radio, and we'd listen to that song 'We Own the Night.' It was fun for a while. In the summer, it's nice."Not so when winter comes."The hardest part about being homeless is nighttime, when it's cold," she said.Sometimes, when the temperature plummets, Ann will go to a diner that's open 24 hours and "just sit up all night." For this reason, she's actually considering Caldwell's offer of housing help.The Weber Housing Authority was first alerted to Ann's whereabouts by a nephew, Rob Bommer, of Ogden. He's been trying to convince his aunt that she doesn't have to live this way. Bommer says there have been some "trials and tribulations" between Ann and her siblings, but contrary to what Ann might say, her family hasn't turned its back on her. They stand ready and willing to help, according to Bommer."She could be in a hotel room right now," he says. "But she won't come in. She runs. When somebody starts to get close to her, she runs. ... I can't get her to come out from underneath that tarp."Rodeo queenThe problem, Bommer says, is that Ann is a clinically diagnosed paranoid schizophrenic."It's horrible," he says. "It ate up her father, ate up her sisters. They've gotten to the point where they're afraid of her."What I would say is ... the reason (Ann) is in the position she's in is because of her mental illness."But it wasn't always that way. Born and raised in Harrisville, Ann was a seemingly normal young woman back in the late 1960s."She was a rodeo queen. Absolutely beautiful," Bommer says, the anguish apparent in his voice.That was her early 20s. It was about that time, according to Bommer, that the schizophrenia started to kick in."Her behavior got more bizarre and more bizarre and more bizarre," he said. "It's just hearsay on my part, but she's probably supposed to be on medication."Bommer says Ann took off for California sometime after that."When she came back, she was worse," he said.Ann says she was married twice -- at age 29 and again at 36 -- but "it never worked out either time." Both marriages were over in less than a year.'It's not fair'The upshot of all this is that Ann has been on the streets -- off and on -- for roughly 35 years. Bommer says his aunt was usually on her own during the summers, but every winter her father would put her up in a motel until the spring. She's spent winters at the Millstream and Colonial motels in Ogden, among other places. But Ann's father passed away in August, which might explain why she's outdoors this winter. (Her mother died in November 2012.)Bommer says he agreed to be interviewed for this story in the hope it will shed light on the homeless problem."This story needs to be told," he said, "because nobody should be living like my aunt is living. It's not fair to any human being."Bommer calls his aunt's current situation "heart-wrenching.""I think about it when I go to sleep at night," he said. "I'm here in a warm bed, she's less than a mile and a half away from me, and I can't get her to come in out of the cold."But if Pete Caldwell and the Weber Housing Authority have anything to say about it, Ann won't face many more frigid nights under that tarp.Contact reporter Mark Saal at 801-625-4272, msaal@standard.net. 一三年第三季盈利略高於預期。第一拖拉(038)早前公佈一三年第三季業績,迷你倉期內收入同比下跌9%,盈利則同比上升17%至人民幣6,900萬,略高於市場預期,主要原因是毛利率上升高於預期。 預期毛利率繼續上升。第一拖拉售賣更多高科技和大中型拖拉機,這些產品的毛利率較高,因此銷售組合得以改善,而且柴油發動機的需求復甦及有效控制成本,推動公司整體毛利率達到紀錄新高16.9%。由於市場需求更多高技術的拖拉機,第一拖拉的內部生產亦加快,因此預期第一拖拉的市場佔有率將繼續擴大,並帶動整體毛利率進一步提高。 農村土地改革帶動農業機械需求。中共十八屆三中全會閉幕後,政府公佈的其中一個改革方案為農村土地改革,即是明確認可農民的土地擁有權,並允許他們抵押其物業,鼓勵更加自由交易。此外並試行允許農民出售他們的土地,通過鼓勵農田自由化和多種運作模式,構建現代農業產業。我們自存倉為農村土地改革將帶動農業機械需求,成為支持農業機械發展的主要動力,因為﹕一、隨著土地自由化和更多的產權,農民將改善他們的生活及提高購買力,並提升升級的需求,買入高端農業設備。 二、土地自由化將加快農場整合,並優化資源利用和整合農民的購買力。農場合併將創造更多的大型農業機械和升級需求,並增加經濟規模效益。 三、在戶籍改革下,更多農村人口將遷移到城市地區(預計每年約1,800萬人遷移到城市,直至二○三○年城鎮化比率達到70%),因此將需要更多的農業機械來替代減少的勞動力。 估值方面,現時市場給予第一拖拉的目標價為5.65至6.83港元,該股現估值為預期一四年12.5倍市盈率。根據花旗預測,公司二○一四年及二○一五年盈利增長分別為29%及23%,我們認為該股估值合理,目標價為7.2港元(相等於14倍二○一四年市盈率),建議買入。中國銀行私人銀行(澳門)紀永華迷你倉
